Yeida asks firm not to build film city without layout nod

The Yamuna Expressway Industrial Development Authority (Yeida) on Monday said it has asked the developers of the upcoming Film City project to first get approvals for the layout and building plans of the film studios and film institute before initiating any construction or planning a foundation-laying ceremony at the plot in Sector 21 along the Yamuna Expressway.
In a letter to the concessionaire (concession holders) —Bayview Bhutani Film City Private Limited, a consortium led by filmmaker Boney Kapoor and the Bhutani Group, Yeida has directed to adhere strictly with the concession agreement terms.
Yeida stressed that the construction must begin with the two core components of the film city project that includes film studios and the film training academy. As per the terms signed with Yeida, the developer is to complete these two things, within the first three years.
'The concession agreement was signed on June 27 last year and mandates the commencement of construction within one year. If they fail to start construction on time, a penalty of ₹1.5 lakh per day will be imposed until the work begins. We have through an official letter directed the developer to adhere to the terms before indulging in the construction at the site. Also, we have made it very clear in the letter that it cannot organise foundation laying event without having the requisite building layout maps,' said Yeida chief executive officer (CEO) Arun Vir Singh.
In January, Yeida had approved the land use map of the 230-acre first phase, of the 1,000 acres film city project in Sector 21. The authority in this letter has clarified that no physical work can begin without the layout and building plans for the first phase. These plans must include detailed configurations for the studios and institute, parking layouts, landscaping, and other building-level permissions, all in line with YEIDA's building bylaws, said officials.
The authority underlined that the primary objective of the Film City is to build world-class filming infrastructure and a film education centre, and not just commercial or entertainment spaces. It also warned the developers that they must obtain green building certifications—either a GRIHA 4-Star or an IGBC Gold rating—for both the master layout and individual structures.
The project is divided into industrial and commercial zones. Of the total 230 acre, 155 acres are allocated for industrial use, which includes the studios and institute, while 75 acres are for commercial use.
The developers are expected to invest ₹1,510 crore over eight years, with a minimum of ₹50 crore in the second year, ₹75 crore in the third, and ₹100 crore annually from fourth year through eighth.

Noida: The Noida, Greater Noida and Yamuna Expressway development authorities will jointly form a special purpose vehicle (SPV) unit to operate a fleet of 500 electric buses, with Noida leading the initiative. A consultant will be appointed to define the SPV's structure and recommend board members. The proposal for the project was recently discussed in a meeting in Lucknow attended by Noida Authority officials. Once set up, the SPV's details will be shared with the state govt. According to officials, the SPV will bear the operational costs of buses, which will be run by private agencies. Proposed equity split for the SPV is 48% for Noida, and 26% each for GNIDA and YEIDA. Meanwhile, the Directorate of Urban Transport (DUT) is working to hire an agency to operate the buses under the gross cost contract (GCC) model. The project is estimated to cost Rs 675 crore – which would cover the cost of purchasing e-buses, fast chargers (240 kW), plant and equipment, tools, and depot maintenance. Noida CEO Lokesh M said, "To run these buses, an SPV of the three authorities will be formed. While the DUT is procuring the buses and hiring an agency to run them, the viability gap funding will come from the authorities according to their stakes." The SPV will be ready by the time the operators and buses are in place, he added. As per the request for proposal (RFP) floated by DUT in March, the 500 buses will be deployed across 25 routes – 15 in Noida, seven in Greater Noida seven, and three in the YEIDA area. Under this plan, 300 buses will be deployed in Noida (150 12m ones and 150 9m ones), and 100 each will be deployed in Greater Noida and YEIDA. A maximum of two operators will manage the fleet, with services expected to commence in the second half of the year. Buses will ply at 10-15 minute intervals during peak hours and 15–20 minutes during off-peak times. The SPV will manage the fare system, while the operators will be paid on a per-kilometer basis. The project is planned for a 12-year term. As per the RFP, each bus is meant to ply 200km per day. However, in practice, buses may run 250–300km daily. Additional SPV-related costs include salaries for 50 employees (Rs 3 crore annually), office and utility expenses (Rs 2–3 crore), fare collection systems (Rs 2.5–3 crore), a project monitoring unit (Rs 1 crore), and depot maintenance (Rs 1–1.5 crore). Officials said that fares are expected to generate Rs 135 crore annually, with another Rs 10 crore from advertising. However, despite total revenues of Rs 145 crore, projected expenses exceed Rs 370 crore, creating a funding gap of Rs 225–230 crore annually. Noida Authority's share of the viability gap funding (VGF), based on its 48% stake, comes to about Rs 107 crore per year, or Rs 1,290 crore over the contract's 12-year duration. Initially, buses will be operated from terminals located in Sector 82 and Sector 91. Noida Authority will handle the necessary infrastructure development. Within one year of the agreement, Greater Noida and YEIDA will each construct one bus depot, officials added.

