Overcrowded, Understaffed and Unsafe: One Woman's Night in Atlanta's City Jail
Arrested under suspicion of DUI, the 32-year-old mother was booked into the Atlanta City Detention Center (ACDC) around 11 p.m. that night.
Grant admits to speeding but denies being intoxicated. She believes the officer was upset that she requested a field sobriety test and chose to arrest her instead. After she was handcuffed and placed in the back of the police car, she said the officer then offered her a Breathalyzer, which she refused.
Grant is a full-time advocate and community organizer working with currently and formerly incarcerated women. So it felt like an unfortunate twist of fate when she found herself behind bars in one of the jails she regularly visits.
'I asked to be taken to the diversion center instead of ACDC, and I was denied that option,' she told Capital B Atlanta.
When Grant arrived at the jail, she said, she was able to get in contact with her husband before she was put in a cell with two other women. One she said was visibly drunk and cursing at corrections officers, and another who she thought was experiencing withdrawal symptoms had a large open wound on her leg.
Throughout the night, Grant said, she asked to be given water and was ignored, until an officer offered her water out of his own cup. When she asked for a new cup, he declined and continued to disregard her pleas.
'I got there at 11 o'clock at night, it's now 6 o'clock in the morning and I haven't gotten water or a phone call since … so I'm just crying,' she said.
Grant said the treatment she and the other people detained in the jail that night was unprofessional, and she made it known.
'I said, 'We really push [the incarcerated women we work with] to respect y'all, because y'all are doing y''alls jobs, but to see how y'all treat people is really crazy,'' she recounted.
Once the corrections officers found out she was with Women on the Rise, a local organization working to combat mass incarceration and empower formerly incarcerated women, she said her treatment changed. She was allowed to leave her cell and make a phone call at 6:15 a.m.
'I call my husband, and he's like, 'Yeah, I've been sitting in the lobby since 2:30. Your bond has been posted since 2 o'clock,'' she said.
Grant was relieved to be released at 6:30 a.m. on Saturday morning so she could spend Mother's Day with her 4-year-old son. Still, the overall experience left a bitter taste in her mouth but even more committed to her work.
Since her release, Grant has hired an attorney, begun seeing a therapist, visited a psychiatrist and restarted mental health medication. She also plans to take a driving class before her August court date.
As the campaign and operations manager for Women on the Rise, Grant has been front and center with Communities Over Cages, a coalition of local organizations working to close the Atlanta City Detention Center.
Built in 1995 ahead of the Olympic Games, ACDC is owned and operated by the city of Atlanta. But it is not the responsibility of the city to maintain a jail. According to Georgia law, that responsibility falls to the county's elected sheriff, Patrick Labat. Facing an overcrowding crisis and deteriorating conditions at their main jail led Fulton County leaders to turn to Atlanta for help.
But even with access to a newer, not overcrowded jail, many of the same issues persist. Last fall, the U.S. Department of Justice released a 97-page report on the jail that described how policy, training, and systems of accountability do little to prevent excessive uses of force by corrections officers against incarcerated people.

'The DOJ report talks about the fact that the issue with Fulton County or with Rice Street isn't necessarily the condition of the building itself. It's the culture amongst [corrections officers] and that shit is carrying straight over to ACDC,' Grant said.
The four-year lease agreement between the city of Atlanta and Fulton County, that allowed for Grant to be detained at ACDC rather than in a Fulton County-owned jail, will end in December 2026, and the contract explicitly states renewal is not an option. With the lease's expiration date on the horizon, advocates like Grant are hopeful they can successfully get the city to close the jail once and for all.
Fulton County officials, however — such as Board of Commissioners Chairman Robb Pitts — have been vocal about wanting to purchase ACDC from the city. While Atlanta Mayor Andre Dickens has said he has no plans to sell or relinquish the jail to the county, Pitts told Capital B Atlanta that based on his own conversations with the mayor's office, he still believes it is a possibility.
This isn't the first time Atlanta has gotten this close to closing its downtown jail. In September 2018, former Mayor Keisha Lance Bottoms ended the city's eight-year agreement to house Immigrations and Customs Enforcement detainees in ACDC.
