China powers Pakistan's green energy ambitions amid IMF's loan conditions

Bootstrapped Pakistan has been slapped with 11 new conditions by the International Monetary Fund (IMF) for the release of its next tranche of bailout programme. One of the conditions ties Pakistan's access to the Resilience and Sustainability Facility (RSF) to its efforts to tackle climate change and promote clean energy for long-term economic stability. And Pakistan looks no further than its 'iron brother' China to meet this need.
Lucky Cement, one of Pakistan's largest cement manufacturers, now has Chinese wind turbines and solar panels supplying over half of its energy needs at its Karachi plant. This shift has significantly reduced the company's carbon footprint, cutting carbon dioxide emissions by 60,000 tonnes annually, the Financial Times reported on Monday.
Chinese solar panel prices have dropped sharply in recent years, while electricity costs from Pakistan's grid have risen. In response, Islamabad imported solar panels with a total capacity of around 19GW last year, the Financial Times quoted Jenny Chase, lead solar analyst at BloombergNEF, as saying. She estimates Pakistan is still importing panels capable of generating 1GW to 3GW each month this year—enough to power a city of millions.
China's role in Pakistan's energy transition
At the heart of this renewable energy transition is China, which has been Pakistan's largest investor in the energy sector. Since 2005, China has invested over $68 billion in Pakistan, with energy projects accounting for 74 per cent of that total.
The China-Pakistan Economic Corridor (CPEC), launched in 2015 as part of Beijing's Belt and Road Initiative, has been the driving force behind this investment, particularly during its first phase, which focused on coal-based power generation. Of the 13 GW of power added to Pakistan's grid, 8 GW came from coal, while renewable sources like solar and wind contributed just 1.4 GW. But now both countries are looking to up the investment in green energy projects.
Notable among the projects under the CPEC framework include the Quaid-e-Azam Solar Park in Pakistan's Punjab region. Wind projects in Sindh and hydro plants in the north further diversify the energy mix, supporting the goal of 30 per cent renewables by 2030.
Demand for Chinese batteries
While a shift to Chinese wind turbines and solar panels has helped companies like Lucky Cement to reduce its carbon footprint, it still relies on fossil fuel generators to ensure a stable energy supply. To address this gap, Lucky Cement is investing 1.5 billion Pakistani rupees ($5.3 million) in Pakistan's largest battery energy storage system (BESS), supplied by China's Contemporary Amperex Technology Co Ltd (CATL). The 20.7 MW system will store renewable energy for use during off-peak hours or in case of grid instability, and it will be capable of powering 20,000 homes for one hour when fully operational.
As the prices of wind, solar, and battery technologies continue to fall, Lucky Cement expects a faster return on its investment, allowing the company to further increase its use of clean energy. Karachi-based Diwan International has reported a 33 per cent drop in the price of 5 kWh BYD batteries, making them more accessible to wealthier households, mosques, and businesses.
The challenges
However, the widespread adoption of renewable energy in Pakistan is not without its challenges. While solar power is becoming more affordable, battery storage remains costly, limiting its reach to lower-income households. The Pakistani government has taken steps to address these issues, including slashing industrial tariffs and offering surplus grid power to sectors such as crypto mining and AI data centres.
Despite these measures, the divide between wealthier users shifting to solar and poorer households struggling with rising bills continues to widen. Moreover, attracting clean energy investment in Pakistan has become more difficult. Since the pandemic, only $4.86 billion of Chinese energy capital has flowed into Pakistan, much of it directed towards a single nuclear project in Chashma.
Lucky Cement's shift to renewable energy supports the IMF's push for cleaner, more sustainable energy. This move also benefits Chinese companies, as they play a key role in supplying the solar, wind, and battery technologies driving Pakistan's green energy future.

