UAPA tribunal extends ban on HNLC by 5 yrs
Shillong: The ban on Hynniewtrep National Liberation Council (HNLC) has been extended for another five years, as the Unlawful Activities (Prevention) Act (UAPA) tribunal upheld the decision of the Union ministry of home affairs (MHA), reports Manosh Das.
In its order issued on May 10, the tribunal concluded that there was sufficient evidence to affirm the ban on the outlawed militant organisation. "The HNLC continues to engage in armed insurgency and unlawful activities with the intent to undermine the sovereignty and territorial integrity of India," said Justice Soumitra Saikia, who presided over the UAPA tribunal. The HNLC has been classified as an 'unlawful association' under the UAPA since Nov 2000, and the ban has been continuously extended since then.
The MHA has said the outfit maintains active links with other insurgent groups in the northeast.
According to the MHA, the HNLC has continued its involvement in armed insurgency, extortion, and intimidation, and was implicated in 48 criminal cases between November 2019 and June 2024. These cases include multiple incidents of explosions or the planting of explosives in Meghalaya.

‘Smell of alcohol … doesn't mean… under influence of liquor': Court acquits man who had hit a pole
Six years after a man was held by the Chandigarh Police for allegedly driving under the influence of liquor and hitting a pole, the district court of Chandigarh acquitted him observing that 'merely because smell of alcohol was coming from the accused does not mean that he was under the influence of liquor'. Accused Akshay was booked under Section 185 of the Motor Vehicle Act. As per the proseution, on June 9, 2019, at light point of Sector 22/23, Chandigarh, Akshay drove his vehicle bearing registration no. PB01A4282 in a drunken condition and hit the police. He was then apprehended and got medically examined and he was found under the influence of alcohol. Accordingly, a case was registered. The accused was arrested and his vehicle was taken into police possession. During trial in the court, a prosecution witness, Inspector (Retired) Rajinder Singh, testified that he along with Contstable Pardeep and Constable Vipin in an official vehicle bearing were patrolling. When they reached near Sector 22/23 light point, a car was coming from Sector-22 market driven in a rash and negligent manner. The car hit the dividing pole, Sector-22/23 light point. On confrontation, the said person told his name as Akshay and his breath was smelling of alcohol. Sector 22/23 Also, another prosecution witness, Dr Kriti Dayora, EMO, Civil Hospital, Sector 22, Chandigarh, stated that on June 9, 2019, the accused was brought in the emergency, Civil Hospital, Sector-22 for medical examination. She said Akshay had consumed alcohol but he was not under its toxic influence at the time of examination. Hearing the matter, Sachin Yadav, Chief Judicial Magistrate (CJM), said that, '…an accused cannot be held liable under Section 185 of M.V. Act only on the basis of general opinion of the doctor. Breath Analyzer Test or blood test are mandatory before filing Kalandra against the accused u/s 185 of M.V. Act which has not been done in the present case. Merely because smell of alcohol was coming from the accused, does not mean that he was under the influence of liquor. The accused can not be convicted only on the basis of general opinion of doctor, which is not corroborated by any scientific test…' Holding that prosecution lacks evidence, the court acquitted the accused.

2024 grenade attack at police post: NIA chargesheets 3 operatives of KZF
The National Investigation Agency (NIA) has chargesheeted three accused linked to the banned terror outfit, Khalistan Zindabad Force (KZF), in the 2024 case relating to a grenade attack at a police post in Shaheed Bhagat Singh Nagar district, officials said on Sunday. The accused, identified as Yugpreet Singh, Jaskaran Singh and Harjot Singh, all hailing from Rahon village in SBS Nagar, have been charged under various sections of the Unlawful Activities (Prevention) Act, Explosive Substances Act and other related provisions, including 109 (attempt to murder) of Bharatiya Nyaya Sanhita in the chargesheet filed before a court in Mohali. The trio were arrested by Punjab Police on December 24 last year after they allegedly targeted a police post under Kathgarh police station by hurling a hand grenade on its premises on December 2. Police also recovered two illegal weapons and six live cartridges from their possession. The federal agency, NIA, which took over the case from Punjab Police in March, launched investigations against KZF chief and designated individual terrorist Ranjit Singh alias Neeta and his UK-based operative Jagjit Singh Lahiri and other unidentified terror operatives. 'The NIA has found that Jagga had recruited Yugpreet Singh through an acquaintance in the UK. Along with other KZF terrorists and operatives, Jagga had radicalised Yugpreet and handled him via encrypted messaging applications. Jagga had also provided Yugpreet with over ₹4.36 lakh of terror funds through a complex chain of Canada-based entities, who have also been identified and examined,' an NIA spokesperson said. It added that Yugpreet had in turn recruited the other two chargesheeted accused and the trio had carried out the attack at the police post in December last year. 'The three accused had been provided the grenade by their foreign-based handlers earlier in November 2024,' it added. The spokesperson added that the agency has been carrying out further probes to thwart KFZ's attempts to carry out terror attacks at law enforcement establishments and sensitive installations, as well as targeted killings in Punjab. It may be mentioned that the preliminary investigation of Punjab Police had revealed that the arrested persons had retrieved the hand grenade from a dead drop location or dead letter box system (DLB) on the GT Road in Jalandhar on November 28 and hurled the grenade at Kathgarh police station on December 2. 'A DLB is a secret location used to exchange information or items between two people without a meeting,' police said.

Scheduled Castes panel issues notice to Lalu over Ambedkar photo row
PATNA: The State Commission for Scheduled Castes in Bihar on Sunday issued a notice to RJD chief Lalu Prasad after a video purportedly showing him with a portrait of Babasaheb Bhimrao Ambedkar placed at his feet, went viral on social media. In the video, Lalu is seen seated on a couch with his feet placed on a sofa nearby as a supporter enters the room, carrying the portrait of Ambedkar, and places it close to the former's feet before greeting him during former's birthday celebrations held at the 10 Circular Road residence of former CM Rabri Devi earlier this week. In the notice to Lalu, the Commission has asked the RJD patriarch to clarify his position on the viral video and also explain why a case should not be registered against him under the SC/ST (Prevention of Atrocities) Act.