'As we work to achieve our vision of an Atlanta that is welcoming and inclusive, with equal opportunity for all, it is untenable for our City to be complicit in the inhumane immigration policies that have led to the separation of hundreds of families at the United States southern border,' Bottoms said in 2018.
For a while, it looked like the jail was close to being shuttered. Once it was no longer holding ICE detainees, the jail housed fewer than 50 people on average while operation costs continued to rise for the building that was designed to hold 1,300 people.
In May 2019, then-City Council member Dickens successfully authored and introduced a bill to create the Reimagining ACDC Task Force made up of residents, organizers, and local government representatives. The next week, Mayor Bottoms signed legislation authorizing the closure of ACDC with the goal of transforming it into a centralized hub for social services like behavioral health programs and job training and placement. Despite the task force developing four proposals for how to repurpose the facility in 2020, ACDC now houses over 400 people.
In December 2022 — at the end of one of the most deadly years at Fulton County's main jail on Rice Street, where 15 people died — the city of Atlanta entered into a four-year lease agreement with the county for up to 700 beds in the city's detention center. Two of the 19 people who have died in Fulton County custody since then were incarcerated at ACDC.
At the start of the lease, Fulton County was housing around 3,400 people in its main jail, which was built to hold 2,500. Half of those in custody were unindicted.
According to the county's public safety dashboard, the number of incarcerated people sleeping on portable or temporary bunks continued to rise in the months after the lease agreement began and did not reach zero until a year later.
'The leadership of the grassroots movement, especially Women on the Rise, gave the city a blueprint for how they could repurpose that space, and the city broke its promise,' said Tiffany Roberts, who served on the Reimagining ACDC Task Force, in an interview with Capital B Atlanta.

Roberts is also director of public policy at the Southern Center for Human Rights, who, along with Women on the Rise, was a vocal opponent of the lease with Fulton County and warned that it would not alleviate the overcrowding issue that the lease purported to address.
As a former criminal defense attorney with the Fulton County Public Defender's Office and then in her own private practice, Roberts saw how the jail was used to warehouse people who often didn't have the resources to pay for their own release.
'[I was] representing people who were homeless or who were profiled by police and were stuck at the detention center for city ordinance violations that were essentially either crimes of race or crimes of poverty,' she said.
Roberts has been telling officials and residents for years that overcrowding will not be solved until local elected officials address the root causes of the issue instead of throwing more money at police, prisons and prosecutors to lock up more people.
It was recently reported that the multi-million dollar Fulton County Center for Diversion and Services is barely utilized by the 15 police departments in the county, including APD, that are authorized to use the facility
'There should be incentives, for example, for police officers to use [diversion services] rather than arrest. Mayor Dickens has within his power to tell the police to deprioritize crimes of homelessness,' she said.
A representative from Grady Health System, which operates the diversion center, told the Fulton County commissioners last week that the staff sees an average of only three people each day.
Next year, Fulton County will have to find a way to house the 400, mostly women, that are currently being detained in ACDC. No announcements have been made yet, but prior to the lease, they were being detained at the south annex jail in Union City that the county has been renovating over the last year.
Legislation introduced in March by council member Antonio Lewis to begin planning a staged withdrawal of detainees has stalled in the Public Safety and Legal Administration Committee.
Roberts said now is the time for Atlantans to press local elected officials to prioritize uplifting Black communities, not criminalizing the people who live in them.
'We have to stop defaulting to this nonsensical belief that authoritarianism and over-policing is okay as long as Black people do it. We complain about other folks doing it at the national level, so we've got to be paying attention to what our local officials are doing,' she said.

