HR Ministry, Penang govt in final talks to boost high-tech talent development

GEORGE TOWN: The Human Resources Ministry is in the final stages of discussions with the Penang government to formalise a strategic collaboration aimed at expanding talent development within the high-tech and semiconductor sectors.
At the heart of this effort is the Penang Chip Design Academy initiative, a state-backed programme announced earlier by Chief Minister Chow Kon Yeow, designed to strengthen Penang's position as a regional hub for advanced technology and innovation.
Minister Steven Sim Chee Keong said the aim was to produce more engineers in IR4.0.
"The Penang Chip Design Academy is specifically aimed at advancing the semiconductor sector and high-tech industries in the state of Penang.
"So, it is truly an institution that aims to train young people, our workers, and our human capital in this sector.
"The Penang Chip Design Academy has already been announced by the Chief Minister. What we want to contribute is to add value — to see how we can collaborate with the state government to further stimulate skills training programmes in the state," he said when met after the launch of the NTW (National Training Week) northern region programme here today.
Present was Deputy Chief Minister II Jagdeep Singh Deo.
Sim said the ministry was exploring how it could contribute to enhancing skills training programmes under the Penang Chip Design Academy.
"This is not just about producing more talent.
"It is about producing the right talent for the semiconductor and high-tech industries that are critical to Penang's economic future," he said.
He said an announcement would be made soon once all the details have been worked out.
The Penang Chip Design Academy is a state initiative led by Chow to bolster Penang's IC design and digital sectors.
It aims to develop a skilled workforce in integrated circuit (IC) design through upskilling and reskilling programmes.
The academy is part of the Penang STEM Talent Blueprint and is a key component of the state's plan to establish an IC Design and Digital Park.
Other Initiatives
Meanwhile, Sim also announced his ministry's collaboration with the NCIA (Northern Corridor Implementation Authority) to provide matching grants to companies that utilise their Human Resource Development (HRD) Corporation grants to implement skills development programmes for their staff.
"So, for example, if a company wants to take up or develop a higher-level course, such as a professional diploma, they can not only use their HRD Corp grant, but NCIA will also provide a matching grant.
"This will increase the total allocation to help companies further enhance the skills of their employees," he said.
Secondly, Sim said, the ministry was also working with the state government to train or provide training to around 400 fisherfolk in the southern part of the island, involved in the Penang Silicon Island project, focusing on skills development.
He said this included not only technical skills, but also communication skills, entrepreneurship, and, of course, AI, digitalisation, and so on.
"This is so that these fisherfolk and the youth in these families have options to develop themselves in terms of careers and employment opportunities in the future," he said.

In a statement posted on X, Sim described Tengku Zafrul as a capable leader with the right values and breadth of experience to strengthen the party. Recalling their first meeting, Sim said that he first knew Tengku Zafrul when he was still the CIMB Bank Chief Executive Officer (CEO). 'It was 2020 in a Hari Raya Open House. He sat beside me and we had a very engaging and intellectual conversation on economy and investment. A discussion that left a lasting impression on me. 'He has proven to be an effective technocratic Minister, navigating complex financial challenges during Covid pandemic,' he said, praising Tengku Zafrul's leadership during his tenure as Finance Minister in 2020. 'One of his most notable recent achievements was successfully negotiating with the United States (US) to reduce tariffs from 25 per cent to 19 per cent, a move that greatly benefited Malaysian industries. Not many leaders in Malaysia have this breadth of experiences. 'I observed that his political outlooks are very aligned to Keadilan: moderate, multiracial and global minded. Asked if his application had been accepted, Tengku Zafrul replied: 'Yes,' adding that it was approved following the party's leadership council meeting about two weeks ago. In May, Tengku Zafrul resigned as an Umno supreme council member, Kota Raja division chief and as a party member, after earlier stepping down as Selangor Umno treasurer in April last year. He had also informed PKR President and Prime Minister Anwar of his intention to join PKR. His move came shortly after PKR figures Datuk Seri Rafizi Ramli and Nik Nazmi Nik Ahmad resigned as Ministers, following their losses in the party's internal elections. Speculation about Tengku Zafrul's defection from Umno to PKR had been ongoing since late last year.