While public discourse has focused on terrorism and hostilities between the two nuclear-powered nations, a deeper analysis reveals the unmistakable imprint of another key actor - China's strategic calculus in the region. The relationship between Islamabad and New Delhi has evolved significantly in recent decades. Pakistani Foreign Minister Ishaq Dar travelled to Beijing days after the military standoff with Delhi and met his counterpart Wang Yi. The Chinese Foreign Minister called Pakistan an " iron-clad friend" and " all-weather strategic partner." China is pursuing a strategy that aligns with its regional interests - including economic engagement, defense cooperation, and influence-building. This strategy, logically, includes efforts to slow down India's rise. Pahalgam incident thus cannot be seen an isolated terrorist attack, but as a signal within a larger geostrategic landscape that is shaping Asia's future. Strategic Timing The flareup in South Asia has come at a time of major geopolitical developments. With the mass shift of Western companies like Apple away from China to India, India is poised to become the next big manufacturing hub. As global businesses explore alternatives to rising operational costs and geopolitical uncertainties in China, India is increasingly seen as a competitive option. Additionally, the proposed US tariffs may add pressure to China's manufacturing sector, which is already adapting to evolving global supply chains. For the strongman leader, Xi Jinping, sustaining economic growth and employment remains a top priority. Any escalation involving India could introduce uncertainty that might affect investor sentiment and infrastructure momentum. Regional instability could redirect global attention away from India's growth narrative toward internal and border-related concerns. China's close political, economic and defence ties with Pakistan - an economically vulnerable partner - gives Beijing a certain level of influence on the way Islamabad deals with India. New Delhi was compelled to act militarily, risking escalation and economic fallout. To India's credit, it managed to negotiate a ceasefire after achieving its key objectives of affecting 11 Pakistani air bases and nine terrorist camps and other strategic terrorist infrastructures against the popular sentiment against de-escalation. Economic factor Pakistan has been struggling with near to bankruptcy. Its foreign exchange reserves have fallen to $4.3bn, its lowest levels since February 2014. Despite a $2.4 billion bailout from the IMF - approved on May 9, when Islamabad and New Delhi were firing missiles at each other - the Pakistani economy is still in tatters. China's offer of financial and military aid to Islamabad at such times comes in more than handy. China's support for Pakistan is not circumstantial. It is also institutional and deeply entrenched. Between 2014 to 2024, China sold over $9 billion worth of advanced weaponry to Pakistan, accounting for around 80% of imported weapons, including J-10CE fighter jets, Wing Loong drones, LY-80 air defence systems, and naval assets. The operational use of these systems in the recent conflict, including Pakistani claims of downing Rafales using Chinese PL-15 missiles, has allowed Beijing to showcase its weapons systems in live combat. Beyond India, China's motivation also ties into its long-term strategic objectives in the Persian Gulf. Pakistan provides China access to the Arabian Sea via Gwadar port, a linchpin in the China-Pakistan Economic Corridor (CPEC) and part of the broader Belt and Road Initiative. This maritime access offers China two significant advantages: a strategic military presence near key Middle Eastern shipping lanes and an alternative route for oil imports in case of a US-China maritime standoff in the South China Sea. Military-Industrial Complex benefits China's defence industry is another big beneficiary of the escalation. Claims by the Pakistan Air Force that Chinese-made jets outmanoeuvred India's French-built Rafales, regardless of their authenticity, have created a nationalist fervour in Chinese social media and boosted investor confidence. Stocks in Chinese defence manufacturers surged as hashtags like "J-10 shot down Indian warplanes" trended online, and praise for the PL-15 missile system flooded Weibo. Indeed, Beijing wants to use this as an inflexion point for its arms export ambitions. With Western suppliers often constrained by political alignments or human rights concerns, China's relatively unrestricted military exports offer an attractive alternative, especially in conflict-prone or authoritarian regimes across Africa, the Middle East, and parts of Asia. A perceived successful battlefield performance strengthens China's pitch as a reliable arms supplier. From shaping regional dynamics to advancing its defense exports and maintaining strategic interests in West Asia, China may perceive certain advantages in the current situation in the region. While the Pahalgam attack was carried out by terrorist actors, it may also reflect broader regional undercurrents in which multiple stakeholders play complex and calculated roles. Through India-Pakistan rivalry, China is executing a proxy strategy that would halt India's rise, safeguard its own economic interests and bolster its defence exports and regional clout. Beijing has much to gain and little to lose from this rivalry - as long as it stays just below the threshold of full-scale war.