What happened to Malia Harris? 2023 death ruled undetermined, family suspects foul play
A police report listed her shooting death as a homicide, but her family was later told she died by suicide. Much later, the Marion County Coroner's Office declared her manner of death undetermined. What happened to Malia Harris on the night of May 11, 2023, remains a mystery. Her loved ones question the only other person who was inside a southeast Indianapolis apartment when the 24-year-old was found shot in the chest. "For her to shoot herself is an absolute no for me," Her mother, April Harris, told IndyStar. "She's not here to tell her story, and if that death certificate doesn't say suicide, she didn't do that." She said her daughter was set to go on a family vacation ahead of Mother's Day. Her loved ones describe her as a young woman with goals she was working toward and excited about. But in the last six months of her life, she was in a situation they felt she couldn't escape. Even with "weird circumstances," her family feels surrounded by her death, there have been no arrests made in the case, and Indianapolis Metropolitan Police told IndyStar the case is still under investigation. At 10:50 p.m. on May 11, 2023, Indianapolis police were called to Fox Club Apartments in the 2400 block of Fox Harbour Drive for a person shot. Inside an apartment, they found Malia Harris unresponsive and took her to a hospital, where she later died. According to police documents, before the shooting, Malia Harris' boyfriend told police he was upset because he found sexually suggestive photos sent from another man to her phone, which led to an argument. But he claims he didn't shoot her. He gave police a statement, saying he was playing a video game in the living room when he heard a gunshot. He went inside her bedroom, saw her on the bed, and yelled, "What did you do?" before initially attempting to pick her up and take her to a hospital. He later called 911 instead. April Harris said the family was woken up by the news hours later. "A coroner came to the house at 1 a.m. and told us that Malia shot herself, and we were so confused," April Harris said. "We helped move her into that apartment months before, and I remember seeing (her boyfriend) around to help her move in, although he didn't really help. He was just there. So, we learned he had been living with her after she died." Right after the coroner visited, an IMPD detective arrived to give the family information police had gathered. "He couldn't find her phone, and the keys to her apartment and car were missing," April Harris said. "We had a spare key to both, so her dad and her sister went to the apartment to try to piece together what happened." When the family arrived, they searched her car outside and found her phone face down on the floor near the brake pedal. They said it seemed as if someone had placed it there neatly, rather than it being dropped and forgotten. "Then I remembered that she had a camera inside her apartment facing the living room. We went inside, and it was gone," April Harris said. The camera in the living room was synced to an app on Malia Harris' cellphone that family members watched with police. From what they could gather, there was calm before a storm. "She was stretched out on the ottoman in the living room, looking at her phone at 9 p.m.," April Harris said. "She had a wax warmer plugged in as if she were going to wax her legs later on that night. She looked relaxed. It just didn't look like the scene of a person who would be suicidal." Video footage captures 30 minutes before police arrive at the apartment, but then the camera goes offline, according to police documents. In still video images, the living room camera shows an angle of Malia Harris' boyfriend attempting to pick her up in her bedroom before the feed from the camera goes dark. A search warrant of the cloud later revealed no additional video recording from the night. IndyStar made numerous attempts to reach out to Malia Harris' ex-boyfriend, but he couldn't be reached for comment. IndyStar is not naming him because he has not been arrested or charged with the crime. In the days following the shooting, the close-knit family learned new information that shocked them even more. Malia Harris had a firearm, unbeknownst to her parents. Her ex-boyfriend also had a firearm, but police records reveal only Harris's DNA was found on the weapon that killed her. She was left-handed, and based on the scene, she was shot in the chest, which would later be confirmed by the Marion County Coroner's Office as her cause of death. While looking through her phone, the family noticed direct messages from Harris to the friends of her ex-boyfriend on Instagram. The night of the shooting, one of the friend's messaged, "Y'all playing right?" and tried to video call Malia Harris' account. In another DM, the 24-year-old said, "If he waves this gun in my face one more time," while venting to them about his behavior. Previous messages reveal her sharing that she didn't want to be another Da'Tara Johnson, an 18-year-old Indianapolis teen who was fatally shot by her boyfriend in 2022. April Harris even reached out to Johnson's mother via TikTok after trying to research the teen and discovered that they shared the same IMPD detective for their daughter's cases. Along with messages that made loved ones feel like the young woman was in a potentially volatile relationship, April Harris said a coworker from her daughter's job overheard an argument between the couple after being