Over 5.76 lakh Bihar electors are enrolled at multiple places: EC data
As the Special Intensive Revision (SIR) of the state's voters' list continues, official data also states that out of nearly 7.90 crore electors, over 35.69 lakh were not found at their addresses during the house-to-house visit of booth-level officers.
According to data, over 17.37 lakh electors have probably permanently shifted.
The poll authority underlined that the figures will change in the coming days.
On July 14, the poll panel had said that the names of over 6.60 crore or 83.66 per cent of the total 7.89 crore electors of Bihar will be included in the draft electoral roll to be published on August 1.
The list will include all electors whose forms have been received by the deadline.

Opposition's protests over SIR in Bihar, Operation Sindoor bring Parliament to a standstill for second day in row
The Opposition disrupted proceedings in both Houses of Parliament for the second consecutive day on Wednesday over the Election Commission's Special Intensive Revision (SIR) in Bihar and Operation Sindoor, leading to adjournments till Thursday. While Lok Sabha was first adjourned till noon by Speaker Om Birla and then till 2 pm by Chair Sandhya Rai before being adjourned for the day, it did witness scant legislative business with the introduction of two significant Bills — the National Sport Governance Bill, 2025, and the National Anti-Doping Amendment Bill, 2025, by Union Minister for Youth Affairs and Sports Mansukh Mandaviya. Proceedings in Rajya Sabha, however, got completely drowned amid the Opposition's demand for a discussion on both issues. Union Agriculture Minister Shivraj Singh Chouhan, after the commencement of the proceedings, appealed to the protesting Opposition members to be part of the Question Hour since 11 of the 20 questions admitted pertained to farmers' welfare. Chouhan said the government also sought to inform the nation's farmers of various schemes and measures meant for them; this was followed by the Speaker's intervention. 'Today, a discussion on issues related to the country's farmers is supposed to take place…(but) you do not want Question Hour to take place. You do not want to discuss issues related to farmers,' Birla said. 'You bring placards to indulge in chaos — this is not in congruence with the traditions of the House. I appeal to all of you to go back to your places and be seated…and engage in a comprehensive debate on the issues of the country's farmers… This House is for discussion and communication, not sloganeering,' Birla said. The proceedings resumed at noon with BJP MP Sandhya Rai in the Chair amid slogans of 'SIR wapas lo (Roll back SIR).' She too appealed to the Opposition members to resume their places but to no avail. Despite the din, Mandaviya was able to introduce the two Bills. After another appeal by Rai to abide by the decorum of the House went unheeded by the Opposition, proceedings were adjourned till 2 pm. As the House resumed at 2 pm, the Opposition members resumed sloganeering. Telugu Desam Party's (TDP) Krishna Prasad Tenneti, who was in the Chair, appealed to the protesting members to return to their seats as an important Bill related to the Scheduled Tribes (STs) of Goa was about to be tabled. 'This is not appropriate that you are not giving opportunity to an ST-related bill. Let there be a discussion on the STs of Goa,' he said. As the protests continued, Tenneti adjourned the House for the day. Oppn seeks discussion on SIR, air safety in RS Rajya Sabha, meanwhile, saw a complete washout as proceedings were marked by adjournments after Deputy Chairman Harivansh rejected notices demanding a discussion on SIR, prompting protests. Parliamentarians from all Opposition parties, including Leader of Opposition Mallikarjun Kharge, protested the rejection of notices, and Harivansh adjourned the House till noon. The day began with Union ministers laying papers on the table of the House. Harivansh then informed the House that he had received 25 notices under Rule 267 (which allows MPs to suspend rules for urgent discussions with the Chair's consent). These notices demanded a discussion on issues ranging from SIR of electoral rolls in Bihar, displacement caused by demolition of slums in Delhi, discrimination against migrant workers from Bengal in other states, and the growing number of air safety incidents. Harivansh rejected all notices on the grounds that they did not conform to past rulings and directives. This prompted an uproar from Opposition members, who stood up and reiterated the demand, especially the discussion on SIR, leading to an adjournment till noon. Later, Harivansh sought the cooperation of MPs for conducting business during Zero Hour and urged them to let Marumalarchi Dravida Munnetra Kazhagam (MDMK) MP Vaiko speak as his term was set to conclude on July 25. Amid protests and sloganeering, Vaiko raised the issue of the arrests of Indian fishermen by Sri Lanka. When the House reconvened, Ghanshyam Tiwari took the Chair and resumed business with Question Hour. He called on Communist Party of India's P Sandosh Kumar to ask a supplementary question but the protests continued. The MP also demanded a discussion on SIR. Tiwari soon adjourned the proceedings till 2 pm. When Rajya Sabha reconvened at 2 pm, Vice-Chairman Bhubaneswar Kalita called on Ports, Shipping and Waterways Minister Sarbananda Sonowal to move the Carriage of Goods by Sea Bill, 2025, for consideration. While the minister moved the Bill, the Opposition continued protesting over the SIR issue. With the MPs continuing to demand that Leader of Opposition Mallikarjun Kharge be allowed to speak on the matter, Kalita adjourned the House till 11 am on Thursday.

