Redevelopment of Dún Laoghaire protected structure approved, ending long-running planning saga

The restoration of Dun Leary House and the construction of almost 90 apartments in its grounds has been approved by An Coimisiún Pleanála, bringing to an end one the most contentious and long-running planning sagas in the Dún Laoghaire area.
A distinctive yellow-brick Victorian building, Dun Leary House sits on an elevated corner site on Dun Leary Hill overlooking Dún Laoghaire harbour close to the West Pier. County councillors voted in 2021 to add the house to the Record of Protected Structures and agreed to include a specific provision in the 2022-2028 county development plan for its 'rehabilitation and suitable reuse'.
The house dates from the 1870s and was built for the original owner of the adjoining coal yard, which has been earmarked for redevelopment for more than 20 years. In 2003 permission was granted for a scheme of offices, shops, a leisure centre and apartment complex in the Tedcastles Coal Yard, which included the demolition of Dun Leary House. However, the scheme never went ahead.
In November 2021 Ted Living Ltd applied for a strategic housing development (SHD) of 146 build-to-rent apartments surrounding, and on top of, Dun Leary House. The plans involved the removal of the roof of the house and the construction of three additional storeys of apartments, retaining the rest of the house below.

Under the SHD system, which was discontinued at the end of 2021, applications for large-scale residential developments were made directly to An Bord Pleanála, the coimisiún's predecessor, bypassing the local authority planning system with the aim of accelerating the delivery of housing. The board had a statutory mandate to issue decisions within 16 weeks. In the end it took 138 weeks for it to refuse permission, making it the longest-running SHD case ever determined by the board.

The new scheme, granted permission in recent days, permits the construction of 87 apartments in two blocks up to eight storeys high, and the refurbishment of Dun Leary House as a four-bedroom home. Planning consultants for the developer Brock McClure said Dun Leary House was the 'focal point and main consideration within the overall scheme'. The new blocks would be detached and set back from Dun Leary House. 'This is a significant departure from and improvement on the previous application,' the consultants said.
Independent Senator Victor Boyhan, who had campaigned for the protection of the house, said he welcomed the decision. 'It was a long campaign with many setbacks and delays – the house has been saved and will be central to the development of the site.'
The new scheme would ensure 'an appropriate level of new homes' would be built on the site, he said.

OpenAI has pulled the plug on a short-lived change to the configuration of the ChatGPT app that allowed users to make their conversations accessible to search engines after it became apparent that some private or commercially sensitive material was inadvertently being made accessible on the internet. Barry Scannell, an AI law and policy partner at William Fry and a member of the Government appointed AI Advisory Council, said his 'jaw hit the floor' when he saw some of the material made accessible to routine Google searches on Thursday. Open AI's chief information security officer later said the feature that allowed users to make their conversations accessible for indexing by search engines would be disabled by Friday, with Dane Stuckey describing the original move as 'a short-lived experiment'. He said the company was working to ensure that all information that had been indexed was entirely removed. READ MORE Mr Scannell said there had been widespread confusion initially as to how the information was becoming publicly accessible and whether all prompts to ChatGPT were impacted. It appears users were clicking a check-box that had the effect of making shared chats discoverable by search engines without them realising the consequences. He said it was clear from much of the information that became accessible from the user prompts that this was being done unintentionally. 'Based on what I've seen, some of the stuff was so personally sensitive and commercially sensitive that people clearly didn't realise a random person could come along and do a simple search on Google and be able to find the chats.' He said the issue did not appear to be a technical issue but rather highlighted the need for greater AI literacy on the part of users to better understand the tech they are using. 'People seem to have clicked a box to make their chats discoverable on a search engine, or make them indexable, apparently without understanding what that meant. It's just people doing this without realising it. 'What this shows, I think, is just how important it is to have critical thinking and AI literacy as a really key component of any national strategy dealing with it.' He said the incident should also serve as a warning to those working business about the potential risks involved in using AI as there was the potential to expose commercially sensitive material. An extension of legal confidentiality protections might also be required, he suggested. Online, there was considerable discussion too of the potential for deeply personal information to be made available, including the contents of chats in which individuals were using ChatGPT for the purposes of therapy.

