Who is Francesca Albanese, the UN expert sanctioned by the US?
UN special rapporteur Francesca Albanese has been an outspoken critic of what she describes as the Israeli 'genocide' against Palestinians in the Gaza Strip. She has also strongly supported the arrest warrants issued against Israeli Prime Minister Benjamin Netanyahu by the International Criminal Court (ICC).
US Secretary of State Marco Rubio announced the sanctions for what he said were 'illegitimate and shameful efforts' by the special rapporteur to engage with the ICC to 'prompt action' against America and Israel.
'Albanese's campaign of political and economic warfare against the United States and Israel will no longer be tolerated,' Rubio posted on X on Wednesday (July 9).
Albanese is an international lawyer who has been a UN special rapporteur on human rights in occupied Palestinian territories since May 2022. She is an affiliate scholar at the Institute for the Study of International Migration at Georgetown University, and a specialist in human rights and the Middle East.
Albanese is co-author of Palestinian Refugees in International Law (2020), and has written extensively on Palestine and the mandate and work of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA).
Albanese has strongly condemned Israel's actions in Gaza since the beginning of its campaign against Hamas in October 2023, and of the Trump administration's repeated attempts to silence voices that are critical of Israel.
On July 3, while addressing the United Nations Human Rights Council (UNHRC), she accused Israel of 'one of the cruellest genocides in modern history', and described the situation in Gaza as 'apocalyptic'. Israel's actions were part of a decades-long 'settler colonial project of erasure' that had been escalated in recent months through the use of military force, starvation, and mass displacement, Albanese said.
The special rapporteur is an independent expert appointed by the UNHRC to report on situations of human rights violations in occupied Palestinian territories. The mandate of the special rapporteur derives from the 1993 resolution of the Committee on Human Rights.
The rapporteur works with governments and civil society, and reports her assessment of the human rights situation publicly. She makes regular site visits and reports annually to the UNHRC, which provides her with logistical assistance.
The ICC is an international tribunal headquartered in The Hague, Netherlands. The ICC was established by the Rome Statute, an international treaty that was adopted on July 17, 1998, and entered into force on July 1, 2002.
The ICC aims to 'end impunity for the perpetrators of the most serious crimes of concern to the international community' — genocide, crimes against humanity, war crimes, and the crime of aggression.
The ICC, which has a cooperative and complementary relationship with the UN, is the only international court with the jurisdiction to prosecute individuals. It has charged Netanyahu and Israel's former Minister of Defence Yoav Gallant with crimes against humanity and war crimes in Gaza for allegedly depriving Palestinians in the enclave of 'objects indispensable to their survival, including food, water, and medicine'.
Rubio said that the US and Israel are not parties to the Rome Statute of the ICC, and Albanese's actions were therefore 'a gross infringement on the sovereignty of both countries'. He alleged that Albanese had 'spewed unabashed antisemitism, expressed support for terrorism, and open contempt for the United States, Israel, and the West'.
Rubio described Albanese's support for the ICC's arrest warrants against Netanyahu and Gallant as 'biased', and accused her of sending 'threatening letters' to various entities, including American companies across different sectors.
The sanctions have been imposed under President Donald Trump's Executive Order 14203, 'Imposing Sanctions on the International Criminal Court,' Section 1(a)(ii)(A), signed on February 6, 2025. The order imposed sanctions against individuals associated with the ICC, which it said had 'engaged in illegitimate and baseless actions targeting America and its close ally Israel'.
This section of the order allows the US to sanction individuals who have 'directly engaged in any effort by the ICC to investigate, arrest, detain, or prosecute a protected person without consent of that person's country of nationality'.
Last month, the Trump administration sanctioned four ICC judges for 'illegitimate and baseless actions' against the US and its allies.

