DuPage to establish community land bank, trust to incentivize more affordable housing

More than two years after forming an ad hoc committee to augment affordable housing, DuPage County is taking a new approach to incentivizing low-cost development.
The county is establishing a land bank. Authorized by the DuPage County Board last month, it will essentially put county-owned surplus land on reserve for future affordable housing projects.
With DuPage being a virtually built-out county, the idea is to carve out space for more local affordable units by breathing new life into underutilized properties, county staff and officials say.
'People that work in DuPage and contribute to our economic stability (being) able to afford to live and raise their families here seems like it should be a fundamental right, but it's something that we're struggling with,' DuPage County Board Chair Deb Conroy said. 'We want to fix it.'
The average median household income in DuPage County as of 2023 was $106,961, according to census data. Meanwhile, as of last month, the median sale price of a home in DuPage was $425,000, per data from Redfin, a national real estate brokerage.
As for renters, the typical cost of rent in DuPage County in May was $2,113 a month, a 5.1% year-over-year increase, according to the Zillow Observed Rent Index, which measures changes in asking rents over time.
Land banks have existed for a long time, said Paul Hoss, the county's planning and zoning administration coordinator. The concept just hasn't been implemented in DuPage before. The county is, however, uniquely primed to see the idea through.
For years, DuPage has been building an inventory of county-owned property through its standing 'Neighborhood Revitalization Program,' which seeks to repair or remove dilapidated or abandoned buildings in unincorporated areas.
Through the program, the owner of property in disrepair is given the chance to address issues on their own. If they don't, the county tackles the work and bills the property owner. If the owner abandons the property, the county puts a lien on it. Should that lien go unsatisfied, the county can seek to foreclose and could acquire the property as collateral for the unpaid lien.
Alternatively, the county is sometimes just gifted dilapidated property through the program.
Either way, DuPage has been able to accrue a 'de facto' inventory of property that can now act as a starting point for a land bank, Hoss said.
Not stopping there, the county — hand in hand with establishing a land bank — will also be seeking to partner with a nonprofit community land trust (CLT), per board action taken last month. A community land trust is a similar mechanism to a land bank but instead of property, the CLT manages funds that can be loaned out to developers or property owners for the purpose of developing a certain type of housing that a government is looking for, Hoss said.
The board has directed staff to prepare a request for qualifications to seek out a CLT.
Both the CLT and land bank are the product of a recent effort to ramp up affordable and attainable housing throughout the county.
In March 2023, Conroy established the Ad-Hoc Housing Solutions Committee to further the creation and expansion of DuPage's affordable housing stock. As part of that work, the committee engaged with Washington, D.C.-based consulting firm Grounded Solutions Network to partner with the county on its housing strategies and solutions.
The effort, an 18-month venture, culminated in a comprehensive housing action plan.
'These folks helped us organize our thoughts and crystallize what we needed to do moving forward,' Hoss said.
Grounded Solutions presented its plan at a board meeting earlier this spring, including pitches for a DuPage land bank and trust.
District 1 Board Member Sam Tornatore said that since the creation of the Ad-Hoc Housing Solutions Committee, which he co-chairs, 'The progress has been significant.'
'It may not be as quickly as some people would want it, but we had to develop a foundation in order to get where we're at right now,' he said.
With the county's new affordable housing strategies, Conroy said she especially hopes to make housing accessible more to the county's 'missing middle,' or those who make too much money to qualify for subsidized housing but not enough to afford market-rate housing or to buy a home.
'It affects (anyone) from college graduates to seniors downsizing to professionals that are in teaching or firefighting or police,' Conroy said. 'You know, those professions which are so important to the fabric of our communities, (they're) struggling to be first-time homeowners … here in DuPage (where) it's difficult to find anything under half a million dollars that has more than two bedrooms and maybe a bath and a half.'
Conroy said she's 'incredibly proud of the investment that my board and staff have made into this.'
'It's been a very long process,' she said. 'It's taken a lot of time.'

