Bengal: Bid to meddle with functioning of state-run varsities, allege 12 teachers' organisations
Kolkata, Twelve university teachers' organisations on Friday accused the West Bengal government of attempting to meddle in the functioning of state-run higher educational institutions and "thrust the Human Resource Management Systems " on the varsities.
The organisations include the Jadavpur University Teachers Association, Calcutta University Teachers Association, Rabindra Bharati University Teachers Association, Bengal University Teachers Association, Teachers of Presidency University and Teachers of MAKAUT.
"We are of the opinion that whatever traces of autonomy of higher educational institutions are still left in the system shall be lost if this policy is implemented. Moreover, this policy shall turn universities into offices of the Higher Education Department by systematically snatching away all their rights, especially financial rights.
"It is a well-known fact that, as per the existing university acts the VC/registrar/finance officer of a university holds the position of Drawing and Disbursing Officer of that university. The HRMS threatens to change even these basic structures of universities," JUTA general secretary Partha Pratim Roy told reporters here.
Roy noted that the higher education department plans to appoint an officer to act as the DDO of the respective universities, which 'goes against the existing university acts and statutes'.
"What is more alarming is that the universities shall even lose the right to pay salary, extend promotion or retirement benefits, disburse PF and gratuity amount to its employees. Also, the university authority shall have no say if the salary of an employee is withheld by the government for any whatsoever reason, including political or personal," he told PTI.
The university teachers organisations said they will be forced to start a 'sustained movement, both on streets and in the courts', seeking justice for the varsity employees if the department goes ahead with the move.

India is working with its partners and friends on the UN Security Council to blunt Pakistan's moves, as Islamabad has been appointed to key counter-terror committees at the UNSC. Sources in New York told The Indian Express that Pakistan demanded to be the chair of the 1267 Sanctions Committee; 1540 (Non-Proliferation) Sanctions Committee; 1988 (Taliban) Committee and Chair of the 1373 Counter Terrorism Committee (CTC). Sources said the allocation of positions 'should have been undertaken by January 2025'. It is learnt that a 'lack of consensus and unreasonable demands' by Pakistan prevented a consensus being formed till June 2025. 'The Council members were not happy with this … attitude depicted by the Pakistan,' a source said. Pakistan had to be satisfied with 'only one full Chairship' — Chair of the 1988 (Taliban) Sanctions Committee [Russia and Guyana are the Vice-Chairs], sources said . The other positions are Vice-Chair of the 1373 CTC [along with France and Russia]; Sanctions Informal Working Group (IWG) [Co-Chair with Greece] and Documentation IWG [Co-chair with Denmark.] 'The… positions allocated to Pakistan is far below its… aspirations,' the source said. India also chaired the same 1988 (Taliban) Sanctions Committee during its UNSC 2021-22 term along with the Chair of the 1970 Libya Sanctions Committee. MLA, locals stage protests as water crisis deepens in Mango
Jamshedpur: Jamshedpur (West) MLA Saryu Roy led a sit-in outside the office of East Singhbhum deputy commissioner on Thursday to demand a permanent solution to the ongoing water crisis being faced by the residents of 36 wards of Mango Notified Area Committee (MNAC) during the summer months. Besides residents of Mango, several politicians from the NDA fold also attended. Roy said he was compelled to stage protests as despite his best efforts over the last four months, the problem remained unaddressed. "I suspect a conspiracy behind the problem. Despite assurances from the top officials at the secretariat level, the officials at the lower rung are not working to translate assurance into action," Roy claimed. Roy said some forces were conspiring to fail the Rs 125 crore Mango Drinking Water Project. The MLA stated that 75% of the population in Mango is not getting water in their taps, while the municipal and the drinking water and sanitation department officials are least bothered to repair the burntmotors of the water treatment plant and overhead water tanks. "At Baliguma, households are not receiving even a drop of water due to the delay in laying the water supply pipeline on NH 33," he said.
