MEC calls for rapid response to fix Gauteng infrastructure
The meeting took place at the Tshwane Regional Hub and included the heads of Infrastructure Development and CoGTA, as well as the CEO of the Gauteng Infrastructure Financing Agency (GIFA).
Mamabolo called for relaunching the A-team – a group of engineers, artisans, inspectors and planners – to speed up repairs in areas affected by sinkholes, unsafe buildings, and failing infrastructure.

He said the team must now move from planning to action.
'We can't fix our problems without trust and empower professionals,' he said.
The MEC also encouraged better team collaboration, saying, 'We're under one roof now – let's act like it.'
As part of their work, the A-ieam will assess more than 4 000 public buildings and assets, worth over R54b. This will help guide future repairs and upgrades. With help from GIFA, they'll also create strong business cases to attract funding.
Mamabolo told the team to focus on real results and to be visible in communities.
'We need to see action on the ground,' he said.
The A-team gave a progress report so far and promised to speed up their work in the future.

A meeting held on August 19 revealed a municipality in crisis, with residents bearing the brunt of widespread service failures. The committee highlighted a number of critical issues: Service delivery failures: Residents of towns like Welverdiend have suffered from month-long electricity outages due to faulty transformers. The municipality's R1.4 billion debt to Rand Water has led to compromised water supply, with only 80% of service restored even after a R50 million payment. Infrastructure decay: The infrastructure in the Carletonville CBD continues to decline, and the municipality's own assessment shows it only achieved 34% of its service delivery targets in the past financial year. Non-compliance with directives: The committee noted that the municipality has failed to implement directives from the National Council of Provinces (NCOP). These directives, issued on April 1, 2025, included providing structured support, submitting monthly progress reports, and conducting forensic investigations into questionable procurement and appointments. The committee is particularly concerned that these issues have not yet been brought before the full Council. Questionable appointment: The committee also raised concerns about the appointment of a Deputy Chief Financial Officer in April 2024. The position does not align with the Municipal Finance Management Act (MFMA), and the committee will seek legal clarity from the MEC for CoGTA. Committee Chairperson, Hon. Mzi Khumalo, acknowledged that while Merafong faces significant challenges, there has been some progress in financial reporting and audit processes. He emphasized, however, that sustained recovery requires firm leadership, improved revenue collection, and stronger accountability. The committee has committed to rigorous oversight of the municipality's 10-point turnaround strategy and called on both the Department and the municipality to urgently comply with the NCOP's directives to address service delivery and governance failures.

The 2025 Women's Economic Empowerment Programme (WEEP), continued with the national women's month celebration theme of Building Resilient Economies for All, in the Kokstad Municipality on Tuesday. The KwaZulu-Natal Legislature multi-party women's caucus held a workshop to assist women-owned businesses in partnership with the Presidency, the South African National Empowerment Fund (NEF) and the Harry Gwala District Municipality. President Cyril Ramaphosa stated that the empowerment of women contributes to sustainable development, inclusive growth, and the cultivation of resilient communities when he spoke in Limpopo during women's month recently. He said about 40% of preferential procurement in the public sector is awarded to women-owned businesses. Siziwe Zulu, the NEF's Business Development Officer, said the full-day session equipped women entrepreneurs with the tools to access funding, win tenders, and comply with key business regulations. 'We had various support programmes. A motivational speaker reminded everyone that even if you come from a house that has nothing, you can be something,' she said. Zulu said the workshop offered practical business compliance guidance, tender readiness training, funding access sessions, and market linkages. 'This workshop is not just about information, it is about action. Women left knowing exactly how to apply for funding, how to win government tenders, and how to position their businesses for long-term growth. The fund is committed to walking this journey with them,' Zulu said. MKP calls for reconsideration of governance expert appointment in Pietermaritzburg

Image: KZN -Cogta The Umkhonto we Sizwe Party (MKP) in the Moses Mabhida region (MMR) wants the KwaZulu-Natal government to reconsider Dr Michael Sutcliffe's appointment as governance expert for the Msunduzi Municipality. Reverend Thulasizwe Buthelezi, the KZN MEC for Cooperative Governance and Traditional Affairs, appointed Sutcliffe to support the Msunduzi municipality on Tuesday. He stated that this was a crucial step towards implementing a comprehensive turnaround strategy for the municipality, and that the appointment follows a sustained outcry over deteriorating municipal infrastructure and a sharp decline in business confidence in the Pietermaritzburg CBD. Sutcliffe is a former eThekwini municipal manager and has also worked as a local government expert, supporting municipalities across the province. His immediate task is the implementation of a turnaround plan to restore service delivery, strengthen good governance, restore investor confidence and ensure sound financial management. Recent changes to Msunduzi also include the appointment of Felani Mndebele as the new Municipal Manager on August 1. Next Stay Close ✕ However, Srini Naidoo, a member of the MKP in MMR, demanded that Buthelezi reconsider the appointment and engage local stakeholders to identify a credible expert capable of addressing the municipality's crises. Naidoo described the appointment as a reckless gamble with public funds and the future of the beleaguered municipality. Naidoo, in his opinion, felt that Sutcliffe's track record as the eThekwini municipal manager between 2002 to 2011 was questionable and that Pietermaritzburg's challenges dwarf those of Durban. 'Msunduzi is drowning in financial chaos, with missing pension funds, unpaid debts, and a collapsing infrastructure that has driven businesses out of Pietermaritzburg's CBD,' Naidoo said. He added that every rand spent on a governance expert is a rand taken from critical services—water, electricity, and roads—that the community desperately needs. He said that previous interventions since 2010 have failed to stabilize Msunduzi, and members of MKP have already warned that without inclusive stakeholder engagement, this latest effort will follow suit. 'We call on the residents of Msunduzi, civic organisations to join us in opposing this appointment. We will not wait for the damage to be done. The time to act is now—before this plunges our municipality deeper into chaos,' Naidoo stated. Sandile Dlamini, ANC councillor and Chief Whip in the Msunduzi municipality, said that the ANC was grateful and honored to be allocated Sutcliffe. He described Sutcliffe as one of the best administrators in South Africa. 'We believe Mike will be bringing a lot of experience to the municipality. His working history is a testimony. Recently, he assisted the eThekwini municipality, which is much bigger than Msunduzi. This is our opportunity to learn from him in order to grow our municipality. He is warmly welcomed by all in the ANC,' he said. Jimmy Naidoo, the chairperson of the Northern Areas Residents and Ratepayers Association (NARRA) stated that they anticipate great things from Sutcliffe, who they believe comes with a strong reputation for turning things around in eThekwini Municipality. He said that NARRA hoped that Sutcliffe can address the ongoing challenges, starting with the billing system – ensuring fairness and accuracy for all residents. He said that consequence management is key to restoring confidence and service delivery in the municipality. 'We also urge him to prioritise solutions to prolonged water outages, such as the most recent nine-day crisis, and to introduce proper systems to prevent such disruptions. Most importantly, we want to see accountability and performance management – with non-performing officials being held responsible and, where necessary, removed from positions,' the association said.