Netanyahu hints truce talks now focus on release of all hostages at once
Israeli Prime Minister Benjamin Netanyahu on Tuesday hinted that ceasefire efforts in Gaza are now focused on a comprehensive deal that would release the remaining hostages all at once, rather than in phases. Arab officials told The Associated Press last week that mediators Egypt and Qatar were preparing a new framework for a deal that would include the release of all remaining hostages in one go in return for a lasting ceasefire and the withdrawal of Israeli forces. The long-running indirect talks appeared to break down last month. But a Hamas delegation arrived in Cairo for ceasefire talks on Tuesday, Egypt's state-run Qahera news channel reported, a sign that efforts have not been abandoned after 22 months of war. Israel has threatened to widen its military offensive against Hamas to the areas of Gaza that it does not yet control, and where most of the territory's 2 million residents have sought refuge. Those plans have sparked international condemnation and criticism within Israel, and could be intended to raise pressure on Hamas to reach a ceasefire. The militants still hold 50 hostages taken in the Oct. 7, 2023, attack that sparked the war. Israel believes around 20 of them are alive. **I want all of them In an interview with Israel's i24 News network broadcast Tuesday, Netanyahu was asked if the window had closed on a partial ceasefire deal. Egyptian Foreign Ministry Badr Abdelatty told reporters that Cairo is still trying to advance an earlier proposal for an initial 60-day ceasefire, the release of some hostages and an influx of humanitarian aid before further talks on a lasting truce. I think it's behind us, Netanyahu replied. We tried, we made all kinds of attempts, we went through a lot, but it turned out that they were just misleading us. I want all of them, he said of the hostages. The release of all the hostages, both alive and dead - that's the stage we're at. He added, however, that Israel's demands haven't changed, and that the war will end only when all hostages are returned and Hamas has surrendered. He has said that even then, Israel will maintain open-ended security control over the territory. Hamas has long called for a comprehensive deal but says it will only release the remaining hostages in return for the release of Palestinians imprisoned by Israel, a lasting ceasefire and an Israeli withdrawal from Gaza. The militant group has refused to lay down its arms, as Israel has demanded. **UN warns about starvation, malnutrition The United Nations on Tuesday warned that starvation and malnutrition in Gaza are at the highest levels since the war began. UN spokesman Stephane Dujarric reported the warning from the World Food Program and said Gaza's Health Ministry told UN staff in Gaza that five people died over the last 24 hours from malnutrition and starvation. The ministry says 121 adults and 101 children have died of malnutrition-related causes during the war. Against this backdrop, humanitarian supplies entering Gaza remain far below the minimum required to meet people's immense needs, Dujarric said. The UN and its humanitarian partners are doing everything possible to bring aid into Gaza, he said, but still face significant delays and impediments from Israeli authorities that prevent the delivery of food and other essentials at the scale needed. Hamas-led militants abducted 251 people and killed around 1,200 people, mostly civilians, in that 2023 attack. Most of the hostages have been released in ceasefires or other deals. Israel disputes its figures but has not provided its own. **Israel says it struck militants disguised as aid workers In a separate development, the Israeli military said it recently struck a group of militants in Gaza who were disguised as aid workers and using a car with the logo of international charity World Central Kitchen. The army said it carried out an airstrike on the men after confirming with the charity that they were not affiliated with it and that the car did not belong to it. World Central Kitchen confirmed that the men and the vehicle were not affiliated with it. We strongly condemn anyone posing as World Central Kitchen or other humanitarians, as this endangers civilians and aid workers, it said in a statement. The military shared video footage showing several men in yellow vests standing around a vehicle with the charity's logo on its roof. The military said five of the men were armed. The charity, founded in 2010, dispatches teams that can quickly provide meals on a mass scale in conflict zones and after natural disasters. In April, an Israeli strike killed seven World Central Kitchen workers in Gaza. Israel quickly admitted it had mistakenly killed the aid workers and launched an investigation.

Mumbai police inform Bombay High Court of nod for CPI(M) Gaza crisis protest
Mumbai police on August 12, 2025, informed the Bombay High Court that it has agreed to allow the Communist Party of India (Marxist) [CPI(M)], to hold a peaceful protest at Azad Maidan in Mumbai, condemning the ongoing humanitarian crisis in Gaza. 'The protest will be held on August 20, between 3 p.m. and 6 p.m., for the protesters to express their thoughts on the genocide purportedly occurring in Gaza,' the police told the Division Bench of justices, Ravindra Ghuge and Gautam Ankhad. Additional Public Prosecutor S.C. Gavand told the court that the protest must comply with the legal requirements and be confined to the designated demonstration area. Representing the petitioners, Senior Advocate Mihir Desai assured the Bench that the organisers will adhere to the draft regulations under the Maharashtra Police Act, which require organisers to ensure the event remains orderly and confined to designated protest areas and said, 'I hope neither of us comes back on the 21st.' On Monday (August 11, 2025), Mr. Desai had informed the court that the Pune police gave permission last week to hold a similar protest. To this, the court asked the APP to check if the protest can be allowed with some conditions in place to ensure law and order in the city. on Tuesday, after hearing that the permission is granted, the court disposed of the petition. This is not patriotism,' the Bench noted, urging the political party to prioritize citizen-centric issues like garbage disposal, pollution, drainage, and flooding instead of distant geopolitical conflicts. Following the court's observation, the CPI(M) released a press note the same evening, 'The Polit Bureau of the CPI(M) strongly condemns the observations of the Bombay High Court Bench while rejecting an application by the party to challenge the Mumbai Police's refusal to allow a protest action against the ongoing Israeli genocide in Gaza. Ironically, the Bench appears to be unaware of either the provisions of the Constitution which enshrines the rights of a political party, or the history of our country and our people's solidarity with the Palestinians and their legitimate right to homeland.
