Arnie Teves camp seeks continued NBI detention
The camp of former Negros Oriental Representative Arnolfo 'Arnie' Teves Jr. has asked the courts handling his cases for his continued detention at the National Bureau of Investigation's (NBI) facility in the New Bilibid Prison.
In a 5-page urgent motion dated June 3, Teves asked the courts for him to be detained under the custody of the NBI at Building 14.
His camp expressed concern over his safety as he is charged with allegedly masterminding the death of the late Negros Oriental Governor Roel Degamo and 10 others in March 2023.
'While accused maintains his innocence for the said crimes, it is not far-fetched that the relatives and/or sympathizers of these many victims, who for some reasons may be already convinced of his guilt even before trial, are out there to seek vengeance, albeit misplaced, and are ready to take the law into their hands to harm him,' it read.
Teves' camp also cited the Certificate of Handover signed by the Timor-Leste and Philippine government prior to the deportation.
The certificate stated that Teves will be detained in 'internationally compliant facilities, with access to legal counsel/medical care and any other rights given.'
'An inspection by the legal counsels of accused herein reveals that Building 14 is indeed a secure facility that is compliant with the internationally-accepted requisites of a detention facility, especially when it comes to the safety and security of the accused,' it read.
'In addition, the said detention building is not overcrowded and small in area; the population is easy to manage and monitor,' it added.
Last week, a Manila court has ordered Teves' transfer from the NBI's detention facility to the Manila City Jail. However, NBI Director Jaime Santiago halted the transfer as other courts may decide to convict him elsewhere.
Aside from the Degamo case, Teves and several others have also been charged with the alleged killings of three individuals in Negros Oriental in 2019.
He and 12 others have also been designated as terrorists by the Anti-Terrorism Council, citing several alleged killings and harassment in Negros Oriental.
He was expelled by the House of Representatives in August last year for disorderly conduct and continued absence. — RSJ, GMA Integrated News

Davao logs 7 OSAEC cases in first half of 2025, says DSWD-11
Davao region has recorded at least seven cases of online sexual abuse and exploitation of children-child sexual abuse or exploitation materials (OSAEC-CSAEM) during the first six months of 2025, according to data from the Department of Social Welfare and Development-Davao (DSWD-11). During this period, 11 minor victims were rescued by authorities. DSWD-11 said the seven cases are higher than the four cases documented in the same period in 2024. All suspects in these seven cases have been arrested, with many of them being the children's own relatives, including parents. During the operation in Lupon, three people, including a couple, were arrested by the agents of the National Bureau of Investigation-Davao (NBI-11) for allegedly exploiting their own children sexually online. 'Diri sa Region 11, ang online sexual abuse and exploitation of children is not popular, dili tanang ginikanan even schools, or even us sa government officials, we are not fully aware of how the crime is committed including the child sexual abuse exploitation material.' Financial institutions given until June 2026 to boost fraud management systems
Financial institutions under the supervision of the Bangko Sentral ng Pilipinas (BSP) have been given until June 2026 to boost their fraud management systems (FMS), and limit their use of interceptable authentication mechanisms such as one-time pins (OTPs) sent via SMS and email. Under the Anti-Financial Account Scamming Act (AFASA), BSP-supervised financial institutions (BSFIs) with complex electronic products and services (EPS) or those with an average of at least P75 million monthly network value for the last six months are required to strengthen their FMS. The implementing rules and regulations (IRR) of AFASA, set to take effect on June 25, 2025, require such BSIs to have their FMS cater to behavioral anomalies, blacklist screening, geolocation monitoring, mobile device and account information changes, in a bid to prevent unauthorized transactions. 'We already have a fraud management system, but we enhanced it, and we all know that it takes time to buy all the new software, so we gave the banks one year,' BSP deputy governor Elmore told reporters in a press chat in Manila City. This is on top of the FMS required of all BSIs with an Advanced Electronic Payment and Financial Services (EPFS) license to have their FMS that is real-time, commensurate to risks, has fraud detection and blocking, comprehensive, and constantly calibrated. 