Free ‘RELA' Haircut Service Unlikely Attraction At Perak PMR 2025

LUMUT, June 13 (Bernama) -- The People's Volunteer Corps, more popularly known as RELA to Malaysians, are usually associated with keeping public order during major events, but this time at the Perak MADANI Rakyat Programme 2025, their free haircut service has taken centrestage and become a star attraction.
The free haircut service at the Home Ministry (KDN) booth in Lumut Waterfront here is being offered to the first 40 visitors daily throughout the three-day event, Perak Rela director Razib Buhaini said, adding that the department always prioritised service to the public, no matter what the situation.
'This way, RELA can deliver its service… with a bit of help from us, it might help reduce costs for families and those who have financial difficulty in getting a haircut,' he told Bernama today, adding that haircuts these days cost between RM10 to RM15 per head.

He noted that the quality was on par with what existing barbers offered as the RELA members giving the haircuts are skilled barbers themselves.
'Those providing the haircuts all have the necessary barber skills…. our service also depends on requests of styles, but if there are those asking for over extreme styles, we don't do it. At least we can keep your hair neat,' he said, pointing out that the haircuts were only for men.
A RELA member who was providing haircuts, Muhamad Zulhafiz Kamis, 34, said he signed up with RELA in 2016 with his barber skills.
He learned the craft by himself and now he was able to use it on a part time basis to help rural communities, especially those in his village in Beruas.
'My village is in a rural area, so barbers are quite far so I'm the one who provides the service,' he said, adding that he believed that RELA members needed to have a neat presentation to function as a bridge between the government and the public.
'It started out as my hobby when I joined RELA, we understand being presentable is important as we are an intermediary between the people and the government,' he said.

Elaborating on the equitable energy transition for Asia, he said the region must determine and articulate a clear and coherent financial architecture that inspires investor confidence and mobilises greater capital flows into renewable energy projects. 'This is critical, given that in 2023, Southeast Asia attracted only two per cent of global clean energy spending, a stark contrast for a region endowed with immense potential in renewable energy,' he added. Zooming in on Malaysia, Anwar said that Malaysia is working to address the gap in the renewable sector through policies such as the Corporate Renewable Energy Supply Scheme (CRESS), which allows companies to procure clean energy via the national grid under a third-party access model. 'Efforts are also underway to incentivise green investment through mechanisms such as the Green Technology Financing Scheme, he added. Touching on the critical pillar that advancing energy transition lies in upgrading electricity grids, Anwar affirmed that ASEAN has taken a significant step by accelerating the ASEAN Power Grid (APG) initiative through an enhanced memorandum of agreement and the establishment of a dedicated APG financing facility network. 'This will enhance cross-border funding flows and bring us closer to a truly integrated regional energy market,' he said.

The Prime Minister said it also reflects the importance of good governance so that projects and commitments be delivered without delay. 'We regard the Royal Malaysian Navy as a key line of defence, as our waters are not immune to threats such as terrorism, potential foreign incursions and smuggling. 'That is why I agreed for the LCS project to continue under the Finance Ministry,' he said in his speech at a Kenduri Rakyat programme, Bernama reported. The Prime Minister attributed previous delays involving the project to weak management, governance issues and corruption. 'If the management is poor, how can we ensure maritime security? That is why good governance is essential,' he said. Anwar said the government remains focused on the need to enhance the country's defence assets, with the Defence Ministry being among the ministries receiving the largest allocations in the annual budget. 'Defence ranks third, after education and health. For 2025 alone, RM21.2bil has been allocated, a significant amount for a developing nation,' he said, adding that the move was aimed at ensuring national stability, which is crucial for economic growth. Earlier, Anwar visited the Lumut Naval Shipyard (Lunas) facility to inspect the ongoing LCS construction works and was briefed on the progress of the construction of five LCS units. He expressed satisfaction with the progress of LCS construction, describing it as commendable. The LCS is a class of stealth frigates being built by the Royal Malaysian Navy. At another event, the Prime Minister condemned the lack of response from the international community, especially from Muslim-majority countries, over Israeli attacks on Iran. He lamented the silence of the many wealthy Islamic countries, despite the Muslim population exceeding one billion. 'Islamic countries are rich, but they are not strong. When it comes to defending Iran, not many dare to speak up,' he said. Referring to Israel's attacks on Iran's nuclear and military structure on Friday, Anwar said: 'What sort of country behaves in such a barbaric, treacherous, and insane manner?' When Iran retaliated to defend its dignity, European nations were quick with their condemnation, he pointed out. Anwar said Malaysia is committed to defending the rights of oppressed nations, including Iran, and praised the country's resilience in the face of long-standing economic sanctions.