accidentally dialed. "They heard him say, 'B----, I'll kill you,'" Harris said. "But of course, a detective can't use that in court unless it's coupled with other evidence. I just wish someone had said something sooner if they saw or heard stuff like that." The family remembers helping Malia Harris into her apartment months before the shooting. Her ex-boyfriend was there, but her loved ones thought he was just a friend initially there to help her move in. "I remember handing over the keys and telling her this was her space, but I asked Malia not to have a man move in with her," April Harris said. "We weren't closed off as a family, though. Any of my other girls, if they had boyfriends, we invited them over all the time. He never wanted to come." Counting all of these circumstances as red flags, even with a lack of evidence to make an arrest, the case still leaves her loved ones wondering if there was more to Malia Harris' death. "To know her dad is to know that he didn't play about none of his girls," Harris said. "Had he known that boy was living with her, he would have drove him away." Malia Harris was the oldest daughter of three girls and had just graduated from Empire Beauty School. She was an esthetician and looked forward to a career making people feel confident and beautiful. The family says they see the man around the city often, and can't help but feel sad, not knowing what really happened inside that apartment. They were told by the detective that the case is at a standstill. "He either needs a confession or he needs whatever was on that camera," Harris said of the detective investigating her daughter's death. "Or if someone says something and comes forward, we could finally have peace." She was trying to save a dying woman shot outside Jackson Square. Her purse was stolen
A court publication ban now prohibits identifying the 17-year-old suspect in the Belinda Sarkodie homicide. His name and photo were previously released under a temporary court order. When gunshots rang out around 5:30 p.m. on July 11 outside a busy Jackson Square , Flora Mason ran to help. She first went to try to help a man bleeding on the King Street East sidewalk, near the stairs to the mall's rooftop. With the help of another bystander, she said she ripped up a long shirt so it could be used as a tourniquet. Then she heard there was another victim, a woman unconscious. Mason said she went over to help. The man survived — but tragically, 26-year-old Belinda Sarkodie was killed. Mason only realized her purse was missing in the aftermath, while giving a statement to Hamilton police. 'When (the officer) asked me for identification, that's when I realized I didn't have it,' she said. Hamilton police have charged a woman with stealing the purse of a Good Samaritan who tried to help Jackson Square shooting victims. On Thursday police announced they have arrested and charged a 35-year-old woman with stealing Mason's purse. 'While providing assistance to 26-year-old Belinda Sarkodie, who tragically lost her life in the incident, this Good Samaritan became the victim of an opportunistic theft,' police said about the theft. Mason isn't sure where she set her bag down during the ordeal but was dismayed when she realized someone had taken it. The bag was a birthday and Mother's Day gift from her kids, she said, adding that they were so excited to pick it out and give it to her. It was a cheetah print bag, with a gold emblem on the front, with red detailing and an adjustable red strap. Inside the bag she had money, her bank and credit cards, identification and some charms she liked to carry for luck. After the shooting her money was spent and a credit card was used. Police used surveillance video and transaction records from stores to identify the suspect. Mason said she was initially worried about identify theft, but it seems the suspect was only interested in money. While police arrested the alleged culprit, the missing bag has not been located. Mason said she was told the woman claimed she gave the purse away. Police called Mason Wednesday night to let her know about the arrest. 'At least there is some resolution,' she said, adding that she was grateful. The 35-year-old woman is facing multiple charges including theft under $5,000, two counts each of fraud under $5,000, possession of property obtained by crime under $5,000, use credit card, and possess credit card, along with failing to comply with probation. Since the shooting, Mason — who said she already had post-traumatic stress disorder (PTSD) before witnessing the tragedy — now feels more isolated. She tried to go to a vigil at King and James streets for Sarkodie, but said she only made it as close as about a block and half away. She couldn't go any further. 'It overtook me,' she said. So, she grabbed a coffee and sat quietly in Gore Park. The investigation into the shooting is ongoing, including the search for the 17-year-old suspected gunman wanted for second-degree murder and attempted murder. Police believe the man shot was among a group of three males who were targeted. Sarkodie is the second innocent bystander killed in a shooting this year. 'This incident serves as a reminder that while tragic events often bring out the best in our community, there are unfortunately individuals who attempt to take advantage of moments of crisis,' police said about the purse theft. 'We continue to commend the courage and compassion shown by those who assisted Belinda that day, and we remain committed to holding those who exploit such moments accountable.'
