
City, developer break ground on apartment project
ELKHART — A private developer and the city broke ground on a project that will bring much needed affordable housing to the city.
'It's very important for us to understand that Elkhart has a need for housing,' Mayor Rod Roberson said Tuesday during a ground-breaking ceremony for 515 East Apartments. 'So do most communities, but I mean this throughout the spectrum. We bring in 35,000 to 40,000 people a day from different counties that really want to live closer to where they work.'
The project by RealAmerica Companies, located on 515 East St., is a mixed-use development comprising 48 units of income-based housing. There will be one- and two-bedroom apartments in a four-story building. The development will feature a variety of spacious floor plans, and each unit will have a balcony or patio.
The total development cost is $14 million, which equates to about $300,000 per unit, said Mike Surak, president of RealAmerica Companies.
'We first started looking for property in Elkhart in 2022,' Surak said. 'We've developed in South Bend, Warsaw, Fort Wayne, so we've had a footprint in Northern Indiana for quite some time now and we've just heard about all the activity that's happening in Elkhart. So when we first came to town looking for development opportunity ... the occupancy was 99.1 percent, so it was clear that there was a need for housing at that time.'
515 East Apartments is partially funded by the Low-Income Housing Tax Credit program and received an allocation for funding from the Indiana Housing and Community Development Authority (IHCDA). The city contributed to the project by providing a forgivable loan and building fee waivers. The IHCDA further assisted with a loan from the Affordable Housing and Community Development Fund.
Rents will be based on the area median income (AMI) and serve households earning up to 80 percent of the area median income.
'There's a range of affordability from 30 percent of the area median income to 80 percent of the area median income, which we think captures a good range of affordability levels, depending on certain household incomes,' Surak said. 'It's all income-based, so it's all driven by what a particular individual or family earns annually as a household.'
The apartments will also include a roof-top deck and garden, and community space with a lounge, kitchen and fitness center. There will also be a dog park and dog wash station.
The development site is in an ideal location for housing because it sits in a pedestrian-friendly area of downtown, developers said.
'We were really attracted to the site because of its central location in downtown Elkhart, and the walk within minutes to Main Street and restaurants and retail that they offer in that district,' Surak said, 'and then also all of the development that's been happening in the River District.'

If housing project loses federal funds, Kalamazoo County could step in
KALAMAZOO, Mich. (WOOD) — A long-planned housing project for people in addiction recovery could be at risk after federal budget cuts. Kalamazoo County commissioners may allocate $2 million to help fill the gap. Since 2018, developers have been working to address a critical housing need in Kalamazoo. Edison Community Partners has been working with Kalamazoo County agencies, city leaders and others to bring Kalamazoo Recovery Housing, or , to reality. The development looks to support people recovering from opioid and methamphetamine addiction through counseling, treatment, training programs and more on the 6.6-acre campus, according to the developer's website. The project hit a significant block with the loss of federal funding. EPA Greenhouse Gas Reduction Funds from the Biden-era Inflation Reduction Act backed part of the project. An signed by President Donald Trump during his first day in office cut the funding stream for the program. That cancelled the cash flow to projects like Kalrecovery. Guiding Light starts new recovery program for women On Tuesday, the Kalamazoo County Board of Commissioners reviewed the possibility of allocating $2 million of opioid settlement money into the project. 'To make that $4 million hole they need at least $2 million immediately, or they are going to lose out on (Low-Income Housing Tax Credit) money. The whole project would pretty much crumble,' said the board's Vice Chair John Taylor. He said while he approves of the move, there is some hesitancy of increasing the county's share in a developer's project. 'That being said if we don't act on this, the city of Kalamazoo put in money on this, the state put in money on this, everybody, a large number of funders have come together to try and make this project whole,' he said. According to the meeting documents, Edison Community Partners have $12.1 million in Low-Income Housing Tax Credits from the state. $1.2 millon was provided by the City of Kalamazoo through American Rescue Plan Act funds and $876,000 is provided by the county's Homes for All millage. To maintain the LIHTC, developers will need a new funding commitment before an August deadline. She added that the goals of the project are aligned with what the money is meant for. 'The question about a development really should be about what does it accomplish and how affordable is it? This was one of the few developments that we looked at across our portfolios that prioritized much more deeply affordable units and also addressed the issues related to substance use. So, for me it's a heck yes,' said Strebs. The county is projected to have $4.78 million in the opioid settlement fund. Strebs said that amount is expected to grow under future settlement agreements. News 8 attempted to contact Edison Community Partners by phone and email but has yet to hear back. A final vote on the allocation is expected to take place at a later commission meeting. Canadians to benefit from enhanced free and low-cost bank accounts later this year
OTTAWA, ON, June 5, 2025 /CNW/ - Thirteen federally regulated financial institutions, including Canada's 6 largest banks, have signed on to a modernized Commitment on Low-Cost and No-Cost Accounts. By December 1, 2025, Canadians will benefit from modernized no-cost and low-cost accounts costing no more than $4 per month. Going forward, under these accounts, Canadians will have access to 50% more debit transactions per month, including widely used transaction types such as electronic fund transfers (e.g. Interac e-Transfers®). More groups will also be eligible for an account costing $0 per month, including newcomers to Canada in their first year, plus at least one of the following groups, to be selected by each signatory: Indigenous peoples Canadians receiving social assistance payments from select provincial or territorial programs individuals with a valid Disability Tax Credit Certificate and/or their supporting family member Financial institutions that have signed on to the Commitment will prominently display information about the availability of low-cost and no-cost accounts in-branch and online, and will train staff about these account options. Canadians can currently get low-cost and no-cost accounts from nine signatories under the original 2014 Low-cost and No-cost Accounts Commitment.
