Gadwal SP Orders Vigilance on Fake Seeds, Rainfall Safety, and Bakrid Security

Gadwal: In light of the continuous rainfall and the upcoming Bakrid festival, Jogulamba Gadwal District Superintendent of Police (SP) T. Srinivasa Rao, IPS, has directed all police personnel to remain on high alert. The instructions were issued during the monthly crime review meeting held at the district police headquarters, where officers reviewed the status of cases from the previous month and the progress of pending investigations. SP Srinivasa Rao stressed the urgent need to prevent the distribution and sale of fake seeds, especially during the agricultural season. He instructed police officials to work closely with Task Force teams to conduct regular surprise inspections of seed shops and warehouses, ensuring that only certified seeds are made available to farmers. He also emphasized the importance of educating farmers to purchase seeds only from authorized dealers. Addressing the risks posed by the early monsoon rains, the SP urged officers to monitor flood-prone areas, damaged roads, and waterlogged regions to avoid road accidents. He directed coordination with the R&B department to address identified accident hotspots and advised that police vehicles carry emergency supplies during patrols. He also highlighted the need to avoid crossing overflowing streams and culverts without precaution. In preparation for Bakrid, the SP instructed officers to monitor the district borders through vigilant checking at checkpoints to curb illegal cattle transportation. He mandated surprise inspections at these posts and instructed Blue Colt and Dial 100 teams to enhance visible policing in villages. Citizens were encouraged to report any suspicious activity through Dial 100 or their local VPOs. Further, the SP reviewed the implementation of the HRMS system, urging all staff to process leave requests, grievances, rewards, and disciplinary actions online to streamline administration. He also instructed that all case-related CD files be uploaded to the CCTNS system, and that actions taken on grievances received via the public outreach initiative "Prajavani" be documented and reported. In the interest of justice, the SP emphasized the importance of completing investigations of pending cases and filing charge sheets in court promptly. Officers were instructed to regularly review court proceedings, especially over weekends, to ensure victims receive justice and accused are punished appropriately. He also called for intensified patrolling to prevent illegal activities like gambling and bootlegging. The SP directed teams to conduct mega vehicle checking drives, community contact programs, and drunk-and-drive inspections regularly. Awareness campaigns on traffic regulations and cybercrime prevention were also stressed. The meeting was attended by DSP Mogilayya, Circle Inspectors Ravi Babu (Alampur), Srinivas (Gadwal), Tata Babu (Shantinagar), Station House Officers (SHOs), and officers from the IT and DC RB divisions.

Kolkata, Twelve university teachers' organisations on Friday accused the West Bengal government of attempting to meddle in the functioning of state-run higher educational institutions and "thrust the Human Resource Management Systems " on the varsities. The organisations include the Jadavpur University Teachers Association, Calcutta University Teachers Association, Rabindra Bharati University Teachers Association, Bengal University Teachers Association, Teachers of Presidency University and Teachers of MAKAUT. "We are of the opinion that whatever traces of autonomy of higher educational institutions are still left in the system shall be lost if this policy is implemented. Moreover, this policy shall turn universities into offices of the Higher Education Department by systematically snatching away all their rights, especially financial rights. "It is a well-known fact that, as per the existing university acts the VC/registrar/finance officer of a university holds the position of Drawing and Disbursing Officer of that university. The HRMS threatens to change even these basic structures of universities," JUTA general secretary Partha Pratim Roy told reporters here. Roy noted that the higher education department plans to appoint an officer to act as the DDO of the respective universities, which 'goes against the existing university acts and statutes'. "What is more alarming is that the universities shall even lose the right to pay salary, extend promotion or retirement benefits, disburse PF and gratuity amount to its employees. Also, the university authority shall have no say if the salary of an employee is withheld by the government for any whatsoever reason, including political or personal," he told PTI. The university teachers organisations said they will be forced to start a 'sustained movement, both on streets and in the courts', seeking justice for the varsity employees if the department goes ahead with the move.

The strategic meeting, themed "Driving Impact: Leadership beyond Bureaucracy," was held at the Sheikh Khalifa Diagnostic Centre Conference Room at Seychelles Hospital. The gathering provided a platform for senior government officials to align priorities, exchange insights on implementation challenges, and collaborate on solutions to enhance public service efficiency. This initiative underscores the administration's commitment to strengthening governance frameworks and improving service quality for citizens. The interactive session covered key areas, including adherence to legal protocols presented by Attorney General Vincent Perera, digital transformation in public service through IFMIS and HRMS implementation, and the enhancement of public service delivery via PMS. These discussions were facilitated by Chief Secretary Shella Mohideen and Principal Secretary Kevin Perin. In her opening address, Chief Secretary Mohideen emphasized the need for a reflective assessment of existing laws, procedures, and bureaucratic processes to determine their value in enhancing government services. Delivering the keynote address, President Ramkalawan issued a call to action, urging all accounting officers to embrace decision-making roles, eliminate unnecessary bureaucracy, lead with accountability, and foster collaboration by breaking down administrative silos to improve overall efficiency. "Let us make good decisions that will help move our country forward, decisions that will help remove frustration among our people," stated the President.