In 1924, the leader of the Irish Labour Party, Thomas Johnson, told the Dáil 'a man is easier in his mind when he is getting a holiday if he is getting his pay for the same day'. His remarks came during a debate on the Public Holidays Bill, repealing nineteenth century British legislation which also covered Ireland, relating to four bank holidays: 26th December, Easter Monday, Whit Monday and the first Monday in August. St Patrick's Day had been designated a bank holiday in 1903 by the Westminster parliament. The 1924 Act gave power to the government of the new Irish Free State 'to appoint any particular day to be observed as a bank holiday.' Johnson's plea was that 'workmen who are given a holiday by statute… shall have their day's pay for that holiday.' While that request was not acceded to then, further legislation in 1939 established workers' entitlement to paid leave, with six bank holidays legally established: Christmas Day, St Stephen's Day, St Patrick's Day, Easter Monday, Whit Monday and the first Monday in August. New Year's Day and the October holiday were added in the 1970s, while in 1993 the May holiday was introduced. The most recent public holiday was established in 2022, St Brigid's Day, which also marked the Celtic festival of Imbolc, traditionally acknowledging the commencement of Spring. It was the first Irish public holiday named after a woman. We use the terms bank holiday and public holiday interchangeably, but our laws refer only to public holidays. Collectively, these days arise from inheritance, independent statehood and our distinctive traditions; historically, there were rest and feast days, and celebrations marking seasons, harvests and saints. Bohemians football club faces breach of contract lawsuit

Leading League of Ireland football club Bohemians faces legal action from a company seeking to recover around €100,000 for alleged breach of contract. Digital ticket services specialist, Future Ticketing Ltd, filed proceedings in the High Court this week against The Bohemian Football Club Company. It is understood that the Tullamore, Co Offaly-based business is seeking to recover around €100,000 that it alleges resulted from a breach of contract by Bohemians. Future Ticketing says it provided services to Bohemians from 2016 through contracts that the two companies renewed several times, including in 2023, when the relationship ended. READ MORE The figure sought by the ticketing company includes fees for its services and a penalty for Bohemians ending the contract, it is understood. Future Ticketing provides technology to sports organisations and other event businesses that allow them to sell tickets directly to customers through their websites and mobile apps rather than going through an agent. The company works with more than 50 professional football clubs, including other well-known SSE Airtricity League of Ireland sides St Patrick's Athletic, Shelbourne FC and Drogheda United. It recently renewed a deal with Northern Ireland Football League club Glentoran FC. The Irish company also numbers Scottish and English clubs among its clients. Future Ticketing also works with racecourses in Ireland and Britain, including leading national hunt tracks, Punchestown and Cheltenham. Dalymount Park, Dublin-based Bohemians is one of the State's best known football clubs. In advance of its Friday fixture against Drogheda United, it was ranked second in the SSE Airtricity League of Ireland Premier Division, with 42 points, seven behind league leaders Shamrock Rovers. In an unrelated case, the Workplace Relations Commission recently awarded former Bohemians player and coach David Henderson the maximum compensation of €26,000 against the club. The commission found that Bohemians had unfairly dismissed him from his €250 a week job as head of recruitment in November 2024. The club maintained that it had to cut spending as it had lost money in 2023 and was likely to do so again last year. Accounts filed by The Bohemian Football Club, which is a company limited by guarantee, show that it had €2.2 million in assets at the end of 2023. The accounts note that it had 'an operating deficit of €245,000″ that year and projected a loss for 2024. It employs around 40 people. Bohemians is not yet due to file accounts for last year. Neither Future Ticketing nor Bohemians had commented by the time of going to press.
