
MES faces explosive claims of violations and financial misconduct
Top charity MES accused of breaking BEE rules, discriminating against staff and diverting donor funds.
One of South Africa's oldest non-profit organisations, Mould Empower Serve (MES), is facing collapse as allegations of racism, corruption, financial misconduct and abuse of power rock the faith-based charity.
In a detailed anonymous media statement released this week, self-identified MES employees accused suspended CEO Leona Pienaar of 'engineering a financial meltdown' in retaliation for her suspension earlier this year.
The employees claim Pienaar manipulated donor reports, misused funds, spied on staff, and created a racially exclusive management circle.
'The very soul of MES is at stake, and may already be lost,' the statement reads.
Top leadership walks out
On Monday, the acting chief executive officer (CEO), the chief financial officer (CFO), and the national finance manager resigned.
This followed the exit of the national communications manager, reportedly in protest over the board's failure to inform donors about Pienaar's suspension.
The anonymous staff member stated that this allowed her to 'spread misinformation' and further erode donor confidence.
In total, six senior executives have now left the organisation in recent weeks.
The branch manager in Kempton Park appointed by Pienaar after a black predecessor was dismissed, also resigned under a cloud, with insiders alleging inconsistent disciplinary action along racial lines.

Claims of financial misconduct
According to the staff statement, Pienaar is accused of falsifying donor reports, issuing invalid section 18A certificates, and diverting programme funds to consultants, including a firm owned by MES board member Willem Eksteen.
The company, Stone, Strategy, Communication and Consulting, allegedly terminated its relationship with MES just before investigations began.
'Funds were instead diverted to pay consultants… further clouding accountability,' staff alleged.
There are also claims that Pienaar authorised unlawful surveillance of staff emails and transferred control of the MES Khula Trust to her husband, a former MES CFO, without board transparency.
The Trust has not been activated despite the organisation's financial crisis.
Speaking to The Citizen, Pienaar confirmed she had been suspended but said she could not comment further.
'According to my suspension agreement, if I get media enquiries, I need to refer them back to the board till after the investigation,' she said.

Board denies cover-up
In response, speaking to The Citizen on Thursday, MES Board Chairperson Hannes Windell confirmed that the organisation had launched an independent investigation into the allegations.
'The board takes the allegations and threats very seriously,' Windell said.
'The MES CEO has been suspended from her operational duties, with full remuneration, pending the outcome of the investigation.'
The board denied accusations that MES funds were paid to Stone, saying the company had 'never received any payment' and had only provided pro bono services.
It also said the MES Khula Trust had issued a cash loan to MES 'to avoid delaying staff salaries'.
However, the board warned that several statements in the leaked staff document were 'severe factual inaccuracies' and that it may consider legal action.
'This accusation of corruption is devoid of any truth […] It is not only harmful but also slanderous,' the chairperson said.

'Humanitarian disaster'
Staff say the organisation, which provides support services to homeless people, children and struggling families, is now paralysed.
With no CEO, CFO, finance manager, communications head or fundraising executive, operations have all but ground to a halt.
Delayed salaries and donor withdrawals are pushing the 37-year-old organisation towards financial ruin.
'This is no longer just a leadership crisis. It's a humanitarian disaster,' said the anonymous statement.
The initial findings of the independent investigation are expected on Friday.

