Nearly P1 trillion allotted for flood control projects from 2023-2025
This is equivalent to an average of P326.75 billion flood control budget for each year.
In Joseph Morong's report on '24 Oras' on Tuesday, the DPWH said that it would submit next week to President Ferdinand Marcos Jr. the list of flood control projects to determine which were already finished and which are the 'ghost' projects
However, state auditors in 2023 noted that the implementation of some foreign-assisted flood control projects were delayed.
'...The DPWH disclosed that the Department was not able to efficiently implement 17 official development assistance (ODA) funded projects …as indicated by the reported year-end physical accomplishment with negative slippages ranging from 0.78% to 36.60%, increase in contact costs, and/or prolonged implementation period,' according to an audit report by the Commission on Audit.
Among the delayed projects were the Pasig-Marikina River Channel Improvement Project, which seeks to deepen the Pasig River and Marikina River to mitigate overflowing. Also affected are the Metro Manila Flood Management Project, Cavite Industrial Area Flood Risk Management Project, and Cagayan de Oro Flood Risk Management Project.
But the DPWH explained that the implementation of some projects was delayed due to budget constraints.
'We have been already cautioned by the lending institutions, actually, because napapansin daw nila that the appropriations we are putting into these projects are not adequate actually to sustain the momentum of the implementation,' said DPWH Secretary Manuel Bonoan.
Furthermore, the DPWH stated that one of the challenges it is facing is the programs that did not undergo scrutiny for the government's National Expenditure Program. These affect the budget of existing projects causing their delays.
'Maraming dagdag, sabi ng President…To the detriment of the program of the President na hindi dumaan sa amin for vetting or preparation…Alam mo naman Congress has the power of the purse, dito na yung mga additional items,' said Bonoan.
Under the national budget for 2025, Marcos vetoed the P16.72 billion budget for the DPWH's flood control projects.
Marcos warned the Congress in his recent State of the Nation Address that he will vote against any budget allocations that are not part of the National Expenditure Program. —Vince Angelo Ferreras/LDF, GMA Integrated News

Bonoan urged to take leave of absence amid probe on DPWH flood projects
Bacolod Lone District Representative Albee Benitez called on Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan to take a leave of absence amid an investigation into "failed" flooding projects. "Out of delicadeza, and to help preserve the integrity of any inquiry, I respectfully urge the DPWH Secretary to take a leave of absence while the investigation is ongoing," Benitez said in a statement, according to a 24 Oras Weekend report by Nico Waje on Saturday. In response, Bonoan said he is ready to take on a leave of absence. 'Okay lang. If it is necessary, bakit hindi po? (It's okay. If it is necessary, why not?),' Bonoan said. Bonoan also responded to Manila Mayor Isko Moreno's comment that flood control projects should be turned over to local government units. 'If they have the resources, bakit hindi? 'As soon as we organize po 'yung House Public Accounts Committee, magkakaroon na po ito ng pagdinig sa mga lahat ng infrastructure projects including flood control and drainage projects sa ating bansa,' Ridon said. Ridon added they will immediately summon DPWH officials for investigation. During his fourth State of the Nation Address, President Ferdinand 'Bongbong' Marcos Jr. served notice to government personnel who steal public funds, such as those for flood control projects, that they will be dealt with under the law. 'Kitang-kita ko na maraming proyekto para sa flood control ay palpak at gumuho. At 'yung iba, guni-guni lang (I saw that many flood control projects were sloppy and have collapsed. Even some are just imaginary),' Marcos said. Marcos transfers Sulu to Region IX following SC decision on BARMM
President Ferdinand Marcos Jr. has moved Sulu to Region IX, also known as the Zamboanga Peninsula, after the Supreme Court (SC) ruled last year that the province is not a part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Signed on July 30, Marcos' Executive Order 91 said there was an ''urgent need to effectively implement and address the impacts'' of the SC ruling, ''including the regional affiliation of the Province of Sulu, while continuing to ensure the uninterrupted governmental operations and delivery of essential government projects, programs, and activities within Sulu.'' He directed all national government agencies to include Sulu under Region IX for regional administration, development planning, investment programming and budgeting, and other relevant purposes. Marcos also established a technical working group (TWG) headed by the Secretary of the Department of Budget and Management. The TWG's functions are to oversee and monitor the implementation of the SC decision, prepare and release a transition plan, address any issues or concerns arising from the SC ruling, request assistance from relevant agencies in implementing the EO, and submit an annual report to the Office of the President. Last September, the SC upheld the constitutionality of the Bangsamoro Organic Law (BOL), but it also declared that Sulu should not have been included in the BARMM. Marcos leads launch of estero cleanup program in Pasig

Under the program, activities such as unclogging Metro Manila's drainage laterals, dredging waterways, removing silt from drainage mains and eliminating accumulated solid waste are included. The aim is to reduce the impact of floods due to unusually heavy rains. The program is to be implemented in close coordination with national government agencies (NGAs) led by the Metropolitan Manila Development Authority, local government units (LGUs) and civil society organizations (CSOs). Twenty-three esteros have been identified to be prioritized in the Bayanihan sa Estero: Malinis na Estero Pamayanan Protektado program, the Presidential Communications Office said. These 23 esteros were observed to have significant siltation, heavy solid waste buildup, poor flow conditions and vulnerability to recurrent flooding. During the launch on Saturday, Marcos observed the cleanup drive in Buli Creek. Water hyacinths were removed from the pond using a crane on a barge. Marcos also inspected the mobile recovery facility where water hyacinths by-products such as lily pots and charcoal briquettes and recyclable wastes collected from the river such as hollow blocks and plastic bricks are displayed. The President also interacted online with volunteers and Metropolitan Manila Development Authority personnel who were conducting a simultaneous cleanup drive at Catmon Creek in Malabon City, Pinagsama Creek in Taguig City, Hagonoy Retarding Pond in Taguig City, and Tapayan Retarding Pond in Taytay, Rizal. "Currently, there are 273 identified rivers, tributaries, esteros and open canals in the metropolis that serve as primary channels for conveying stormwater and flood runoff across the National Capital Region (NCR)," the PCO said. —KG, GMA Integrated News
