
NDMC to prepare 25 year water masterplan for Lutyens' Delhi
Kuljeet Chahal, NDMC vice chairman said the new masterplan will focus on upgrading the water supply system of the area and expanding the 24x7 water supply model. 'We have already started the process for implementing the pilot project for 24x7 water supply in areas near Vinay Marg and Moti Bagh. The project will be expanded in other areas as well. The process of making a new masterplan for NDMC will focus on making the area water sustainable, prevent leakages, upgrade supply lines and adding smart metre network,' Chahal added.
A senior NDMC official said the area faces unique water supply challenges as it hosts several important national institutions, offices and hotels while the core water supply network was laid down before independence. As per an NDMC report, the 42.7 sqkm area has a resident population of 0.25 million and much larger floating population of around 1.6-2.0 million per day.
'The study will focus on all aspects of the water supply network in the area from replacing old supply lines, upgrading underground water reservoirs, supply to slum clusters as well as steps needed to make New Delhi more water secure through additional storages and back up plans,' the official added.
While rest of the city gets water from Delhi Jal Board, NDMC is the water utility for the Lutyens' Delhi area. However, the civic body sources the raw water supply from DJB. An NDMC official said the present demand of water for NDMC area is about 148 MLD (million litres per day) and the average water availability through DJB is about 125 MLD. With Delhi being a water deficient city with demand-supply gap of 250 MGD (million gallons per day), the impact on supply during peak summers is also felt in the region, officials added. It gets raw water from DJB through 18 different inlet points and four water treatment plants.
According to an NDMC report, 100% households in the area are covered through water supply network and the remaining slum clusters are being covered under the 'Har Ghar Jal' scheme. NDMC oversees 450km of water supply network through 50mm–900mm diameter pipes. The civic body supplies water to around 15,970 residential and 3,157 commercial consumers. 'Most of the connections in the New Delhi area were metred with mechanical metrs. We have started the process of converting all the mechanical metres to smart metres which will be connected to the central SCADA system (Supervisory Control and Data Acquisition),' an official added.
NDMC earlier this month cleared a proposal to spend around ₹ 31 crore on converting all existing metres to smart metres including replacement of 5,397 defective mechanical water metres. 'These will have advanced metering capacities, are highly waterproof, magnetically sealed, have no moving parts and are capable of measuring both low and high water flow,' the official added. The council currently manages around 24 underground reservoirs with 10-12 ft depth at places like North Avenue, Mandir Marg, Shivaji stadium, Moti Bagh, Jor Bagh, Vinay Marg among others.

Delhi's Khan Market set for more upgrades

(HT Archive) The New Delhi Municipal Council (NDMC) is set to initiate a series of upgrades at the Khan Market in Lutyens' Delhi, including a revamp of its middle lane, installation of a new drainage system, and refurbishment of its pavements and flooring. The civic body will spend around ₹1.5 crore and the project is likely to be completed in three months, officials said. An NDMC official said that under the first phase of the market improvement project, two public toilets have been fully renovated with modern fittings, night cleaning and scrubbing have been introduced along with the development of a solar-powered Micro Material Recovery Facility (MMRF) and RRR (Reduce, Reuse, Recycle) Centre. 'We have also issued directions to traders to ensure that uniform signage is ensured in the market. In the second phase, infrastructure improvement would be carried out, especially in the middle lane, which is the heart of the market comprising all the eateries,' an official said, requesting anonymity. The contractor for the project is likely to be finalised by August 27. Officials said that the project will include taking out existing interlocking paver blocks from the footpath, central verge and market floor. 'The existing RCC covers from drains will also be redone and new drainage lines will be added with more durable high density plastic pipelines. Leather-finish granite stone will be used to provide finishing touches,' the official said. Among the most expensive rental spaces in the country and home to popular eateries, bookstores and shopping outlets, the Khan Market was established in 1951. The double-storey market complex comprises 156 shops and 74 flats on the first floor for shopkeepers. The market is named in honour of Khan Abdul Jabbar Khan, a Pashtun political leader. 'All shops will display boards following a uniform size and design to enhance the market's visual appeal,' the official said. On July 26, HT reported that NDMC issued orders regarding the standardisation of signage and facade at the market. In an order issued by the chief architect of the NDMC on July 15, traders were directed to modify existing signage in two months, following which the NDMC will remove non-compliant signage. Officials said that the plan also included the introduction of precast RCC ducts to accommodate essential services, such as electric cables, water pipelines, and gas pipelines. Sanjiv Mehra, who heads the Khan Market Traders Association, said that the middle lane is the lifeline. 'We have suggested they use precast pipes and equipment so that minimum disturbance is caused. We have been assured that the work will be carried out at night, from midnight to 8am.

Former NDMC employee loses Rs 72L in share trading scam
Noida: A case was registered by Noida police on Tuesday based on the complaint of a retired New Delhi Municipal Council (NDMC) employee, who alleged that she had been cheated of Rs 72 lakh in an online investment scam. The resident of Sector 105 said in April, a woman going by Advika Sharma added her to several WhatsApp groups. Sharma, the complainant said, introduced herself as a financial expert and trading adviser and was assisted by a man named Rakesh Jain. The group members were given information on how to trade and reports of the success of investments. Screenshots of apparent profits were also shared. The complainant said the duo then pressured her to make investments through a trading app. Initially, she was able to withdraw the profits she made. At this time, the alleged fraudsters told her to download another app that they claimed would give her higher returns. Delhi water utility set to upgrade software, to pave way for bill amnesty

(Representative photo) The Delhi Jal Board (DJB) is in the final phase of hiring a new operator to manage and upgrade its old revenue management system, as well as shift to a cloud-based system, which will pave the way for the authority to implement the bill amnesty scheme, senior water utility officials said on Wednesday. DJB officials said that the pre-bidding phase of the process is complete, and the bidding process is likely to be completed by next week. 'The project will include operation and maintenance of revenue management system 2.0 and a smooth transition. The bids will be opened on August 18. We are hiring a new service provider for one year during which the migration to cloud infrastructure will also take place,' a senior DJB official said. The outdated revenue management system has been cited as a key hurdle for the implementation of the late payment surcharge amnesty scheme. On July 4, HT reported that water minister Parvesh Verma announced that the implementation of a bill waiver scheme is likely to take time as significant upgrades are required to the outdated DJB revenue software. The DJB official said that the current infrastructure is in physical form and migration to cloud infrastructure— without disruption of all functionalities, billing cycles, collection or citizen services—will be implemented. 'In the meantime service providers will also be fully responsible for maintenance and smooth operation of existing infrastructure,' the official said. The new service provider will also be responsible for incorporating the rebate and schemes in the RMS, according to a DJB report on the project. DJB also has a bill pendency of around ₹15,000 crore from domestic users, officials aware of the matter said. On July 3, the government announced that DJB had given in-principle approval to waive 100% of the late payment surcharge (LPSC) on all pending water bills for domestic users. A decision on the pendency from the government and commercial users, which form the bulk of the bill pendency, has still not been taken. The DJB project report said that the new service provider will be given three months to acquire complete knowledge and understanding of business processes, handholding and roll-out support from the existing system operator. Besides managing the revenue system, the project will include running DJB's call centre for revenue-related grievances or billing and metering from 7am to 9pm, managing servers, database, and the DJB website and mobile phone app.
