Crews were called to Magdalen Street, Exeter at 06:32 BST.
Devon and Somerset Fire and Rescue Service confirmed the blaze involves rubbish inside a refuse lorry.
A spokesperson said part of the vehicle had failed but crews had managed to gain access to the rubbish compartment after previously being unable to.

Tesla lowers monthly lease fee due to UK sales slump
British motorists can now lease a Tesla electric vehicle for just over half of what they would have paid a year ago, The Times reported on Monday, citing industry sources. Tesla has been forced to offer discounts of up to 40% to car leasing companies to shift more units, the report said. The discounts are also due to the lack of storage space for Tesla vehicles in the UK, the report said. Reuters could not immediately confirm the report. Tesla did not immediately respond to a Reuters request for comment. Tesla's July sales in the UK fell about 60% to 987 units in July, according to the latest data from the Society of Motor Manufacturers and Traders (SMMT). British new car registrations overall fell about 5% year-on-year in July, according to the SMMT. Battery electric vehicles are now projected to account for 23.8% of new registrations in 2025, slightly up from SMMT's previous forecast of 23.5%.

Big changes set to be made to city's roads
Improvements are set to be made to some of the city's roads in a hope to make them safer. Brighton and Hove City Council has announced it be making several junction improvements as part of their 'Safer, Better Streets' programme. The programme looks to assess and prioritise road safety improvements across the city, considering residents concerns and requests. The council has selected three areas which will be seeing a number of improvements over the next few months. Councillor Trevor Muten said it was "great" to see the project getting underway These are Nevill Avenue at the junction of Holmes Avenue, Newtown Road at the junction of Fonthill Road, and the junction of Goldstone Villas, Eaton Villas, and Clarendon Villas. Additionally to the programme, the council will be making improvements on the junction of Dyke Road and Upper North Street. To decide on the improvement spots, the council considered both requests made by residents, as well as an assessment of information such as casualty data, traffic information and areas that need walking and cycling improvements. Brighton and Hove Council has apologised for any inconvenience works could cause and has assured residents that everything has been done to minimise disruptions. We're spending more than £8 million this year on resurfacing, repairing and infrastructure improvements across Brighton & Hove.' Nevill Avenue at the junction of Holmes Avenue Work is scheduled to begin on August 31 and will last approximately four weeks. Improvements will include: Improved pedestrian crossings and dropped kerbs for wheelchairs, mobility scooters and buggies A new zebra crossing for pedestrian safety and encourage drivers to slow down. Resurfacing to improve both safety and comfort for all road users. Newtown Road at the junction of Fonthill Road Work is scheduled to begin at the start of October and last approximately five weeks. Improvements will include: Closing the west arm of the junction to motor vehicles, to prevent rat running Tackling speeding in residential areas Planting two new trees Installing new cycle stands Improving the tactile paving for pedestrians Junction of Goldstone Villas, Eaton Villas and Clarendon Villas Work is due to begin at the start of November and last approximately six weeks. Improvements will include: Removing the mini roundabout Raising the junction on the approach to encourage vehicles to slow down Making the junction of Eaton Villas and Goldstone Villas one way for motor vehicles Installing give-way lines on Clarendon Villas at the junction with Goldstone Villas Widening the pavements on Eaton Villas and Clarendon Villas at the junctions to create more space for pedestrians Improving the pedestrian crossing on Eaton Villas Adding a new crossing point across Goldstone Villas Upgrading the current crossing on Clarendon Villas to a zebra crossing Junction of Dyke Road and Upper North Street Work is scheduled to begin in September and will last approximately 8 weeks. Improvements will include: Removing the traffic lights and replace them with a new 'T' junction. Installing a zebra crossing on Upper North Street Installing a Vehicle Activated Sign to encourage motor vehicles to slow down.
