
Arunachal CM urges APCS officers to champion holistic development
Itanagar, May 30 (UNI) Arunachal Pradesh Chief Minister Pema Khandu on Friday urged the Arunachal Pradesh Civil Service (APCS) officers to take ownership of the state's growth—both physical and financial—and contribute meaningfully to its holistic development.
Addressing the 16th Triennial Conference of the Arunachal Pradesh Civil Service Officers Association (APCSOA) at the Banquet Hall here, Khandu said that the state civil service officers are not just administrators but integral members of the communities they serve, as most of them are indigenous to the state.
'This gives you an unmatched advantage in understanding the cultural intricacies, traditional institutions, and emotional landscapes of our people,' he noted.
Commending the conference theme, 'Civil Service at the Crossroads: Reimagining Public Service for a New Era', the Chief Minister said the role of modern civil servants goes beyond administration; it is transformational.
'You are the first point of contact for the public. You are the ones who interpret government schemes in a language the people understand, bridge tradition and modernity, and foster a sense of ownership among citizens toward development initiatives,' he emphasized.
Calling the civil service officers as the backbone of the state's governance, Khandu said their performance reflects not just their individual capabilities but also the credibility of the political leadership and the effectiveness of the government.
He urged officers to act as role models for the youth. 'You are living proof that excellence and integrity can walk hand in hand. Use your position to mentor, inspire, and lead by example,' he said.
Reaffirming the government's commitment to empower the civil services, the Chief Minister assured continued support in terms of resources, training, and autonomy to enhance officers' morale and capacity. He mentioned initiatives like assured career progression and regular capacity-building training programs, including a four-month course at Lal Bahadur Shastri National Academy of Administration, Mussoorie.
The Chief Minister also lauded the officers for their contributions to Arunachal's achievements in e-governance. He stated that Arunachal Pradesh may be the only state in the country to have achieved 100% implementation of e-Office across the Civil Secretariat, all district headquarters, and directorates.
'Our e-Vidhan, e-Cabinet and e-File platforms are success stories which are being talked about nationally,' he remarked.
Encouraging greater engagement, the Chief Minister called upon the APCS officers to be proactive members of 'Team Arunachal' by sharing feedback and suggestions to help shape effective policies.
'We politicians will frame policies, but it's you who implement them on the ground. You are best positioned to advise where our focus should be,' he added.
Khandu concluded by advising officers not to sit pondering over challenges at the ground but to immediately start looking for solutions.
The inaugural session of the one-day conference was also attended by Deputy CM Chowna Mein, Chief Secretary Manish Gupta, and Advisor to the All India State Civil/Administrative Service Association, Shivdular Dhillon.

PM Modi inaugurates world's highest Chenab rail bridge in Reasi
Katra (J&K), June 6 (UNI) Prime Minister Narendra Modi on Friday inaugurated the world's highest Chenab rail bridge in Reasi district of Jammu and Kashmir. The PM was accompanied by Union Railway Minister Ashwini Vaishnaw, Union minister Dr Jitendra Singh, Jammu and Kashmir Lieutenant Governor Manoj Sinha and Chief Minister Omar Abdullah. Before the inauguration, the PM inspected the bridge and spoke to the engineers and the labourers, who turned the dream into a reality. The Chenab rail bridge is the architectural marvel; it is located at a height of 359 meters above the river, and is the world's highest railway arch bridge. It is a part of the Udhampur-Srinagar-Baramulla Rail Link (USBRL) project. The 1,315-metre-long steel arch bridge is built to withstand seismic and wind conditions. A key impact of the bridge will be in enhancing connectivity between Jammu and Srinagar. Through the Vande Bharat train moving on the bridge, it will take just about 3 hours to travel between Katra and Srinagar, reducing existing travel time by 2-3 hours. The 272-km USBRL project is built at a cost of around Rs 43,780 crore, and includes 36 tunnels (spanning 119 km) and 943 bridges. The project establishes all-weather, seamless rail connectivity between the Kashmir Valley and the rest of the country, aiming to transform regional mobility and drive socio-economic integration. Saudi Arabia deploys Patriot missile system around Mecca
Mecca, June 6 (UNI) Saudi Arabia has implemented strict security measures for Hajj, including deploying the US-made Patriot missile defence system around Mecca. The Saudi Ministry of Defence has released images of the special security arrangements on X, showing the Patriot missile system deployed in the vicinity of Mecca, to ensure the safety of pilgrims. Another post shows a military helicopter conducting aerial surveillance over the area. The Saudi authorities said these measures aim to guarantee the protection of pilgrims, especially this year when millions of Muslims are to visit Saudi Arabia for their spiritual journey during Hajj. The Patriot missile system is based on the latest technology and is designed to counter ballistic missiles, drones, and other aerial threats. Saudi officials have emphasised that the safety of pilgrims is their top priority, and have taken all possible measures to provide a secure environment for pilgrims to perform their spiritual duties. Saudi Arabia has also intensified the enforcement of Hajj permit regulations this year, barring individuals without official permits from entering Mecca. The Ministry of Interior confirmed that security forces had been deployed across all key access points to Mecca to prevent unauthorised individuals from entering the city in the days leading up to Hajj. The intensified measures come in response to longstanding concerns over the strain placed on infrastructure and essential services by unauthorised pilgrims, Arab News said. The Ministry of Interior has repeatedly said that individuals caught attempting to perform Hajj with no valid Hajj permit will face a fine of SR20,000 with enforcement in effect from April 29 to June 10. Authorities reported the dismantling of 252 fake Hajj campaigns, the arrest of 1,239 illegal transporters, and the return of 269,678 non-residents of Makkah, 75,943 unauthorised pilgrims and 109,632 vehicles. Haryana minister Vij hears complaints of residents
Ambala, Jun 6 (UNI) Haryana's Energy, Transport and Labour Minister Anil Vij redressed the grievances of residents from the Ambala Cantonment assembly constituency at his residence at Ambala Cantt and issued instructions to officials for necessary action. During the minister's interaction, a vendor employed by a catering contractor at Ambala Cantt railway station alleged he was not being paid the minimum wage, and was also denied benefits such as ESI and EPF. Despite having raised the issue earlier, no action had been taken. Taking serious note of this, Vij reprimanded the labour inspector present on the occasion. 'Labour officers must take workers' issues seriously. Strict action should be taken against the contractor in this matter,' Vij told officials. A retired Army Colonel informed the minister that he had bought a plot in Defence Colony, but the dealer was refusing to register the property. Vij directed the Panjokhra police station to take action in this case. Similarly, a Junior Warrant Officer from the Air Force complained that although he owns a plot in Boh, a nearby dairy operator was dumping cow dung in front of it, causing a constant stench in the area. Vij instructed civic body officials to address the issue. A woman from Defence Colony, Ambala informed Vij that she had sold her plot to a dealer for Rs 6.5 lakh, but the dealer paid her only Rs 4.5 lakhs, withholding the remaining Rs 2 lakh.