Is Black Economic Empowerment failing? Insights from recent analyses Image: Leon Muller / Independent Newspapers The debate surrounding the effectiveness of Black Economic Empowerment (BEE) in South Africa has intensified in recent months, with critics pointing to its shortcomings in achieving its core objectives. BEE is a government policy enacted in 2003 to increase economic participation by black South Africans. It seeks to transform the economy by promoting black ownership of companies, increasing black representation in management and boardrooms, and fostering entrepreneurship among historically disadvantaged communities. Although its objectives are widely supported, the policy's success has been scrutinised. In a detailed analysis published in the St Andrews Law Review on May 24, 2023, James Vandrau argued that BEE has failed to reconcile social inequalities in South Africa. He pointed out that resistance from the white business community has hampered the policy's effectiveness. 'This demographic has largely opposed the changes instigated by BEE, leading to a considerable backlash against the program,' Vandrau noted. According to a 2006 survey, approximately one-fifth of South African companies had no plans to implement black empowerment initiatives. The slow pace of progress prompted the Presidential Black Business Working Group to call for more stringent measures, with the ANC acknowledging that more aggressive interventions were necessary to meet BEE targets. This frustration has led many black entrepreneurs to advocate for faster economic de-racialisation. One of the most persistent criticisms of BEE is that it has been undermined by corruption and nepotism. Critics argue that a privileged few have benefited disproportionately at the expense of the wider black community. Gelb & Black (2004) highlighted how unissued equity was transferred from white-owned companies to a select group of 'tenderpreneurs'—black businesspeople often with high political profiles but limited business experience—resulting in a form of enrichment rather than broad-based empowerment. Furthermore, the representation of black individuals in senior management and boardrooms remains disappointingly low. The Black Business Executive Circle report of October 2005 revealed that only five of the top 200 companies on the Johannesburg Securities Exchange (JSE) had black ownership exceeding 51%. Only 32 companies had black ownership above 25%, collectively accounting for less than 2% of the JSE's market capitalisation. In an opinion piece published in The Star three months ago, Professor Bheki Mngomezulu, Director of the Centre for the Advancement of Non-Racialism and Democracy at Nelson Mandela University, acknowledged that BEE was a noble idea but emphasised that corruption has derailed its progress. 'The process should start with politicians who have corrupted the system and then move to businesses that have exploited loopholes to serve self-interests,' Mngomezulu wrote. 'Unless these corrupt practices are addressed, BEE will hinder economic growth and exclude those it was meant to benefit.' Weighing in, Dr. Khwezi Mabasa, a sociology lecturer at the University of Pretoria and an economic policy analyst, emphasised the need for a broader approach. Speaking to IOL, Mabasa highlighted that current legislation and initiatives, such as the broad-based black economic empowerment codes (B-BBEE), must be complemented by efforts outside the stock exchange, including supporting small and medium enterprises, entrepreneurship, and local economic development.

Apartheid to blame for South Africa's stagnant economy
South Africa's stagnant economy in 2025 is in the spotlight once again. Commenting in a parliamentary Q&A session, President Cyril Ramaphosa made statements about the legacy of apartheid being to blame for the country's single-digit growth outlook. Moreover, the President added that South Africa's stagnant economy cannot be blamed on black economic empowerment (BEE). Image: File 'I am always surprised when I hear that policies of BEE militate against the growth of our economy. I am working from a starting point that our economy was held back over many years by the racist policies of the past. The black majority were seen only as labourers by the National Party. They were not even seen as consumers, nor were they active players in the economic landscape of the country,' argued Ramaphosa. As such, South Africa's stagnant economy of today can be blamed on racist policies that prevented black South Africans from playing a meaningful role in their own country, reports Daily Investor . Moreover, Ramaphosa added that 'black people cannot only play the consumer role,' they must be 'actively and economically productive' in the country as well. 'There is still a small group of privileged white people who continue to own the means of production. All the while, the unemployment rate in the country increases,' said the IMF. As such, the President has advocated to return land to those who worked it originally. 'We still need to ensure that the harm done to our people when they were forcibly removed from their land should be addressed. We must undo the effects of Bantu education, transform our schools, end illiteracy, and help people find decent work. To tackle high unemployment in our country, we must remove the barriers that kept black South Africans from full participation in the economy,' Ramaphosa said. Image: File Alternatively, the World Bank believes BEE – while well-intentioned – has imposed an excessive burden on the country's institutions. Likewise, the policies have opened up the door to corruption, and have contributed to South Africa's stagnant economy. Especially during the financially damaging era of state capture under former President Zuma. 'Policymakers have attempted to correct the market or historical failures by intervening through hard regulations, such as BEE. However, today, these interventions have become so cumbersome that they smother the implementation capacity of the public administration,' concluded the World Bank.