More inventory has not exactly resulted in more home purchases, as homeowners with locked-in, pre-pandemic rates have been wary of selling off as the 30-year fixed-rate mortgage—the most popular home loan in the country—has been hovering between the 6-percent and the 7-percent marks since 2022, and was at 6.72 percent as of July 31, according to Freddie Mac. What To Know A Redfin-commissioned survey conducted by Ipsos in May and fielded to more than 4,000 U.S. homeowners and renters focused on 1,224 respondents who were planning to buy a home within the next 12 months. The survey has a credibility interval of 3.4 percentage points. The survey asked respondents the following question: "When thinking about the next home you live in, which of the following do you consider a must-have feature versus a feature you'd be willing to trade off to afford a home?" Getty Images Respondents were asked separately about 18 features, and for each one, they could choose "must have" or "willing to compromise to afford a home." The survey about negotiables and non-negotiables found that approximately one-in-five (22 percent) house hunters would compromise safety and personal security for a good deal. However, personal safety remained a "must-have" for such aspiring buyers. Coming in at second-most important was living in an area with a low crime rate, with about 74 percent of respondents calling it a major priority. "It's not especially surprising," Chen Zhao, Redfin's head of economic research, told Newsweek via email on Friday. "People have always weighed different priorities when buying a home, and the right balance depends on each household's circumstances. "What stands out in this survey is that affordability challenges are now strong enough to shift the threshold for what people are willing to give up. Safety is typically considered a fundamental need, but in today's market, some buyers feel they have no choice but to make concessions in that area if it means achieving homeownership." Priorities like safety, avoiding high-crime areas and being cognizant of environmental factors "has consistently ranked among the top considerations for buyers in our surveys," she added. "That's remained steady over time, though climate-related concerns have become more prominent," Zhao said. "Severe weather events have grown more frequent and costly in many parts of the country, and people are increasingly aware of how those risks can impact their quality of life, insurance costs, and a home's long-term value." Rounding out the top five "must-haves" were the following: Living in an area where homes are at a low risk of climate or natural disasters (68 percent) Access to grocery stores and farmers' markets (67 percent) Number of bedrooms (64 percent) Other notable items house hunters describe as non-negotiables include indoor space and square footage (63 percent); yard and outdoor space (62 percent); home type, such as a single-family dwelling (60 percent); number of bathrooms (58 percent); and space to work remotely from home (57 percent). Asked if some homeowners may be compromising more overall nowadays due to the state of the housing market and generally higher costs in many markets, Zhao said they are due to borrowing costs having made it much harder for buyers to find a property that checks all their boxes. "In many cases, they're expanding their search geographically, reducing their wish list or accepting trade-offs they wouldn't have considered five or ten years ago," she said. "Unfortunately, for some buyers, that means purchasing in areas that may carry higher safety risks, whether due to crime, natural hazards or other factors. It's a reflection of how constrained the market is right now." What People Are Saying Katie Shook, a Redfin Premier agent in Phoenix, in a statement: "Prices are starting to come down, but buyers–especially first-timers–are still battling with affordability. Buyers want a home that fits their practical needs: They're looking for a bedroom for every kid, space to work from home or an easy commute, things like that. Some more luxurious features, like a fully finished backyard with a pool or a recently renovated kitchen, aren't as valuable to buyers as they used to be. What Happens Next As home prices level off or decline in major metros and inventories are projected to increase, industry analysts expect affordability to improve modestly in more markets by the end of 2025. The median asking rent climbed 1.7 percent—the equivalent of $30—in July compared to a year earlier, reaching $1,790. It was the largest increase since January 2023 and the second consecutive year-over-year increase of 2025 after the one reported in June, when rent rose 0.4 percent. Renters Stuck Between a Rock and a Hard Place The U.S. is going through a once-in-a-generation housing affordability crisis that has pushed homeownership out of reach for millions of Americans. As a