
'Quantum Valley Driven By AI & Tech': Chandrababu Naidu Outlines Ambitious Roadmap For Amravati

Andhra Pradesh Chief Minister N Chandrababu Naidu outlined his roadmap for the state, centering on two transformative ideas: the greenfield development of Amaravati into a world-class knowledge and innovation hub, and the implementation of a new development framework called the P4 model — Public-Private-People Partnership.
' India is capable. One must have a mega vision," Naidu said in an exclusive interview with Network18's Zakka Jacob, reflecting on how he once built Hyderabad's IT ecosystem from scratch. Naidu now wants to transform Amaravati into India's first 'Quantum Valley" — a hub driven by artificial intelligence and advanced technologies. Describing it as a greenfield city with immense potential, Naidu said it will host knowledge and service industries across sectors, supported by strong urban ecosystems in Vijayawada, Guntur, and Tenali.
Already, premier institutions like SRM University, BITS Pilani, and XLRI have been earmarked for the new capital. Naidu plans to educate five lakh students in Amaravati, making it not just a knowledge city but also a global destination for sports, tourism, and business. 'I will create world-class infrastructure through the PPP model," he said, clarifying that no state money would be used. 'Just as I did in Hyderabad, land value and creative financing will be enough to drive infrastructure development."
Addressing concerns over fiscal burden and freebies, Naidu stressed that 'any politician must first create wealth before spending it." For sustainable development, he is introducing economic categorisation based on Aadhaar-verified household data, mapping assets and liabilities at the family level to ensure more targeted welfare.
Naidu's second big push is the P4 model. 'Money alone won't help," he said. 'Handholding and timely guidance are key. Each Marg Darshak will mentor ten others." This bottom-up model of empowerment, he said, will strengthen community-level development and reduce dependency on government schemes.
With a focus on nation-building, economic participation, and self-reliance, Naidu believes Amaravati and the P4 model together can position Andhra Pradesh as a model state by 2047. 'This is not just about development—this is about transformation," he concluded.

A good fix: On the IRCTC and ticket booking
The e-ticketing system of the Indian Railway Catering and Tourism Corporation Ltd. (IRCTC) is one of India's most widely used e-commerce platforms. Crores of Indian rail commuters and passengers use it to book their tickets, which makes it imperative that the system is run robustly. The scale of the operation is revealing — on May 22, 2025, the IRCTC processed a staggering 31,814 tickets in 60 seconds to set a new record. Yet, the popular e-ticketing system, especially the Tatkal booking part, is plagued by issues. Extremely high demand during peak hours, particularly during the designated Tatkal booking window period, often leads to crashes and slow performance. A major concern is that the system is exploited by ticketing agents who use unfair automated tools (or bots), leading to rapidly dwindling ticket availability for passengers. These issues are what prompted the IRCTC to announce two major steps. The first was a major digital overhaul of the ticketing infrastructure using anti-bot systems to prevent unauthorised automated bookings — a measure that led to the de-activation of a whopping 2.5 crore suspect user IDs. Implementation of a content delivery network also helped improve website performance. In addition, Aadhaar verification is necessary immediately after a ticket is booked. The IRCTC has also mandated Aadhaar authentication for all Tatkal bookings, from July 1, along with OTP-based authentication. Authorised agents have been restricted from booking Tatkal tickets during the first 30 minutes of the booking window period. Despite more train services having been introduced over the years by the Indian Railways, which is a state monopoly, demand far outstrips supply, and passengers have to rely on advanced booking and Tatkal tickets for their travel. When agents use bots to game the system, it kills the purpose of equity. Therefore, the IRCTC's steps will bring relief to passengers. That said, the Indian Railways must focus not only on easing the process of ticketing but also on elevating the passenger experience in terms of increasing its train and track capacity to fulfil travel demand, ensuring safety and enhancing its facilities. Seen in this context, while these ticketing fixes are important, the true test for the Indian Railways will be its ability to move beyond just technical and administrative solutions and undertake a fundamental expansion of its services to serve India's large passenger clientele. In a way, meaningful expansion to meet the demand will also obviate the need for reworking technological solutions yet again in the future.

Hind Copper plans Rs 2,000cr capex for core expansion by FY31, excludes PPP projects

A JSW Group company has secured the Mine Developer and Operator (MDO) contract for the two mining blocks in Jharkhand and is expected to invest around Rs 2,600 crore, including the setting up of a concentrator plant. 'The Rs 2,000 crore capex will be funded by HCL, with the majority directed towards the Malanjkhand Copper Project (MCP), which will see an investment of around Rs 1,400–1,500 crore. The remaining will be allocated to projects at Khetri and the Indian Copper Complex,' HCL Chairman and Managing Director Sanjiv Kr Singh told PTI. According to the company's updated corporate presentation, the Malanjkhand site expansion involves the development of underground mining infrastructure, installation of a paste-fill plant, and setting up of a new concentrator facility. At Khetri in Rajasthan, the focus will be on enhancing mining and concentrator capacities, while at Jharkhand's ICC unit, operations at the Rakha mine are expected to resume by the fourth quarter of the current fiscal. The capex initiative also aligns with HCL's broader strategy of increasing domestic copper availability amid India's rising consumption driven by infrastructure, renewable energy, EVs, and defence manufacturing. In FY25, the company recorded its highest-ever revenue of Rs 2,071 crore and profit before tax of Rs 634 crore. Over the past two years, HCL has added over 123 million tonnes of copper ore resources through exploration and plans to continue augmenting its reserves. The miner is also exploring opportunities to acquire new deposits through upcoming mineral auctions and is collaborating with Chile's CODELCO for technology and knowledge-sharing in mining and beneficiation. Naidu slams Jagan, says harm to law and order, public safety will not be tolerated

Jagan Mohan Reddy over his visits to Tenali and Podili, and portraying Amaravati as a capital of prostitutes, Chief Minister N. Chandrababu Naidu said that he would not tolerate anyone who disturbs Law and Order (L&O), and that public safety was paramount for him. Speaking to the media at his camp office after launching the Talliki Vandanam scheme on Thursday, he said Mr. Jagan went to Tenali to ''support rowdies and ganja batch''. ''What message did he want to convey to the public?'' ''Mr. Jagan took goons to Podili to attack women and indulged in rowdyism.'' Even though the government was paying ₹12,000 per quintal for tobacco, the YSRCP leader, without any responsibility, took thousands of people to Podili (tobacco auction centre) and created a ruckus. They stirred up trouble in Podili just to divert attention from their filthy comments on Amaravati. There, they attacked women with stones, he said. 'They dared to describe Capital Amaravati as a city of prostitutes. How can they call Amaravati, a divine capital, as a city of prostitutes? How arrogant must one be to utter such words,' Mr. Naidu said. The Chief Minister said that he would expose the YSRCP's behaviour with proper evidence at the right time. Mr. Naidu asserted that he would not remain a silent spectator if anyone disturbs public safety and law and order. ''Until now, you have seen my goodness… from now on, I will not tolerate. If limits are crossed, I will no longer remain silent,'' he said. ''The previous YSRCP regime had destroyed the State. Now, unable to digest the development and welfare being done by the coalition government, they are conspiring across the State like demons. Even after being limited to just 11 seats by the people, they have not learnt their lesson,'' Mr. Naidu said. HRD Minister Nara Lokesh was also present.
