From 1947 to 2025: The never-ending Emergency

Half a century has gone by since the midnight knocks of June 25, 1975, inaugurated the dictatorship that we euphemistically call the Emergency. Overnight, 676 politicians found themselves in jail. Over the following days, Indira Gandhi proceeded to ban opposition parties, abolish elections, cripple unions, and make quick work of such quaint ideas as judicial independence and press freedom. A few thousand died resisting the regime, some 110,000 wound up behind bars, and a staggering eleven million were forcibly sterilised on account of Mrs Gandhi and her son's fixation with family planning.
But, thanks to Mrs Gandhi's hubris, elections were called 18 months into the regime and the Emergency suspended. When she was duly defeated, it became possible to write the whole thing off as a bad dream — ghastly but, ultimately, brief and forgettable. The journalist Janardan Thakur, for instance, writes that when he had written up his history of the nightmarish biennium, he sealed his notes and clippings with Sellotape with the intention of never dusting them off again. The historian Bipan Chandra concluded his 2003 study of the Emergency by noting that the dictatorship was no more than a 'passing interlude' in the 'long march of Indian democracy…India's political miracle has continued.'
Such judgements belong to a bygone era. With the misfortune of hindsight, we know this to be untrue. Echoes of the Emergency in our time serve as pointed reminders that it was not a parenthetical blip in India's long march of deepening democracy, but rather a style of rule that is still with us today. One need only think of today's cow vigilantes to be reminded of Sanjay Gandhi's arm-twisting Youth Congress — both states within a state. Modi's misuse of the CBI, whose motivated probes targeted over 20 opposition leaders for every NDA leader in 2014-24, recalls Mrs Gandhi's weaponisation of state institutions.
Then we have the contempt for parliamentarism and the procedural trappings of democracy. Here is Modi's broadcasting minister Anurag Thakur on the protestors opposing the citizenship law of 2019: 'Desh ke gaddaron ko, goli maaro saalo ko (Shoot the bastards who betray the nation)'. No doubt he would have found an ally in Mrs Gandhi's crony Bansi Lal, who declared during the Emergency, 'Get rid of all this election nonsense. If you ask me, just make our sister president for life.' Like Mrs Gandhi, Modi often elects to rule by ordinance, interferes with judicial appointments, withholds advertisement revenue from newspapers that fail to toe the party line, and imprisons journalists, activists, and students who have the temerity to question his policies.
When I was writing my history of the Emergency with the French political scientist Christophe Jaffrelot, the contemporary parallels became impossible to ignore. Our rather canny publisher, Michael Dwyer, proposed the Cassandra-like title we happily plumped for: India's First Dictatorship. As it was, the last general election gave credence to his intuition: 2024 had more than a whiff of 1977 to it. A good many opponents of Mrs Gandhi in the latter poll had campaigned against her from their prison cells; as for India's first dictator and her son, they had briefly attempted enlisting the army to prevent the Janata Party from taking office. Modi's third victory, likewise, was achieved in conditions that could hardly be described as free and fair: The opposition coalition had found its bank accounts frozen on the hustings; two chief ministers at the time were 'ruling' their states from behind bars.
Modi is a product of his milieu. Born in 1950, he is roughly coeval with the postcolonial state. Growing up as a tea-seller in Jawaharlal Nehru's India, he would have descried in the first prime minister no exemplary democrat. Some 40,000 Muslims were killed during the annexation of Hyderabad. Later, Nehru suppressed communism through mass incarceration and, when the CPI accepted democracy, by undemocratically overthrowing its Kerala government. None of the six non-Congress and Congress minority regional governments during Nehru's tenure were allowed to complete their term in office.
Kashmir's ruler was thrown in prison, and Hyderabad's largest opposition party was banned for a decade. Independent trade unions were laid low by the Industrial Disputes Act. Press freedom was dealt a blow by the First Amendment. Dissent in the Northeast was crushed with the Armed Forces Special Powers Act. Preventive detention was introduced in 1950 and then continuously renewed until the Congress lost its majority in 1969. Simultaneously prime minister, defence minister, foreign minister, and chief of the planning commission, Nehru betrayed a blithe disregard for institutions. His daughter was groomed to replace him from the late Fifties onward.
Mrs Gandhi, of course, was more brazen and less democratic than her father, but the fact is that she was following in his illiberal footsteps on many counts — and, by extension, so is Modi today, though the comparison is bound to sting him. Between the three of them, the difference is not of substance but of degree. Emergency was a dark chapter, to be sure, but few others in independent India's history have been much brighter.