Anees Bazmee breaks silence on Diljit Dosanjh's exit from No Entry 2, denies creative difference: ‘There was an issue…'
Arjun Kapoor, Varun Dhawan, and Diljit Dosanjh were supposed to come together for the shoot of Anees Bazmee's highly anticipated film No Entry 2 in March this year. However, a sudden change in the film's shooting schedule has left it in limbo. Soon after, rumours began swirling about Diljit quitting the film due to creative differences with the makers. Now, in a recent interaction, Anees has cleared the air, insisting that Diljit's exit was due to a scheduling conflict and not creative differences. The filmmaker spoke to India Today and shared that he had only met Diljit for a brief meeting twice. The director revealed that during one of the 10-minute-long meetings, he narrated the film's script to him and the singer-actor readily agreed to do the film. 'He was actually quite eager to be a part of it,' Anees told the publication. However, when quizzed about Diljit Dosanjh's exit from No Entry 2, Anees Bazmee clarified that it was due to date issues. He said, 'He did want to do the film, but when I met him recently, we realised there was an issue with the dates. No Entry 2 is going to be a very big film with a huge cast and crew. There are so many actors, and it's important for us that everyone can come together.' Anees, however, remains hopeful that the makers will sort out the date issues and that Diljit might still star in the film. He shared, 'I think they are figuring out the dates, and I am hopeful it will work out. But whatever happens, it will be for the good. I have that faith for sure.' Like the original film No Entry, No Entry 2 is also bankrolled by Boney Kapoor. During the conversation, Anees Bazmee assured that the film's shooting will begin soon. Lauding Boney Kapoor and speaking about their long-standing partnership, he said, 'I have been with Boney ji (producer Boney Kapoor) for 7-8 years now, working on this film. We have seen many ups and downs, but we are on it. I am the kind of person who sticks to his commitment. And when there's love, you don't think of loss and profit. You just want to be together and make a good film. And trust me, it is going to be a beautiful film and a lot of fun. It's still on paper, so many will not know, but I can assure you it's an amazing story.' No Entry 2 is the sequel to the 2005 hit film No Entry, which starred Anil Kapoor, Salman Khan, and Fardeen Khan in lead roles. While speculations were rife that the makers might repeat the same cast in the sequel, those rumours were quashed with the announcement of a new cast. Boney Kapoor had also admitted that his brother and actor Anil Kapoor was upset with him for not casting him in the sequel.

CM Yogi Adityanath will be the chief guest at the event. Located in the Yamuna Expressway Industrial Development Authority (YEIDA) region, the project aims to establish the state as a major hub for film production, media, entertainment, and tourism. According to sources in the Uttar Pradesh chief minister's office (CMO), the foundation stone of the film city will be laid before 30 June. Lucknow: Yogi Adityanath government's ambitious International Film City project finally seems set for a take-off, with a consortium of companies securing the bid for construction and a date for the foundation-laying ceremony being worked out. According to government officials, renowned film producer Boney Kapoor's company Bayview Projects LLP—a consortium led by which won the bid for construction—has submitted a detailed layout plan for the film city to the YEIDA. The authority will review the plan, and after necessary approvals, formal construction work will begin. ThePrint has learnt that in the first phase, construction will take place on 155 acres. The remaining 75 acres will be covered in the subsequent phase 2 and phase 3. Arun Veer Singh, CEO of YEIDA, told ThePrint, 'This International Film City is planned to be developed over 230 acres in Sector 21 along the Yamuna Motorway. The first phase will kick off on 155 acres of land. The remaining 75 acres will be constructed later. The plan has almost been finalised, only final approvals are pending.' Singh added, 'I have read some media reports claiming a 1,000-acre film city is being built. No, it is not factually correct. It will be on 230 acres, which will get completed in three phases with an estimated cost of Rs 1,510 crore.' In the first phase, main structures like film studios, sound stages, post-production units, and a film institute will be built. Later phases will see construction of a commercial centre with retail, offices, and entertainment complexes. The overall project is expected to be completed in three phases over the next eight years. Officials say the target for the first phase is completion by 2028. The project faced a delay from the very start. In September 2020, CM Yogi Adityanath announced that his government would establish the country's biggest film city in Gautam Buddha Nagar. With several movies and web series now being shot in the state, a dedicated film city could bring employment while providing a one-stop centre for filmmakers. But after the announcement, this ambitious project got stuck in red tape. According to YEIDA officials, almost an year after the initial announcement in November 2021, they issued a global tender for the project, but found no takers. This prompted YEIDA to revise the detailed project report (DPR). On 7 November 2022, a global tender was issued again, inviting bids from interested parties. But no developer or filmmaker submitted a bid. On 30 September, 2023, YEIDA issued a global tender and fixed 5 January, 2024, as the last date for submission of bids. Subsequently, YEIDA opened the technical bids on 27 January, in which four companies qualified, paving the way for the opening of the financial bid on 30 January, 2024. Officials said Boney Kapoor's Bayview Projects LLP was declared the highest bidder as it offered an 18 percent gross revenue share to the state government. After that, a consortium of three companies led by Bayview Projects LLP—two others are real estate firm Bhutani Group and Noida Cyber Park—were asked to begin construction. It will offer professional training across a wide range of disciplines such as acting, script writing, editing, VFX, camera operation, lighting, fashion and media. Within this film institute, a comprehensive resource centre will be set up with films, scripts, and academic material, which will serve as a valuable asset for both students and filmmakers, it is learnt. The film institute will also organise film festivals, exhibitions, and competitions, giving students opportunities to showcase their talent. Officials claim that after completing their training, students will be provided employment opportunities within the film city—thereby fostering local job creation and strengthening the region's creative economy. Rajiv Arora, GM of Bayview Projects LLP, said this film institute will be one-of-a-kind. It will have modern classrooms, studios, editing suites, and a VR lab equipped with the latest technology. Students will get hands-on experience working on real film projects and also have access to the latest filmmaking equipment. The campus will also include facilities like hostels, a cafeteria, a health centre, and recreational areas for students. Arora added that local youngsters will be given priority in both training and employment. 'This film city project will generate at least 75,000–100,000 indirect jobs and at least 25,000 direct jobs,' claimed Arun Veer Singh. He also added that this film city will have a special focus on regional cinema. It will also host movie premieres so that production houses do not have to travel to other cities to showcase their films on opening night.
