Maharashtra govt tables bill to amend Slum Act to enable SRA to recover transit rent dues from builders

on Tuesday tabled a bill in the state assembly that proposes to amend the law concerning slum redevelopment, allowing the Slum Rehabilitation Authority (SRA) to recover pending
transit rent
dues from builders or developers.
The bill seeks to amend the Maharashtra Slum Area (Improvement, Clearance and Redevelopment) Act, 1971. It also seeks to treat unpaid rent to slum dwellers as arrears of land revenue, thereby empowering the SRA to initiate recovery proceedings under the Maharashtra Land Revenue Code (MLRC).
"The SRA hopes that the amendments will help fast-track its projects and also ensure slum dwellers are not left in the lurch without their rightful rent," an official said.
As per the proposed amendment, if a defaulting builder lacks sufficient company assets to clear the dues, the liability can extend to the personal property of its directors or partners. Currently, the SRA can issue stop-work notices or deny new permissions to defaulter developer.
Officials, however, say that even as the stop work notice is issued, slum dwellers are left in lurch with no rent and the lack of stronger punitive measures lead to widespread non-payment of rent, which is why amendment is necessary.
The bill also seeks to reduce the window for dissenting slum dwellers to join the SRA schemes - from 120 days to 60 days - once a majority (over 50 per cent) has consented to a redevelopment plan. After the 60-day period, those who do not join the scheme risk losing their claim to on-site rehabilitation and may only be considered for relocation elsewhere, subject to availability.
Another provision allows land under slum redevelopment to be handed over to government agencies like MMRDA, MHADA, MSRDC and CIDCO within 30 days of issuance of a letter of intent, enabling faster execution of public sector-led projects.

A bench of Justices B P Colabawalla and Firdosh Pooniwalla on Aug 14 said the plea challenges the constitutional validity of a provision of law and issued notice to the Attorney General of India. Ashish K Singh, managing partner of law firm Capstone Legal said that for such a prayer to be granted, an expansive reading of the word 'spouse' is required to be considered by the court. The court posted the matter for hearing on Sep 18. The petition also sought a declaration extending the benefit of the fifth proviso to Section 56(2)(x) of the IT Act to the petitioners who claim to be in a long-term, stable same sex relationship. It also sought a relief to include same sex couples under the definition of 'spouse' in the provision. The plea said same sex couples who are in a long-term and stable relationship are in the same position as heterosexual couples which would be presumed to be in a marriage. PTI

The Delhi government has notified the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025, aimed at ending arbitrary fee hikes by private schools. The Bill, passed in the Delhi Assembly on August 8 after extended debate, covers all 1,700 private schools in the capital, a significant expansion from the earlier 1973 law, which applied to only around 300, as per the government. "This bill addresses all the concerns and the gazette notification has now been issued. Any government-recognised private school that feels threatened by this is welcome to forgo its government recognition," Delhi Education Minister Ashish Sood said. Chief Minister Rekha Gupta announced the notification during her Independence Day address. "I want to greet Delhi residents for the revolution in the education sector that has taken place. The education bill has been notified and I am happy to share this information on the occasion of Independence Day," she said. Parents' Town Hall On Friday, Mr Sood held a "Parents' Town Hall" in Janakpuri to explain the law's provisions. About 200 parents attended, questioning the minister on implementation timelines, penalty clauses, and parent participation in fee decisions. The law gives parents a role in the fee-fixation process, including veto power on proposed hikes. It mandates that any school raising fees without government approval will face fines of Rs 1 Lakh to Rs 10 lakh, with double penalties for failing to refund excess charges. For enforcement, the Director of Education will have powers equivalent to a Sub-Divisional Magistrate. Mr Sood said the measure was drafted after consultations with parents and education experts. "Private schools are necessary for Delhi, but transparency and accountability in fee fixation are equally essential," he told the gathering. The new process sets strict timelines - school-level committee decisions by July 15 every year, district-level by July 30, and final clearance by September. If no decision is made within 45 days, the matter will move to an appellate committee. Parents' Concerns While some parents welcomed the penalties for harassment and overcharging, others questioned the speed of the rollout. "The government's intent is good, but it looks like they have done it in a hurry. The main ethos of fee regulation is audit, and that is completely absent. Secondly, the composition of the school-level committee is nothing more than an extension of the school management. The penalties are a good aspect of the law, though," a parent told NDTV.

Asset Manager of ONGC Karaikal Uday Paswan hoisted the national flag on the company premises on the occasion of the 78th Independence Day. In his speech, Mr. Paswan said crude oil production at the asset had fallen from 700 tonnes a day to 600 tonnes a day despite earnest efforts to sustain output as even routine maintenance activities could not be undertaken. The constraints, he said, were due to the promulgation of the Tamil Nadu Protected Agricultural Zone (TNPAZ) Act and the non-availability of necessary statutory clearances. He urged the State government to facilitate clearances from the Pollution Control Board and grant permission to hold a public hearing in Ramanathapuram, a non-delta district. The asset, he pointed out, held substantial gas reserves that could support a gas-based economy. Gas, he said, could be used for power generation instead of coal as it was a cleaner energy source. Highlighting ONGC's corporate social responsibility initiatives, Mr. Paswan said nutritional supplements worth ₹30 lakh had been provided to tuberculosis patients in Thanjavur and Tiruvarur districts. Storage shelters worth ₹1.5 crore were being set up in Tiruvarur and Nagapattinam districts to protect paddy from rain.
