Karnataka SC survey: Flawed population projection, urban apathy, migration could be reasons for poor response in Bengaluru
The Commission headed by retired Judge H.N. Nagmohan Das, which is monitoring the survey, the results of which would determine the internal reservation among the 101 SCs in the State, is now exploring reasons for poor response to even the online survey in the State capital. Less than 6,000 persons have completed the online survey, even though the commission had expected at least about three lakh persons to respond. On the other hand, the coverage across the State is 91%.
Flaw in projection?
'Several reasons are now being attributed to poor coverage in Bengaluru. The projected population was calculated on the anticipated annual growth at the rate of 1.5%, which may not have happened. With the City mostly having nuclear families, the size of the family may have shrunk over the years,' a source involved in the discussion told The Hindu. He added that there could have been actual 'reverse migration' from Bengaluru during Covid-19 after job losses. This seems likely considering that several districts have reported a higher population than what has been estimated.
While the estimated population of SCs in the erstwhile BBMP (now Greater Bengaluru Area) is 13.62 lakh, 6.62 lakh persons have been enumerated so far in the survey that commenced on May 5. The survey is scheduled to end on June 22. Across the State, against an estimated population of 1.16 crore, the survey has far covered 1.05 crore or about 91%.
Apathy main cause?
One of the biggest cause of worry has been apathy among SC households in Bengaluru. The source said that apathy is seen particularly among third or fourth generation beneficiaries of reservation. The commission is also aware that many have not disclosed their identity in urban settlements due to fear of stigma or a fear of being asked to vacate the premises in case of rented accommodation.
The survey, it is learnt, has been done well in about 700 slums in Bengaluru and settlements where SC population is high in number. 'The problem is in residential localities, extensions and apartments where people are not forthcoming.'
The commission, it is learnt, is also keeping migrant SCs from other states out of the purview of the survey since the SC list for each State differ. 'Ultimately, a correct picture of populations will emerge once the general census is conducted,' said the source.
Poor response for online survey
What has perplexed the H.N. Nagmohan Das Commission is a very poor response to online survey. Though there have been about 22,100 log-ins for online survey, only about 5,700 persons have completed it. The Commission is also looking at calling the participants whose survey is incomplete to complete their survey.
Sources said that the commission expected about three to four lakh persons to take online survey, especially in Bengaluru where IT literacy is high. It provided convenience to those who did not wish to identify their caste. According to sources, there could also be technical problems. 'Caste certificates older than a decade do not the unique RD number, which is must for online survey. The response has been far less than the expected three to four lakh.'
Do not extend deadline
There should be no further extension for the ongoing SC survey, Samajika Nyayakkagi Parishishta Jatigala Okkoota has urged.
The federation of SC communities, in a statement, said that extensions have already been given to the commission to complete the process. One more extension will unduly delay the process of coming up with recommendations on international reservation that the commission is tasked with, said Basavaraj Kowthal, convener of the federation. Former Minister and Congress leader H. Anjaneya has also made a similar demand.

The story so far: Ahead of the upcoming financial cycle spanning FY 2026-27 to FY 2030-31, the Union government is considering revising the parental income limit for eligibility in availing post and pre-matric scholarships administered to students from marginalised castes and tribes. What will be the new limit? These scholarships require eligible candidates to have parental annual income below ₹2.5 lakh. The Ministry of Tribal Affairs is looking to raise parental income limit to ₹4.5 lakh for post and pre-matric ST scholarships, and the Social Justice Ministry is discussing revising the limits for post and pre-matric scholarships for Scheduled Castes (SCs), Other Backward Castes (OBCs), and Denotified Tribes (DNTs). In addition, discussions are also on to raise the parental income limit of college and school scholarships for OBCs, and DNTs. What are these scholarships? The post and pre-matric scholarships for SCs, Scheduled Tribes (STs), and OBCs, are run as central sponsored schemes by the government. This means that it is funded by both the Union and State governments on a 60:40 ratio (Union:States), except for in northeast States where the ratio is 90:10. The post-matric scholarships for SCs, STs, and OBCs, require the student to be an Indian national, studying at the post-matric stage, that is, after 10th grade. Pre-matric scholarships are mostly available to students of grades IX and X, but for SCs pre-matric scholarships are