UK backs Morocco's autonomy plan for Western Sahara, Lammy says

RABAT - Britain's foreign minister, David Lammy, said on Sunday that the UK considers Morocco's autonomy proposal as the most feasible basis to resolve the conflict over Western Sahara.
The long-frozen conflict pits Morocco, which considers the territory as its own, against the Algeria-backed Polisario front, which seeks an independent state in the desert territory.The autonomy plan submitted by Morocco in 2007 stands "as the most credible, viable and pragmatic basis for a lasting resolution of the dispute," Lammy told reporters after talks with Morocco's foreign minister.
"The UK will continue to act bilaterally, including economically, regionally and internationally in line with this position to support the resolution of the conflict," Lammy said on a visit to Rabat.
The position places Britain as the third permanent U.N. Security Council member to endorse Morocco's autonomy plan for Western Sahara, following the United States and France.
Morocco's foreign minister, Nasser Bourita, hailed the UK's position as historic, saying it was part of "a momentum to speed up the solution of the conflict."UK investments in the territory were under examination, Bourita said.
The two countries signed deals to cooperate in healthcare, innovation, port and water infrastructure and procurement.
Lammy said the deals would "ensure British businesses score big on football's biggest stage," as Morocco pushes for infrastructure investment in preparation for the 2030 World Cup, which it will co-host with Spain and Portugal. REUTERS

A private enterprise was hit in the small town of Balakliia in the Kharkiv region that borders Russia, killing one employee and injuring several others, Vitali Karabanov, the head of the town's military administration, said on the Telegram messaging app. "A massive UAV (unmanned aerial vehicle) attack on the town," Karabanov said, without providing details of the scale. The attacks came hours after Russian and Ukrainian delegations met in Turkey for peace talks where Moscow said it would only agree to end the war if Kyiv gives up big new chunks of territory and accepts limits on the size of its army. Four people were hospitalised, Bryzhynskyi said. Ukraine's State Emergency Service said another 20 people, including eight children, received medical assistance at the site. The service posted photos on its Telegram account showing firefighters battling blazes in the dark and medics attending to a group of children. In the southern port city of Odesa, Russian overnight air attacks damaged residential buildings and civilian infrastructure, but there were no injuries, Mayor Hennadiy Trukhanov wrote on Telegram. The full scale of the overnight Russian attack on Ukraine was not immediately known. There was no immediate comment from Moscow and Reuters could not independently verify the Ukrainian reports. Both sides deny targeting civilians in the war that Russia launched in February 2022. But thousands of civilians have died in the conflict, the vast majority of them Ukrainian. Guatemala issues arrest warrants for Colombia AG, former UN corruption investigator
BOGOTA/MEXICO CITY - Guatemala's attorney general's office announced arrest warrants on Monday for a group of people including Colombia's attorney general and a former UN anti-corruption prosecutor, drawing condemnation from the foreign ministry in Bogota. In a video on social media, the head of Guatemala's Special Prosecutor's Office Against Impunity Rafael Curruchiche said a Guatemalan court had issued arrest warrants for Colombia's Attorney General Luz Adriana Camargo and Ivan Velasquez, a veteran Colombian prosecutor, on corruption charges. Curruchiche alleged in the video that Velasquez led a "criminal structure" that benefited businessmen from the Brazilian construction company formerly known as Odebrecht. Camargo and Velasquez were charged with criminal association, obstruction of justice, influence peddling and collusion, the video said. In a post on social media on Monday, Velasquez said the arrest warrants amounted to persecution by corrupt officials. An official at the Colombia Attorney General's office declined to comment. Velasquez won international praise for his work last decade as head of the UN-backed International Commission Against Impunity in Guatemala (CICIG), which in 2015 exposed a multi-million dollar graft case that led to the resignation and arrest of former Guatemalan President Otto Perez Molina. The CICIG later investigated Perez Molina's successor, President Jimmy Morales, who ultimately shut down the commission in the country. Curruchiche said Guatemala had requested Interpol issue an alert for the arrests of Camargo and Velasquez, as well as for several notable former Guatemalan prosecutors. Colombia's foreign ministry on Monday condemned the arrest warrants for Camargo and Velasquez, saying Guatemala's calls for the arrest by Interpol were without legal basis and constituted an "attack on the fundamental principles of international justice." Velasquez was Colombia's defense minister until earlier this year, and was named recently as the country's ambassador to the Vatican. Odebrecht has rebranded after pleading guilty to bribery in the United States in 2016 and admitting to bribing officials throughout Latin America for years.
