Himachal Pradesh cabinet approves amendments to town planning rules

Himachal Pradesh
Cabinet on Monday approved amendments to the
Himachal Pradesh Town and Country Planning
Rules, 2014, to restrict the construction of buildings on the valley side of the
Shimla Municipal Corporation
area. According to the new provisions, such constructions must be at least a metre below road level.
The amendments aim to preserve the valley's aesthetic appeal for visitors, according to a statement.
In its meeting chaired by Chief Minister
Sukhvinder Singh Sukhu
, the Cabinet also approved the Pashu Mitra Policy, 2025, under which 1,000 posts of 'pashu mitras (multitask workers)' will be filled in the animal husbandry department.
It approved enhancing the fodder grant from Rs 700 to Rs 1,200 per cattle per month for animals in cattle shelters in the state.
It also approved filling 100 posts of junior office assistant (library) in the education department to ensure smooth functioning of school libraries and the creation of 10 posts of senior assistant and 15 posts of junior office assistant (IT) in the revenue department.
A hike in the monthly honorarium of operation theatre assistants from Rs 17,820 to Rs 25,000 and that of radiographers and X-ray technicians from Rs 13,100 to Rs 25,000 was also approved.
The Cabinet gave its nod to the Mukhya Mantri Green Adoption Yojana for plantations on degraded forest lands by private entrepreneurs under their Corporate Social Responsibility (CSR) programme to increase the state's actual forest area.
It also decided to bring the forest tract adjoining Mata Tara Devi temple in Shimla district under the green area of the Shimla Development Plan to ensure the region's sustainable development.
Approval for framing comprehensive guidelines on hiring e-taxis under the Rajiv Gandhi Swarojgar Start-Up Yojna, 2023, was also granted.
The Cabinet further greenlit the merger of the public works department's design wing with the civil wing to streamline its functioning and improve operational efficiency.

'I will ensure full support. The school's rich legacy must be preserved and nurtured,' he added. The Minister spoke about ongoing efforts to revive the Visvesvaraya Iron and Steel Plant in Bhadravati, with a proposed investment of ₹15,000 to ₹18,000 crore and criticised the State government for allegedly creating hurdles in the revival of public sector industries like HMT. 'We are determined to protect the legacy of the Mysore Maharajas and M. Visvesvaraya,' Mr. Kumaraswamy said. Nirmalanandanatha Swami of Adichunchanagiri Math, Purushothamananda Swami, writer Krishne Gowda, former MLA K.T. Srikante Gowda, MySugar chairman Gangadhar and others were present.

'Entire cabinet' took call on barrage sites, former finance minister Eatala tells Kaleshwaram panel
HYDERABAD: BJP MP and former finance minister Eatala Rajender on Friday told the Justice PC Ghose Commission of Inquiry that the decision to construct the Kaleshwaram Lift Irrigation Project, including the selection of barrage sites, was taken collectively by the 'entire Cabinet' and not by the Finance department. The commission posed 19 questions to Rajender and cross-examined him for 20 minutes. The Kaleshwaram Commission has summoned Rajender, former chief minister K Chandrasekhar Rao and former Irrigation minister T Harish Rao for cross-examination. Harish Rao is scheduled to appear before the Commission on June 9 and KCR on June 11. Rajender, who served as finance minister from June 2014 to December 2018 during the BRS regime, told the commission that although a barrage was initially proposed at Tummidihetti with an estimated cost of `38,000 crore, it was later shifted to Medigadda due to objections raised by the Central Water Commission (CWC) and the Maharashtra government. He explained that Maharashtra had objected to the submergence of a large area, including a wildlife sanctuary, within its territory. The neighbouring state had also insisted on reducing the height of the Tummidihetti barrage from 152 metres to 148 metres. 'Project cost escalated following ryots' additional demands' Rajender said the government had planned to allocate 30 tmcft of water for urban drinking purposes, 15 tmcft for industrial use and another 10 tmcft for rural drinking water needs, in addition to targeting irrigation for 16.5 lakh acres. As the water availability at Tummidihetti was insufficient to meet these requirements, the source was shifted to Medigadda. He further stated that a Cabinet sub-committee — comprising the then Irrigation minister T Harish Rao, R&B minister Thummala Nageswara Rao and himself — was constituted by the then chief minister K Chandrasekhar Rao to vet the technical committee's report on the project and present it to the Cabinet.
