Egypt's Private Sector Investments Surge by Nearly 80 Percent Amid Economic Reforms

Ahmed Kouchouk, Egypt's Minister of Finance, announced that private sector investments have risen by almost 80 percent — the highest rate seen in years — as a result of recent government reforms aimed at fostering competitive neutrality.
Speaking at the Second Annual Conference of the Egyptian Competition Authority on Monday, Kouchouk revealed that ten major projects are scheduled to be activated this year. He emphasized that these projects highlight the importance of continuing to apply the principles of competitive neutrality, which are essential for promoting fair market practices.
Kouchouk explained that the State Ownership Policy Document has outlined clear principles and a strategic vision, reflecting the government's commitment to gradually withdraw from certain sectors of the economy. This approach is designed to strengthen the free-market system and empower private sector participation.
These efforts, he noted, are part of a broader government strategy to attract more investments, improve the overall business environment, and support sustainable development. The projects expected to launch this year are anticipated to create significant job opportunities and contribute to boosting economic growth across multiple sectors.
The Minister underlined the need for strong coordination among all concerned institutions to ensure the success of these initiatives. He stressed that reinforcing transparency and maintaining fair competition are key pillars for the ongoing development of Egypt's economy.
Kouchouk also pointed out that several sectors have shown strong performance over the past six months. The tourism sector recorded a growth of 13.1 percent, the manufacturing sector grew by 12.4 percent, and the communications and information technology sector expanded by 15.1 percent. Meanwhile, Egypt's overall economic growth rate rose from 2.5 percent to 3.9 percent during the period from July to December 2024.

During the talks, the attendees discussed proposed tax adjustments for direct investment funds, real estate funds, and gold funds, aiming to attract more investors and expand participation in Egypt's financial markets. They also reviewed changes to the Capital Market Law to simplify fund operations and introduce new models like GP/LP structures, along with legal reforms affecting the Egyptian stock exchanges. According to the magazine, Egypt achieved a record primary budget surplus of 3.1 percent of GDP between July and April 2025 under Kouchouk's leadership. The Minister also spearheaded comprehensive tax reforms and strengthened strategic cooperation with international financial institutions to reinforce the country's economic resilience. The announcement comes ahead of the official ABLA Presentation Ceremony, set to take place during the Africa Summit London 2025 on July 9–10. Poland Remains Top Buyer, with China and Turkey Among Key Additions Notable changes in central bank gold reserves during April included: Poland: The National Bank of Poland added 12 tonnes, raising its reserves to 509 tonnes—surpassing the European Central Bank's holdings of 507 tonnes. Since the beginning of the year, Poland has increased its reserves by 61 tonnes. Czech Republic: Continued its buying streak by adding 3 tonnes, marking the 26th consecutive month of purchases. China: Added 2 tonnes in April, bringing its total purchases for 2025 to 15 tonnes and its overall reserves to 2,294 tonnes. Turkey: Increased its gold reserves by 2 tonnes, reaching a total of 626 tonnes. Kyrgyzstan: Made its first purchase since December, adding 2 tonnes. However, it remains a net seller for the year, with total sales amounting to 2 tonnes. Kazakhstan and Jordan: Each added around 1 tonne to their reserves. Uzbekistan: Sold 11 tonnes in April, marking the third consecutive month of sales. Its total gold sales for the year now stand at 26 tonnes. India Updates Reserve Data and Increases Domestic Holdings India kept its gold reserves unchanged at 880 tonnes. However, in its semi-annual report, it clarified that 512 tonnes (58%) of those reserves are now stored domestically, compared to 510 tonnes (60%) six months ago. This reflects a broader effort by the Reserve Bank of India to enhance local storage, up from just 38% two years ago. Notable Moves by African Central Banks Toward Gold Several African central banks have announced plans to strengthen their gold reserves, including: Namibia: Plans to raise gold's share of total reserves to 3% for the first time. Rwanda: Approved the start of gold purchases beginning in July. Uganda: Announced it will use gold from artisanal mining to boost reserves and meet future financial obligations. Madagascar: Plans to purchase 4 tonnes as part of a strategy to expand its reserves and regulate gold exports.