available from grades 1 to X, if their parent or guardian is involved in a 'unclean or hazardous' occupation. Both post and pre-matric scholarships require students' annual parental income to be below ₹2.5 lakh to become eligible. In the ongoing fiscal year's budget estimates, centrally sponsored scholarship schemes for SCs, OBCs, Extremely Backward Classes (EBCs), and DNTs accounted for 66.7% of the Social Justice Department's ₹13,611 crore allocation. In the Tribal Affairs Ministry, centrally sponsored scholarship schemes for ST students accounted for about 18.6% of the department's ₹14,925.81 crore allocation for FY 2025-26. How many avail of the scholarships? According to available government data, tabled in Parliament and submitted before House panels, the number of beneficiaries for post and pre-matric scholarships across socio-economic groups has been falling. This showed that from 2020-21 to 2024-25, there was a 30.63% drop in the number of beneficiaries for pre-matric scholarships for SCs. In the same time period, beneficiaries for SC post-matric scholarships dropped by 4.22%, according to data tabled in Parliament this week. Data from earlier this year further showed that for pre-matric scholarships for OBCs, EBCs, and DNTs, the beneficiaries dropped from 58.62 lakh in 2021-22 to a little over 20.25 lakh in 2023-24. A similar drop was seen in post-matric scholarships for these sections in the same time period, reducing from 43.34 lakh beneficiaries to 38.42 lakh. For STs, there was a drop of 4.63 lakh beneficiaries in this time period for pre matric scholarships, and a drop of 3.52 lakh beneficiaries for post-matric scholarships. What have House panels said about these scholarships as well as eligibility criteria? In a report on schemes for OBCs run by the Social Justice Ministry, the Parliamentary Committee on Welfare of OBCs earlier this year recommended a 'suitable rise' in the income limit from ₹2.5 lakh that is currently set for scholarships for OBC students. While the panel asked the government to double the income limit for beneficiaries of pre and post-matric scholarships for OBCs, it has asked for 'suitable rise' in the income limits for beneficiaries of top-class scholarships for school and college education. The panel also said it was puzzling why the pre-matric scholarship for OBCs was only being offered for Class IX and X, recommending that the scholarship start covering students from Class V onwards. A separate House panel, which was set up to oversee the working of the Tribal Affairs and Social Justice ministries this March, noted the same about post and pre-matric scholarships for ST students, recommending that the parental income limits be revised for these schemes. These House panels have stressed the importance of these scholarships, and observed that the existing parental income limit was too low, adding that this was preventing many families who need the scholarships from getting access to it. They have suggested that the parental income limit be raised for these scholarships so that the coverage can be extended to as many beneficiaries that need it.

V-C appointments: Tamil Nadu Governor, UGC file responses in SC
CHENNAI: In the high-stakes legal battle over the appointment of university vice chancellors (V-Cs) in Tamil Nadu, both the governor and the University Grants Commission (UGC) filed detailed submissions recently in the state government's special leave petition (SLP) being heard by the Supreme Court. The state had approached the SC against the orders of a division bench of Madras HC in May, which stayed the operationalisation of nine Bills that were granted 'deemed assent' by the apex court in April. These Bills amended the Acts governing various universities to take away the powers to appoint V-Cs from the governor and vest it with the state. Governor RN Ravi, who is also the chancellor of these universities, in his SC submission said his actions consistently adhered to the UGC Regulations, 2018, and long-standing judgments of court. He pointed out that his recommendation to constitute search committees, including a mandatory nominee from the UGC chairperson, was aimed at ensuring statutory compliance and was not an alleged 'obstruction' by him in appointment of V-Cs. It further mentioned that the amended Acts which transferred powers of V-C appointments to state ran contrary to the UGC Regulations, 2018, which 'though being a subordinate legislation becomes part of central Act and has primacy over state Acts'. The governor said his acts of characterising the notifications of state for search committees without UGC nominee as 'void ab initio' were not 'obstructionist' but rather 'remedial', prompting the state to reconstitute panels in conformity with 'national regulations and judicial direction'. The UGC, in its reply, underscored the sanctity of its regulations, stating that any search committee formed without the UGC chairperson's nominee is unconstitutional and its decisions are legally untenable. The commission warned that continuing to proceed with appointments under such flawed procedures would be null and void. It further cited the UGC Regulations once notified becomes part of the UGC Act, 1956, and the same has the force of law by any state.