Chow says Penang is committed to developing its integrated circuit design ecosystem. PENANG continues to get foreign investment interest despite uncertainties caused by the 19% tariff on Malaysia's exports to the United States, says Chief Minister Chow Kon Yeow. He said investors from countries like the US, China and Singa­pore have shown interest in Penang. 'InvestPenang has been busy managing enquiries from foreign investors looking to set up plants here. 'I attended a coordination meeting on a big investment and even though this is still at the initial stage, all relevant agencies are working towards securing this investment,' he said in a press conference at his office. Chow said despite the uncertainties, Penang remained committed to developing its integrated circuit (IC) design ecosystem through initiatives such as Silicon Design @5km, the IC Design Park and the Penang Chip Design Academy. 'The 19% tariff on Malaysian exports to the US, matches rates imposed on other Asean countries. 'This places Malaysia back on a level playing field in the region.' When asked about investment and job opportunities in Penang in the past five years, Chow said between 2020 and the first quarter of 2025, the state recorded RM191.4bil in approved manufacturing investments. 'There have been 79,498 jobs created during that period. 'The annual breakdown for the investments are RM14.1bil in 2020, RM76.2bil (2021), RM13.7bil (2022), RM63.4bil (2023), RM17.3bil (2024) and RM6.7bil in the first quarter of 2025,' he said. On reports that the US may impose a 100% tariff on imported semiconductor chips, Chow said no official decision has been made. 'We will have to wait for the official announcement. 'Such speculation prolongs uncertainty and affects decision-making by multinationals.' Prior to Aug 8, he said semiconductor exports from Malaysia to the US were exempt from the 19% tariff. He urged the Investment, Trade and Industry Ministry to continue engaging with the US to maintain the exemption. On Aug 6, US President Donald Trump reportedly said the US would impose a tariff of about 100% on imported semiconductor chips and that the new tariff rate would apply to 'all chips and semiconductors coming into the US'. However, Trump said the tariff would not apply to companies that had already committed to manufacturing in the US or were in the process of doing so.

GEORGE TOWN: Penang is prioritising artificial intelligence (AI) as a core driver to enhance long-term economic competitiveness and sustainability under its innovation-led development strategy. Chief Minister Chow Kon Yeow said AI will be pivotal in advancing digital education, improving smart public services and fostering entrepreneurship under the Penang2030 Vision, themed 'A Family-Focused, Green and Smart State that Inspires the Nation.' "Penang has long been a national technology hub. As we shift to a knowledge- and innovation-based economy, AI is critical for sustained growth and global relevance," he said at the launch of AI Horizon 2025 today. The initiative is backed by the upcoming Penang Digital Economy Master Plan 2025–2030, which focuses on business digitalisation, talent development, as well as strengthening the startup and high-tech ecosystem, including AI hubs, data centres and tech incubators. Also present was Deputy Chief Minister II Jagdeep Singh Deo, chair of the state's Human Capital Development, Science and Technology Committee. Chow noted the initiative aligns with the federal government's goal under the 13th Malaysia Plan (13MP) to establish Malaysia as a regional AI leader by 2030. "The digital future cannot wait. AI must be embraced beyond professionals and introduced early in schools, Technical and Vocational Education and Training (TVET) institutions and universities," he said. Chow also praised the strong turnout at AI Horizon 2025 as a sign of public readiness to embrace AI technology. Organised by Tech Dome Penang in partnership with the Ministry of Science, Technology and Innovation (MOSTI), HRD Corp, Penang Island City Council (MBPP), the State Education Department (JPNPP), and Penang STEM, the one-day event brought together policymakers, industry leaders and educators to accelerate AI adoption at national and global levels. The event featured more than 50 local and international tech firms and over 50 strategic partners, with activities including youth AI competitions, a young engineers' programme, expert panels, public forums, and exhibitions by multinationals, small and medium enterprises, and local startups showcasing AI innovations.