Appointment of IOA CEO to be ratified by EC, announcement likely on Thursday
New Delhi, Jul 23 (PTI) The long-standing bitter conflict within the Indian Olympic Association (IOA) is set to end with the majority of Executive Council members, who have been at loggerheads with president PT Usha, expected to ratify Raghuram Iyer's appointment as CEO. The warring EC members had refused to ratify Iyer's appointment made by Usha in January 2024, the bone of contention being the Rs 20 lakh per month salary for the CEO, along with other perks. A stormy Executive Council meeting in September 2024, which was virtually attended by an official of the International Olympic Committee (IOC), had failed to break the impasse. It has been learnt that a rapprochement is set to take place on the prodding of the sports ministry. 'The EC members have agreed to ratify Iyer's appointment and it's likely to be announced on Thursday," a source privy to the development told PTI. The warring EC members are meeting informally on Wednesday evening. A press meet has been called on Thursday, in which Usha and most of the EC members will be present. 'There will have to be at least a working relationships (between Usha and warring EC members), so a rapprochement process has started," an Executive Council member said. 'We are doing it for the good of Indian sport, especially in view of the fact that we are hoping to host the 2036 Olympics." There has been no Executive Council meeting since September 2024 and no Annual General Body Meeting since March 2023. After PT Usha's election as chief, the IOA took a long time to appoint a CEO mandated under the constitution. The process began only after the IOC's repeated warnings. But when the appointment was made, 12 EC members refused to ratify Iyer for the post. Usha had said that Iyer has been working without pay as his appointment is yet to be ratified by the EC. There have been allegations and counter-allegations from both the sides and the EC members even notified a no confidence motion against Usha last year only to be dropped later. The to-and-fro from the two sides, though, reduced after India submitted a formal expression of interest for hosting the 2036 Olympics towards the end of last year. India is currently in the 'continuous dialogue process" with the Future Host Commission of the IOC, despite a 'pause" on the process announced last month by the world body. Bihar Electoral Roll Revision: ‘Missing' 56 Lakh Voters Will Be Dropped
The ECI said among the 56 lakh, at least 20 lakh are dead, 28 lakh permanently migrated, seven lakh registered at more than one place and one lakh untraceable With just two days left for the July 25 deadline to submit enumeration forms under Bihar's Special Intensive Revision (SIR), at least one lakh electors remain untraceable, the Election Commission has found. In total, more than 56 lakh names are set to be dropped from the draft roll as of Wednesday. As per the data from the Election Commission of India (ECI), among the names which will be dropped from the draft roll, expected on August 1, at least 20 lakh are reported dead, 28 lakh permanently migrated, seven lakh registered at more than one place and one lakh untraceable voters. The poll body on Wednesday evening shared that over 98% electors have been covered under the drive. A total of 7.17 crore electors have submitted the enumeration forms which also have been digitised. Just 15 lakh enumeration forms are remaining, the ECI said. The poll body also said that Bihar electors who are temporarily residing outside the state, and have not registered as electors elsewhere, can fill their form online at or through the ECINet mobile app, or take a printout of the form. 'They can fill and sign the printed form and send it to their BLO through a family member, or they can fill and sign their printed form and send the printed form to BLOs' mobile via WhatsApp," the ECI added. The names of electors who have submitted the enumeration form will be included in the Draft Electoral Roll. Electors can confirm the submission of their forms at 'The Commission has sent SMS messages to all such electors whose mobile numbers are given in the enumeration forms," the ECI said. On August 1, at the completion of the first phase of SIR, the draft electoral roll will be published. 'If there is any error in the draft electoral roll, any elector or political party can file an objection regarding the inclusion of the name of any proposed elector with the concerned ERO or AERO of that Assembly Constituency by September 1. Similarly, if any eligible person does not find their name in the Draft Electoral Roll, they can file their claims up to September 1," the ECI said. The SIR drive is seen as a crucial step towards cleaning and strengthening Bihar's electoral rolls ahead of the upcoming elections – to be held towards the year-end.