The X handle also shared some inspiring instances from the dark era, when Narendra Modi juggled between different roles to strengthen people's faith in democracy and rally students to stand up against the state oppression. It shared videos of some 'defenders of democracy' who worked with young Modi and narrated stories of how he concealed his identity during the Emergency and kept rallying the students to stand up against the dictatorship. 'Narendra Bhai was under the watch of Gujarat police then because of his association with mass movement against Emergency. We went to Chandni Chowk area, where he bought turban and went to Gujarat disguising himself as Sardar,' he recalled. Prakash Mehta, an NRI citizen currently living in Australia, recalled the days of their resistance against Emergency under the banner of 'Navnirman movement'. 'Police were not allowed inside the campus. We worked as underground workers from this place. Narendra Modi rallied students to stand up against the Emergency. He held secret meetings in hostels and encouraged them to spread the message through graffiti in public spaces. To evade police and act swiftly, he gave them an innovative idea — making steel stencils to spray 'Emergency Hatao' in just two minutes!' he recounted. Daxesh Mehta, former Councillor in Gujarat, also reminisced the days of fightback against Emergency, where he along with young Narendra Modi worked to contribute to the movement against Emergency. 'During the peak of the Emergency, key documents and literature often had to be moved from the RSS office in Ahmedabad — which was under constant police surveillance. To avoid detection, Modi would send young boys to carry them, instead of older men, slipping past street checks unnoticed. A seemingly small task, but it reflected a young Modi's foresight and strategic clarity even under intense pressure,' he shared in video message. Swami Govind Dev Giri Mahraj, a seer of Shri Ram Janambhoomi Tirth Kshetra Trust disclosed that not many know that during the Emergency, Narendra Modi spent several weeks in solitude, meditating at the Garudeshwar Mandir. One of the anecdotes refers to young Modi's role as 'food transporter'. Nirmal Motwani, a resident of Surat recalled: 'One of Narendra Modi's key responsibilities during the Emergency was looking after the families of jailed karyakartas. On one occasion, the wife of an imprisoned karyakarta requested him to deliver some home-cooked food to her husband. Modi agreed — and despite the constant threat of arrest, he personally went to the jail and delivered the food!'

Amit Shah and memories of a Gujarat Andolan that inspired JP's campaign against the Emergency

The Navanirman Andolan, launched by the students and middle-class in Gujarat towards the end of 1973, pulled down the state government in a matter of months. The success of that agitation would go on to spur the successful movement against Emergency that was declared 50 years ago to this day — on June 25, 1975. Two key leaders involved in the agitation reshaped national politics during the period. The first was Jayaprakash (JP) Narayan, the Lok Nayak who led the people's movement against then Prime Minister Indira Gandhi and the Emergency. The other important figure was Morarji Desai, the leader of Congress (Organisation), which had split from the mother party when Congress (I) was formed. Morarji went on to become the leader of the Janata Party government that came to power in 1977 after Indira was ousted. JP came to Gujarat in 1974 after the students approached him to lead the Navnirman Andolan. The Andolan had begun with protests, among other things, against the high food fees at the mess in the Morbi Engineering College. But then it spread and began to be directed against the government of Chimanbhai Patel, the then Chief Minister. Chimanbhai was forced — by the pressure mounted by the Andolan and its popularity — to resign by Prime Minister Indira Gandhi on February 9, 1974. The movement would inspire JP, who had been wrestling with the problem of how he could mount a serious challenge against the corruption he saw in his home state of Bihar during this period. "For years I was groping to find a way out. In fact while my objectives have never changed, I have all along been searching for the right way to achieve it. I wasted two years trying to bring about a politics of consensus. It came to nothing... "Then I saw students in Gujarat bring about a political change with the backing of the knew that this was the way out," he wrote in Everyman's Weekly that came out on August 3, 1974. The Bihar movement that JP launched, inspired by the Navnirman Andolan, later transformed into the Sampoorna Kranti that forced Indira Gandhi out of power. Three days after Emergency was revoked, on 24 March 1977, Morarji Desai was sworn in as Prime Minister — at the ripe old age of 81 — the oldest leader to hold the office till date. Among those who heard stories of those highly-charged days was an 11-year-old Balsevak going by the name of Amitbhai Anilchandra Shah. On June 25, 2025 — the 50th anniversary of the announcement of Emergency — the now Home Minister shared his memories on X. "I was a Bal Swayamsevak of RSS then and heard firsthand the excesses and injustices during the dark days of Emergency. The memories of that time, though faded as I was very young then — the suppression, the torture, the blatant assault on democratic values — are still vivid in my memories," Amit Shah recounted. He also expressed his "immense pride in having been associated with a movement that stood up against this tyranny, and with a leader who fearlessly raised his voice to protect Bharat's democracy and its Constitution (Jayaprakash Narayan)," he added. Shah slammed the Emergency "imposed 50 years ago, by a despotic ruler, whose sole aim was to preserve her dynastic rule". It "was one of the darkest chapters in India's history", the Home Minister underlined.
