Uber Hong Kong calls on government to give drivers flexibility under new framework

The company's general manager Estyn Chung made the appeal on Tuesday after meeting with the Transport Advisory Committee to share views of the proposed regulatory regime, as the government is intent on legalising ride-hailing - also called ride-sharing - and opening the sector to all players.
'Uber welcomes the government's direction of regulating ride-sharing platforms, and proposes that the future regulatory framework should centre on rider and driver safety and service quality, while avoiding excessive or overly complex licensing mechanisms,' he said.
'It's vital that regulating ride-sharing does not jeopardise what Hongkongers enjoy today … Ensuring drivers have the flexibility to choose when and how they work is crucial for the success of ride-sharing in Hong Kong.'
A framework for regulating the platforms is expected to go before lawmakers this year and, going by the experience of other jurisdictions, Hong Kong is unlikely to limit the number of ride-hailing operators.

Chung said the driving hours of ride-hailing drivers amounted to just one sixth of normal taxis and they deserved greater flexibility under the new regime.

Hong Kong couple arrested again over allegedly providing false information in gov't water contract scandal
Hong Kong's customs department has arrested a couple on suspicion of providing false information in relation to a water supply contract with the government, the latest development in a scandal over the authorities' procurement processes. On Wednesday, the Customs and Excise Department said businessman Lui Tsz-chung and his wife Chan Pik-lam had been arrested for allegedly breaching the Trade Descriptions Ordinance. They were already apprehended by police on Sunday for suspected fraud. Tommy Kwok, head of the Trade Descriptions Investigation Bureau, told reporters that the couple allegedly attached false manufacturer information to the water – bottled in mainland China – supplied to the Government Logistics Department. The investigation is ongoing and more arrests may be made, he said. The second arrest is the latest development in a scandal relating to a now-suspended government contract, worth HK$52.9 million, with bottled water supplier Xin Ding Xin Trading Co. Lui is the company's director and his wife is a shareholder. The supplier had been selected to provide mainland Chinese bottled water to Hong Kong government offices. But authorities later found that the company had no relationship with the Guangzhou supplier it claimed to be sourcing water from. Instead, the product was obtained from a different supplier in Dongguan. The couple is suspected of winning the contract through fraudulent means. Lui was formally charged with fraud on Tuesday and denied bail, while his wife was released on police bail pending further investigation. The scandal has raised concerns about the government's procurement and vendor vetting processes. Secretary for Financial Services and the Treasury Christopher Hui called an urgent meeting on Sunday to review the incident and has promised a probe into the blunder. On Tuesday, he admitted the scandal reflected 'inadequacies' in the processes but did not answer directly when asked if any officials would resign or be held accountable.

Shenzhen-based Insta360 -- the maker of action cameras -- said it's setting up its first flagship store in Hong Kong, according to the company's exclusive distributor in the SAR, Vast World Limited. It will also be Insta360's first global multi-storey flagship store, where one of the floors will be used as working studios and to hold regular exhibitions. Senior marketing manager Angus Yip of Vast World Limited said the ability to establish a presence in the SAR showcases Insta360's strengths. He said the flagship Hong Kong store will carry the latest gadgets as soon as they're released on the mainland. "And also, we will have the priority in buying the newest product. So in Hong Kong, I think it's quite attractive to the international travellers or the visitors," Yip said. "Even the shipping to the US may take months or at least a week. But in Hong Kong, you can also get the newest and also you can try the newest [gadgets]." While Insta360 also has flagship stores elsewhere such as in the Philippines, Yip said the culture of Hongkongers' of always seeking the latest items can help promote its product to the global market. Another mainland firm, Eyebright Medical Technology -- an ophthalmic medical device manufacturer -- set up its office in the SAR in 2023 with the help of InvestHK, before moving into Science Park last year. Public relations manager Charles Hui from the Hong Kong office said it is hoping to make their products available in the SAR as well. Four of its products were recently listed as medical devices under the Department of Health, paving the way for them to be sold locally. "So after 2023, we actually received our listing approval from MDD [Medical Device Division] in July this year. So we are asking different distributors and trying to work with different companies to sell our products," he said. Hui added that the firm wants to the SAR as a springboard to Malaysia and South Korea this year, before expanding to more places in Asia. He also said Eyebright Medical Technology (Hong Kong) is working with local universities on research and development projects, and they are now at the final stage in ironing out the details and contracts. InvestHK's head of innovation and technology Andy Wong said many of the companies it helped to set up shop in the SAR are from the mainland. He expects a double-digit growth in the number of mainland firms expanding their business to Hong Kong this year.