result, the renting population has grown across the country, especially in suburban areas, as renting remains more affordable than buying almost everywhere in the nation. But rental costs also surged during the pandemic, as low supply met surging demand. Even as they have been stabilizing and even falling since reaching their peak in mid-2022, rent prices remain much higher than they were before the COVID-19 health emergency. American tenants are stuck between a rock and a hard place: nearly half of over 21 million renter households in the country have been cost-burdened, meaning they spent more than 30 percent of their income on housing costs in 2023, according to the U.S. Census Bureau. But buying a home is not an option, as prices remain sky-high, mortgage rates are still hovering between 6 percent and 7 percent, and other costs—including home insurance premiums and property taxes—are on the rise. Why Rents Are Rising Again Rents are rising because the supply of rental units across the country is shrinking, according to Redfin, and possibly shifting the power toward landlords. "Asking rents may be climbing because shrinking apartment supply is coinciding with growing renter demand, which is being fueled by the high cost of homeownership," said Redfin Senior Economist Sheharyar Bokhari in a press release. "Rents have been sluggish for the past two years because the pandemic building boom created a surplus of supply, which left landlords scrambling to fill vacancies and gave renters negotiating power. But now a slowdown in apartment construction may be shifting the balance of power toward landlords." In some parts of the country, especially Florida and Texas, the rise in demand for rental units and homes during the pandemic sparked a construction boom that saw these states adding hundreds of properties to their market. But in the midst of the current slowdown in the U.S. housing market, due to dwindling demand, falling sales, and growing inventory, developers have been cutting back on new projects. Permits to build multifamily housing (normally used for rental units) have fallen 23.1 percent since the pandemic construction boom, according to Redfin. Where Rents Are Rising the Most The biggest year-over-year increase in the nation was reported in San Jose, California, where the median asking rent jumped by 8.8 percent in July. Chicago, Illinois, followed with an 8.6 percent increase. It was trailed by Washington, D.C. (8.5 percent), Pittsburgh, Pennsylvania (7.7 percent) and Philadelphia, Pennsylvania (7.5 percent). These metropolitan areas are seeing these huge increases because supply is shrinking. In San Jose, permits to build apartments in the city have fallen 74.5 percent since the pandemic, according to Redfin. In Philadelphia, permits fell by 62.1 percent. Curiously, Pittsburgh actually experienced one of the biggest increases, at 131 percent. Rent fell year-over-year in July only in these metros where supply has risen the most in recent months. Jacksonville, Florida, reported the biggest decline at -3.5 percent, followed by Austin, Texas (-2.6 percent), Louisville, Kentucky (-2.4 percent), Cincinnati, Ohio (-1.7 percent), Phoenix, Arizona (-1.1 percent), Cleveland, Ohio (-1 percent), and Orlando, Florida (-0.2 percent).

Even as other cities around the country have softened over the last six months, Kansas City's inventory remains tight enough that listings last just seven days on average, according to Zillow. 'Midwestern cities like Kansas City have strong economic fundamentals, diversified job bases and home prices that stayed relatively low compared to coastal hubs,' explains Fred Loguidice, founder of Sell My House Fast Ohio. Compare that to just 30.9% of listings selling under asking. 'Many buyers, particularly first-time homebuyers, have not been able to afford monthly payments at a 7% or more mortgage rate,' adds Loguidice. 'Fannie Mae anticipates mortgage rates could level out at about 6.2% by the end of 2026, and that would be enough to put many of these buyers back into the market.' Allentown, PA Median home price: $307,836 Median days on market: 7 Well positioned between Philadelphia and New York City, Allentown has increasingly served as a commuter haven for workers who only need to report to the office in person periodically. Just 28% of listings in Allentown sell below asking price, to give a sense for the strong demand. Leon Fisher, real estate advisor at Zook Cabins, sees a housing market poised for a surge in prices. 'Prices have increased 3.5% in Allentown despite high mortgage rates — seven times the national rate of 0.5% — which shows how strong demand already is,' Cabins said. 'If rates drop, the market would strain in release.' 'Worcester sits just outside Boston, with a nearly $300,000 gap in home prices,' adds Fisher. 'That affordability gap has long made it a commuter hub and spillover market when Boston overheats.