Role of BESS in shaping India's Energy Transition

The climate crisis has changed the idea of energy security. A country's energy sources must stand firm on four planks: availability, accessibility, affordability, and environmental acceptability. Environmental acceptability focuses on the trade-offs policymakers and the public are willing to make in terms of pollution, biodiversity loss, and greenhouse gas emissions. In this context, renewables have strengthened their position as an energy source that provides affordable power with lower emissions. They are important for the fulfillment of Sustainable Development Goal 7, which focuses on access to clean energy. The case for integrating green energy into power systems is further strengthened by looming climate risks and geopolitical tensions. However, increasing renewable energy capacity may not have the desired results due to the intermittent nature of the resource. Energy storage technologies, such as Battery Energy Storage Systems (BESS), offer a crucial solution to mitigate the variability of renewable energy while enhancing grid stability. Why energy storage matters With the potential to enhance grid operations, enable large-scale integration of renewables, and provide reliable power, energy storage systems are critical to the energy transition. Among the technologies available, BESS stands out for its affordability, scalability, rapid deployment, and geographical flexibility. By stabilising the grid, balancing demand-supply fluctuations, and enabling peak load management, BESS plays a foundational role across all forms of energy storage. Integrating BESS into the grid with renewables can considerably reduce greenhouse gas emissions from the power sector. Further, its ability to support decentralised energy solutions and microgrids ensures renewable energy reaches where it is needed most, making BESS a key enabler of a cleaner, more resilient, and equitable energy ecosystem. Declining costs and technological advancements lead to the accelerating expansion of BESS. Over the past 15 years, the average cost of batteries has fallen by nearly 90%. However, despite this progress, utilisation of its full potential is impeded by regulatory, technical, financial, and market barriers. India's BESS Landscape Emerging economies such as India can lead by example in BESS deployment through a combination of financing and policy measures. India has set a target of 500 GW of installed power capacity from non-conventional fuels by 2030. As of January 2025, the country had already achieved 217.62 GW. To achieve full results, BESS deployment must be accelerated. In this regard, the government has committed to installing 47 GW of BESS by 2032 to enable increased renewable deployment and its integration with the grid. Schemes such as Viability Gap Funding and waiver of interstate transmission system charges for BESS projects commissioned by June 2025 have been enacted to support BESS projects. But progress has been slow. In the Economic Survey 2024-25, the Indian government highlighted the challenges associated with scaling up renewable energy and energy storage deployment — including the lack of investment for grid upgradation, speed of BESS deployment by large customers, access to critical minerals needed for indigenisation of storage technology, and delays in large-scale BESS agreements. The survey called for focusing on innovation and investment for resolving challenges in procuring battery storage, grid infrastructure, and critical minerals. Innovative partnerships can help scale up BESS deployment. Using an alliance of public, private, and philanthropic entities can provide concessional funding and technical assistance for BESS. Following the idea of leveraging collaboration to bring results, the BESS pilot project was initiated in Delhi by BSES Rajdhani Private Limited in partnership with IndiGrid Infrastructure Trust (IndiGrid) and Global Energy Alliance for People and Planet (GEAPP). The commissioning of the 20 MW/40 MWh BESS project at BRPL's 33/11 kV Kilokari substation is a milestone for India's energy storage. It will provide a reliable power supply for over 12,000 low-income consumers. The project marks a significant step forward toward India's goal of 47 GW of energy storage by 2030, creating a technical playbook for BESS adoption, supporting regulatory reforms, and incentivising future BESS projects. Another example of how partnerships can help scale up BESS deployment in India is EnerGrid — a $300 million platform for developing greenfield transmission and standalone BESS projects. It was launched in 2024 by IndiGrid, British International Investment, and the Norwegian Climate Investment Fund managed by Norfund. Facilitating more such initiatives will be key to increasing BESS deployment in India, fulfilling SDG 7 commitments, enhancing energy security, and improving grid stability. Emerging as a leader India has been emerging as a leader in renewable energy deployment. The reasons for increasing renewables in the energy supply are to reduce emissions and create independence from imports of conventional fuels. However, the full potential of renewable energy cannot be achieved without energy storage. To become energy secure, India must complement its renewable energy capacity with BESS. With partnerships, expeditious large-scale BESS projects for central and State grids, concessional financing, technological aid, manufacturing localisation, and recycling opportunities, India can utilise BESS to its fullest extent. This can make India a leader among emerging economies in terms of BESS projects. As a member of the BESS consortium, founded by GEAPP, India has been focusing on deploying energy storage to ensure any increase in renewable energy power capacity can be utilised to its full potential. With more alliances, India can emerge as an energy-secure nation with flexible grids and increased renewable deployment. PARIS: India has identified the restoration of the dispute settlement mechanism as the first priority for WTO members and called for maintaining special treatment for poor and developing countries. After a meeting of trade ministers here, commerce & industry minister Piyush Goyal also reiterated India's opposition to bringing plurilateral initiatives such as investment facilitation under the ambit of the multilateral body. India has argued that the China-backed proposal for investment facilitation will reduce policy space for govt and is meant to pursue Beijing's investment agenda. "Ideally, issues that have been mandated by the WTO and are within the trade framework should get priority and should be the first issues to be resolved," the minister told reporters after the meeting. At the mini-ministerial meet of trade ministers, Goyal urged other ministers to bring back the focus on issues such as agriculture, which have been agreed to by the membership in the past but a decision has been pending for more than a decade. He also called for removal of non-tariff barriers.