'We are going into additional FMS. The present will not really suffice. Everything is moving very fast so we have this additional. Sometimes a good system is only good until the scammers find a way to go around it,' Capule said. President Ferdinand 'Bongbong' Marcos Jr. signed the AFASA, or Republic Act 1201,0 on July 20, 2024, after being designated as a priority bill by the Legislative Executive Development Advisory Council (LEDAC). The IRR of the law also provides for BSP-supervised financial institutions to limit the use of OTPs sent to users via SMS and email, and adopt more multi-factor authentication (MFA) methods. 'With the increasing prevalence of social and engineering attacks aimed at obtaining login credentials, BSFIs should limit the use of authentication mechanisms that can be shared with, or intercepted by, third parties unrelated to the transaction,' according to BSP Circular 1213. Among the other recommended MFA methods are biometric authentication, which allows customers to use their fingerprint scanning, facial recognition, and voice recognition to authorize transactions, and behavioral biometrics that track patterns such as typing speed, mouse, or device movements. The BSP also allows for passwordless authentication that uses factors like biometrics, hardware tokens, and cryptographic keys, such as Fast Identity Online (FIDO) which allows biological features or a security key to log in to online accounts. The circular also provides for adaptive authentication, which adjusts the authentication process based on the user's context to cover factors such as location, device, and behavior. This will prompt additional verification steps or other actions upon detection of unusual activity. 'We have to realize all of these things are very, very expensive, that's the reality, so we are giving them sufficient time. But at the same time, we realize that if they will not adapt to this, we cannot really solve these scamming, these frauds, so it's a calibrated speech,' Capule said. According to the BSP, it received around 70,000 complaints in 2024, of which 13% were unauthorized transactions including phishing and vishing. There were 703 cases that entered into mediation during the year, with an 83% success rate. Court orders Arnie Teves transfer to Camp Bagong Diwa
A Manila court has denied the motion of former Negros Oriental Representative Arnolfo 'Arnie' Teves Jr. to remain detained under the custody of the National Bureau of Investigation (NBI) at the New Bilibid Prison. In a 5-page order, the Manila Regional Trial Court (RTC) Branch 51 issued a commitment order transferring Teves from the NBI to the Metro Manila District Jail (MMDJ) in Camp Bagong Diwa, Bicutan, Taguig City. Branch 51 handles the Teves murder, frustrated murder, and attempted murder case over the alleged killing of Negros Oriental Governor Roel Degamo and 10 others in 2023. 'This Court finds no merit in the motion of the accused to maintain his custody with the NBI detention facility,' the Court said. In his motion, Teves' camp expressed concern over his safety. It also cited the Certificate of Handover signed by the Timor-Leste and Philippine government prior to the deportation. However, the RTC said the certificate does not state that a specific agency must take custody of Teves as a prerequisite for his transfer. It also did not give weight to Teves' claim that he may be subjected to torture, inhuman, or degrading treatment. 'While the detention facilities in our country may not possess the luxuries a person may have been accustomed to, the detention therein does not automatically make it inhuman or degrading treatment upon one detainee's mere say so,' it said. 'Aside from this claim, the court failed to see any threats against the safety and life of the accused Teves, Jr. mentioned in the motion and how letting him remain in the custody of the NBI facility will secure him against said threats,' it added. The Court said that it appears that Teves is choosing his detention facility 'for his own convenience.' GMA News Online has asked the NBI regarding the possible transfer. The Manila RTC Branch 12, which is handling Teves' illegal possession of firearms and explosives case, has previously ordered his transfer to the Manila City Jail. NBI Director Jaime Santiago, however, held off the transfer, explaining that several courts are handling Teves' cases and may order his detention in other areas. Teves and several others have also been charged with the alleged killings of three individuals in Negros Oriental in 2019.
