Ramgarh: After Birhor girl Rashmi Birhor, who became the first graduate of the Particularly Vulnerable Tribal Group (PVTG) settled in Birhor Tola of Basantpur panchayat under Mandu block of Ramgarh district, another Birhor girl from the same village, Rupa Birhor, passed the matriculation examinations conducted by the
Jharkhand Academic Council
(JAC) in the first division.
After becoming the first graduate of the endangered community, Rashmi has been playing a vital role in motivating her community towards education.
Rupa, daughter of Meena Devi and Buchan Birhor, sat for the JAC exam at St Robert School in Hazaribag and secured 322 marks in the JAC results declared a few days ago.
Talking to TOI, Rupa said she wants to continue with her higher education. Rupa also expressed happiness that her community is slowly becoming aware of the importance of education.
She received support and encouragement from her family, community and district administration, which helped her studies.
Her father Buchan, the first entrepreneur from the community in Ramgarh, said, "I and my wife started a small business by opening a general store on the highway with a bank loan. I want to bring the nomadic Birhor community into the mainstream social life by providing better education for all of our children."

Birhor Tola is located far from the main market and to help Birhor families, who usually have to travel long distances to buy necessary items, Buchan decided to provide necessary groceries and general items to the residents through his general store.
The hamlet has seen significant changes and development after President Droupadi Murmu, who was the Jharkhand governor then, visited Birhor Tola in 2019, said Kaithreen Devi, an anganwadi sevika.

Cabinet will discuss JAC demands, CM firm on resolving employees' issues: Bhatti
Hyderabad: Ahead of the cabinet meeting on Thursday, deputy chief minister Bhatti Vikramarka-led cabinet sub-committee held talks with govt employees' JAC leaders on Wednesday and assured them that the Congress govt considered their 57 demands as genuine. "Despite financial constraints, the CM is firm on resolving their issues. The cabinet sub-committee will submit a report to the govt with its recommendations, and the cabinet meeting on Thursday will decide which of the financial intensive and other demands will be accepted," Bhatti said. Sources told TOI that the cabinet meeting was likely to give preference to clearing a significant quantum of the pending Rs 10,000 bills of the employees and may announce release of one Dearness Allowance and time frame for another DA. The govt may also accept demand of new health cards, but a final decision on "cashless and capless treatment" would be taken after cabinet discussion. The govt may also revise the treatment slabs fixed nearly nine years ago. However, contrary to expectations, sources said the cabinet may not decide on enhancing the retirement age from the present 61 to 64 years following intelligence reports on severe backlash from students and youth. He said that it was due to financial issues resulting from the past decade's governance that bills and other demands of the employees piled up. "The Congress is continuing many welfare schemes of the previous government and is also implementing its own promises. Also, new schemes not announced in the manifesto have been launched. Telangana govt mulls raising retirement age of staff to tide over financial crunch
Hyderabad: The Congress govt is seriously considering raising the retirement age of state employees by three to four years from the current 61. This would provide a much-needed relief to the govt as it will not have to pay nearly Rs 5,000 crore in a lump sum as retirement benefits to 10,000 employees retiring in 2025. Another 9,000 employees will superannuate in 2026. Also, the govt is yet to pay Rs 5,000 crore owed to 9,700 employees who retired in 2024. The retirement age of state staff was last raised from 58 to 61 by then chief minister K Chandrasekhar Rao-led BRS govt in 2021. In neighbouring Andhra Pradesh, it is 62 years. The issue came up during a review meeting by chief minister A Revanth Reddy with ministers on Sunday where the demands of govt employees' joint action committee (JAC) was also discussed. The JAC has submitted its demands to the three-member IAS officers' committee headed by Navin Mittal, which, in turn, submitted its recommendations to the cabinet sub-committee headed by deputy chief minister Bhatti Vikramarka. Sources said that while some ministers suggested increasing the retirement age by two more years, others proposed four years to make it 65. Bhatti was also present at the meeting. The previous BRS govt had faced severe criticism from unemployed youth who had blamed it for lost job opportunities due to the retirement age enhancement. Also, if the retirement age is indeed raised, the Congress govt will have to grapple with another issue – keep such employees at current pay scales or allow increments every year. A JAC leader told TOI that pending bills of govt employees and pensioners have mounted to over Rs 10,000 crore, including retirement benefits, and another Rs 5,000 crore would be required by end of this year. "Enhancing retirement age by just one or two years would not help the govt. It has to be at least three to four years. The average retirement benefits of each employee comes to anywhere between Rs 40 lakh and Rs 50 lakh. Many who retired in 2024 are still waiting for their retirement benefits. The govt has to take a decision soon," said the JAC leader. The cabinet meeting on June 5 will also discuss whether to release one or two of the five pending Dearness Allowance of govt employees. The cabinet is expected to give approval for revision of medical treatment rates that were fixed in 2015-16. The govt is also likely to approve non-financial demands of the JAC such as general transfers, sources said.

Employees' JAC distances itself from political parties, leaders
Hyderabad: The Telangana govt employees' joint action committee (JAC) has stated that they do not have any links with any political party or its leaders. The JAC will continue its democratic course of action to exert pressure on the Congress govt to implement their long-pending demands. "The talks with the IAS officers' committee, led by Navin Mittal, have been completed. The committee also briefed about their consultation process and priority demands of the JAC to deputy chief minister Bhatti Vikramarka recently. Bhatti is expected to meet the committee members and also some of the members of the JAC soon. "We welcome the support extended by BRS to the long-pending demands of the employees. However, the JAC is a non-political umbrella of employees and pensioners. We neither favour nor will follow any political party, and we will not tolerate or allow any attempt to create a rift between employees and the govt," JAC secretary general Eluri Sreenivasa Rao told TOI. There is no link between the JAC and such leaders," Sreenivasa Rao said. The JAC has made it clear to the Mittal committee that the employees would go on strike from June 9 if at least some of their demands, like the release of pending Dearness Allowances (DAs) and pending bills, the announcement of the date on which the govt would seek the PRC report, and clarity on reverting back to the old pension system, were not met. Sources said the govt was also in a positive mood to implement some of the financial and non-financial demands of the JAC. "The possibility of the govt releasing one is not being ruled out. While one DA could be released immediately after talks with the JAC, an exact date is likely to be given for the release of another DA," the sources said. Additionally, the govt might concede to a few other non-financial demands, such as general transfers, reverting employees to their place of posting before they were transferred during elections, and issuing orders for promotions. Officials said the release of a DA would cost 300 crore to the state. Some of the pending bills of the employees would also be released, and a committee is likely to be constituted to look into the health cards and new rates for medical treatment and reimbursement.
