Mo Jungle Jami Yojana fails big on FRA target
While the FRA is under implementation in the state since January 1, 2008, the scheme was launched by then chief minister Naveen Patnaik to bring absolute focus on transfer of rights and accelerate land ownership and access to forest resources both at individual (eligible Scheduled Tribe forest dwellers) and community levels.
The target was to extend rights over forest land to seven lakh tribal families across 32,000 villages in all the 30 districts and address rights across 35,739 sq km of forest area and 32,562 villages. However, the statistics present a dismal picture.
According to official reports on FRA implementation from 2008 till May this year, the government had received 7,32,530 individual forest rights (IFR) claims against which, 4,63,129 titles were distributed. This includes 6,32,636 claims till July 2023 of which, 4,57,238 were provided. During the implementation of MJJY, only around 5,891 claims were settled.

Self-immolation cases rising, Odisha govt tells police: Review women's grievances
Amid a slew of cases in Odisha involving young women setting themselves on fire, the state government has asked police to review women's grievances and take proactive measures. On July 12, a 20-year-old student of a leading government college in Balasore district self-immolated over alleged inaction by authorities over her complaint of sexual harassment by a professor. In the month since then, at least three other such cases were reported at different parts of the state. The Crime Against Women and Children Wing (CAW&CW) of the Odisha Police on Tuesday asked all SPs to review all pending grievances and fresh grievances of women and girls that have been reported and to take proactive measures to prevent them from resorting to self-harm. The SPs have been asked to advise the women and girls found to be distressed due to any ongoing situation to seek mental health support at the district level or through Tele-MANAS. CAW&CW inspector S Shyni, in a letter to all SPs, said studies have shown that the reporting and portrayal of suicidal behaviour in the media have potentially negative influences and facilitate suicidal acts. 'Anecdotal evidence of the negative influence of media reporting is increasingly accumulating in the Odisha context too, as many girls/women have taken recourse to the same method of self-immolation for committing suicide since the Balasore incident,' the letter said. Instructions have been issued to organise awareness campaigns and workshops to screen and map pre-existing vulnerabilities among teenagers, who are said to be a higher-risk category, in coordination with various other government departments. The initiative aims to promote mental health awareness, build resilience, and encourage timely help-seeking. They have also been asked to sensitise mediapersons regarding the reporting of suicide cases, understanding the sensitivity and potential negative influences. Considering the increase in the number of suicide cases, police across the state have launched awareness drives against suicide and to put an end to an alarming pattern of self-immolation by women and girls. Taking a dig at the BJP government over the 'heartbreaking pattern', former Odisha chief minister and current Opposition Leader Naveen Patnaik said the desperation of the victims is not just a personal tragedy, but reflects the failure to hear their issues. 'The BJP administration is failing to create confidence in the system where our daughters feel safe, valued and heard,' he wrote on X.

State issues directive on college fees to make admissions fairer
Mumbai: The state government has directed newly approved vocational and professional colleges to strictly follow the fee structure approved by the Fee Regulatory Authority (FRA) and the Fee Policy Committee (FPC). The issue came to light during the centralised admission process (CAP) conducted by the directorate of technical education and the state common entrance examination (CET) cell. The state higher and technical education department issued a circular on Monday stating that under the Maharashtra Private Professional Educational Institutions (Regulation of Admission and Fees) Act, 2015, it is mandatory for colleges to display their course-wise fees. As per the act, colleges must display the fee structure in both Marathi and English, in a way that is clearly visible to students and parents. The information must also be available on their official websites for every academic year. The circular reads, 'The government has made it clear that no institution is allowed to charge more than the approved fee for a professional degree, or postgraduate and diploma courses.' It adds that institutions are also prohibited from collecting fees for more than one academic year at a time. As per the circular, if colleges demand any extra payment, whether in cash or kind, it will be treated as embezzlement under the law. These rules are aimed at preventing exploitation of students during admissions, especially those coming from economically weaker backgrounds, or relying on scholarships. Many students have complained that they felt pressured to pay unapproved amounts just to secure their seats. This would often lead to financial stress for their families. By enforcing the existing rules, the state hopes to make the admission process more transparent and fair. If students are demanded any additional fees, they can register complaints with the government or the institution's board of directors through a designated helpline, which will be made available at the State General Examination Room. A member of the FRA committee, Dharmendra Mishra, advised students to read certain sections of the Act and regularly check the official websites of their colleges for fee details. 'If students or parents notice any discrepancy in the fees, they should first approach the principal and then bring the matter to the FRA,' he said. Mishra said that in the previous academic year, the FRA had received many complaints about hiked fees, but most came from people who were not directly affected, which made it difficult to take action against colleges. Odisha government directs HEIs to establish Shaktishree Empowerment Cells
BHUBANESWAR: Colleges and universities under the Higher Education department have been asked to establish Shaktishree Empowerment Cells by August 25. It is part of the Shaktishree initiative announced by Chief Minister Mohan Charan Majhi last month to ensure safety of women in public higher education institutions. In a letter to all the vice-chancellors and college principals on Saturday, director of higher education Kaliprasanna Mahapatra said the Shaktishree Empowerment Cells will be established as a permanent, round-the-year body in all colleges and universities across the state. The student-led cell will promote security, empowerment and safe environment on campuses for female students and staff. It will comprise a Shaktishree Sanjojika (female faculty member), Shaktishree Saathi (peer leader among girl students), and female class representatives from both UG and PG classes. A calendar of activities will be prepared for the cells which will include addressing issues related to gender-based violence. These cells will conduct a six-day training programme on self-defence, legal rights, and mental health. Apart from constituting the cells, the institutions have been asked to select Shaktishree Saathis after constituting screening committees for the purpose. The Saathis will coordinate with the Shaktishree Sanjojika to conduct training sessions and workshops on campus safety, selfdefence, among other things. The Shaktishree initiative not only aims to prevent atrocities but also empowers female students through self-defence training, legal awareness, and mental health support. It is designed to create a robust safety framework across 16 universities and 730 government and aided colleges under the Higher Education department. As a part of the initiative, a dedicated app will also be developed to provide access to internal complaints committees (ICCs), facilitate anonymous complaint registration via text, audio, or video, mental health support through Tele-MANAS, and an SOS button for immediate assistance. The app will also connect students to local committees for unresolved issues.
