Devine had a run of top team appearances, and impressed to a degree, during the 2022-23 season and then headed out to Motherwell on loan last year, picking up further Premiership experience. But it was down to the second tier last season and the full-back hasn't done enough to stay on at Ibrox.
McKinnon is another who has a decent amount of first-team experiences and was even trusted by Philippe Clement against Benfica in the Europa League last season.
But they will now be on the hunt for a new club along with the other 11 confirmed as leaving this morning.
A statement from the club reads: "Academy can today confirm the departure of a number of players who will now continue their footballing journey elsewhere.
"Lewis Budinauckas, Jay Hogarth, Jacob Pazikas, Jack Harkness, Kristian Webster, Leyton Grant, Kerr Robertson, Darren McInally, Grant Leitch and Harry Weir are all moving on.
"Adam Devine, Cole McKinnon and Archie Stevens, all of whom featured for the first-team at various points in their Rangers careers, will also depart the club upon the expiration of their contracts, and we thank each for their contributions over the years.
"We wish all the departing players the very best in their future endeavours and they will always be welcome back at Rangers."

The new version doesn't have a collar and has Snapdragon as the front-of-shirt sponsor, but it is a close copy of the original Umbro version. Needless to say, it hasn't gone down well with all United fans. 'The worst shirt I've ever seen, couldn't pay me to wear it,' one furious supporter wrote on social media. 'Third shirt for what? We ain't in Europe,' another pointed out. 'United slowly losing its identity,' a third wrote, while another simply concluded: 'F****** ugly.' HAVE YOUR SAY! What do you make of the leaked kit? The club are not involved in this summer's Club World Cup, so will take some time off before reconvening for pre-season. United begin their pre-season against Leeds in Stockholm on July 19 before flying over to the Untied States for games against West Ham, Bournemouth and Everton. What's for certain is that it will be a dramatically different United squad next season, with the club overhauling things in the transfer window. They've already brought Jeremie Frimpong in from Bayer Leverkusen in a £30m deal and look set to follow that up by bringing in his teammate Florian Wirtz. They're not stopping there either; Bournemouth left-back Milos Kerkez looks set to follow, while there's also been talk of Atalanta midfielder Ederson and a new number nine. Asked about the summer recruitment drive on TNT Sports, Gerrard said: "You've got to fix the roof while the sun is shining.
