Brazil's President Lula signs law to expand affirmative action policies
Brazil's President Luiz Incio Lula da Silva on Tuesday signed a new law to expand the country's affirmative action policies, increasing the quota for government jobs reserved for Blacks from 20 per cent to 30 per cent and adding Indigenous people and descendants of Afro-Brazilian enslaved people as beneficiaries.
The changes apply to candidates applying for permanent and public employment positions across Brazil's federal administration, agencies, public foundations, public companies and state-run mixed-capital companies. As approved by Congress, the quota will be revised in 2035.
"It is important to allow this country for one day to have a society reflected in its public offices, in the Prosecutors' Office, in the Ministry of Foreign Affairs, in the Attorney-General's Office, in the Internal Revenue Service, everywhere," Lula said at the presidential palace in the capital, Brasilia. "We still have few women, few Black people, almost no Indigenous people."
Brazil's first law on racial quotas for government jobs was approved in 2014 by then President Dilma Rousseff, and it extended to public administration positions an affirmative action policy that was in place for access to state-run universities.
Brazil's government said in a statement that Blacks and mixed-race people held 25 per cent of top government jobs in 2014, a figure that rose to 36 per cent in 2024.
"Still, Black people are under-represented in the public service and hold lower-wage positions," the government added.
Management and Innovation Minister Esther Dweck said the new law was needed due to a low number of new government jobs being opened for candidates in the last decade, when the previous quota was in place.
"We could not reverse the scenario of low representation (for minorities) in the public service," Dweck said in a speech Tuesday.
Brazil's government said 55 per cent of the country's population is made up of Black or mixed-race people. It added that more than 70 per cent of Brazilians living below the poverty line are also Black or mixed race, while only 1 per cent of people from those ethnicities are in leadership positions in the private sector.

Congress MP Shashi Tharoor has said that to suggest one can mediate between two unequals is not possible because there is no equivalence between terrorists and their victims, amid repeated claims by US President Donald Trump that he "helped settle" the tensions between India and Pakistan. Tharoor, currently in the US leading a multi-party delegation on Operation Sindoor, made the comments in response to a question during a conversation at the Council on Foreign Relations here Thursday. "Mediation is not a term that we are particularly willing to entertain. I'll tell you why not. The fact is that this implies, even when you say things like broker or whatever, you're implying an equivalence which simply doesn't exist," Tharoor said. He said there is no equivalence between terrorists and their victims. "There is no equivalence between a country that provides safe haven to terrorism, and a country that's a flourishing multi-party democracy that's trying to get on with its business," he said. "There is no equivalence between a state that is a status quo power that just wants to be left alone by its neighbours, where the neighbours don't agree with us, and a revisionist power that wants to upset the geopolitical arrangements that have existed for the last three-quarters of a century. There is no equivalence possible in these cases, and in these circumstances, to suggest that you can mediate between two unequals is not possible, Tharoor added. Since May 10, when Trump announced on social media that India and Pakistan had agreed to a full and immediate ceasefire after a long night of talks mediated by Washington, he has repeated his claim over a dozen times that he helped settle the tensions between India and Pakistan. Referring to the Constitution, he said, it is not merely a 75-year-old book, but a collection of thoughts and philosophy of thousands of years. "The Constitution embodies an ancient philosophy — the thoughts of Lord Shiva, Buddha, Mahatma Gandhi, Dr Ambedkar, Periyar, Narayana Guru, and Basavanna", he said, while adding, "This ideological battle has been going on for thousands of years as on one side stands Mahatma Gandhi and on the other, Godse". Gandhi said, once the caste census is conducted properly, it will not just be an X-ray but an MRI, leading to a new paradigm of development. Karnataka HC Grants Interim Relief To KSCA Officials In Bengaluru Stampede Case
The Karnataka High Court on Friday granted interim relief to the office bearers of the Karnataka State Cricket Association (KSCA), who had approached the court seeking the quashing of the FIR registered against them in connection with the stampede outside the Chinnaswamy Stadium in Bengaluru, which claimed the lives of 11 people. In an interim order, the court directed the state police to not take any coercive action against them until further orders. The High Court adjourned the case to June 9. KSCA President Raghu Ram Bhat, Secretary A Shankar, Treasurer ES Jairam petition, and other KSCA office bearers moved the High Court seeking to quash the FIR. Marketing and Revenue Head of the Royal Challengers Bengaluru (RCB), Nikhil Sosale also approached the High Court challenging his arrest in connection with the stampede. Sosale was arrested by the Bengaluru Police in the early hours of June 6. He has contended that the arrest was illegal, arbitrary and not in accordance with the law. He claimed that he was arrested without any materials and even before the police had conducted a preliminary enquiry. He has thus sought to declare his arrest as illegal. On Thursday, the Bengaluru police registered an FIR against the RCB franchise; DNA Entertainment Pvt. Ltd., an event management company; and the Karnataka State Cricket Association (KSCA) for culpable homicide, illegal assembly, and other serious charges. A day after the stampede that claimed the lives 11 people, the Karnataka Government suspended multiple IPS officers, including the Bengaluru city police Commissioner, B Dayananda. Apart from Dayananda, Additional Commissioner of Police Vikash Kumar Vikash, Deputy Commissioner of Police (Central) Shekhar HT, Assistant Commissioner of Police Balakrishna and Cubbon Park Police Inspector Girish AK were also suspended with immediate effect. Karnataka Chief Minister Siddaramaiah on Friday criticised the Bharatiya Janata Party (BJP) for politicising the recent stampede. His remarks came after the BJP accused the Congress-led state government of making the police a "scapegoat" in the incident. CM Siddaramaiah said the state government has already taken action against officials who were found to be "visibly responsible" and "negligent in their duty." "They are doing it for politics. I don't do politics. We have taken action against those who were visibly responsible and found to be negligent in their duty," the Chief Minister said. Meanwhile, Karnataka BJP President BY Vijayendra accused the state government of only acting when pressure was put on them.
