Lucknow, To enhance investor facilitation and internal efficiency, Uttar Pradesh Industrial Development Minister Nand Gopal Gupta 'Nandi' on Monday launched the Human Resource Management System (HRMS) portal for Udyami Mitras at the Invest UP office here.The launch took place during a high-level review meeting on industrial development, export promotion and investment facilitation, an official statement said.The cloud-based HRMS portal , seamlessly integrated with the state's ' Nivesh Sarathi ' platform, is designed to digitise and streamline key administrative functions for Udyami Mitras, including attendance, leave, payroll, Form-16 generation and other HR operations.It provides real-time access to employee records, promotes transparency and reinforces administrative oversight across district and state levels. By transitioning from manual to system-based workflows, the portal enables end-to-end automation of HR processes, the statement said.The minister emphasised that this portal marks another milestone in strengthening the institutional framework for investor support in UP."Udyami Mitras plays a critical role in translating the state's investor-friendly policies into on-ground impact. With the launch of this HRMS system, we are further empowering them with digital tools to function more effectively," he said.Under the Mukhyamantri Udyami Mitra Yojana launched in 2023, over 110 trained Udyami Mitras have been deployed across districts and industrial authorities.They act as direct facilitators between investors and government, supporting tasks such as land identification, MoU tracking, investment proposal verification, industrial interactions and resolution of bottlenecks through platforms like Nivesh Mitra and Nivesh Sarathi.The HRMS portal is a forward-looking system that enhances operational efficiency, accountability and ease of doing business, the minister said."It will strengthen back-end governance and enable faster, more structured investor support," he added.During the review meeting, the minister also assessed the status of departmental coordination and directed swift resolution of pending issues. Discussions included plans and sector-focused initiatives being prepared for the upcoming ground-breaking ceremony.

UP unveils outreach strategy to attract investments ahead summit
Agency: PTI Last Updated: Lucknow, Jul 23 (PTI) After receiving investment proposals of over Rs 35 lakh crore during the 2023 Global Investors Summit, the Uttar Pradesh government is now rolling out an outreach drive to attract new investments, an official statement said. Invest UP, an investment promotion agency of the state, has crafted a comprehensive strategy, including national and international roadshows, to boost investor engagement, the statement said. International roadshows will be held in Singapore, Japan, South Korea, the UAE, Qatar, and Canada during September-October. While national-level roadshows will be organised across major Indian cities from December to early January 2026. The primary goal is to attract fresh investment proposals for the UP Global Investors Summit (GIS) scheduled for February 2026. The state government is set to organise the fifth Ground Breaking Ceremony (GBC-5) in November 2025, with an initial investment target of over Rs 5 lakh crore, the statement said. According to officials, this figure could rise to Rs 10 lakh crore. So far, Uttar Pradesh has implemented 16,478 projects worth Rs 12.10 lakh crore through previous GBCs. Of these, 8,363 projects worth Rs 4.33 lakh crore have already commenced commercial operations, while another 8,115 projects worth Rs 7.76 lakh crore are nearing operational rollout, the statement said. The outreach initiative aims to make UP a global investment destination through direct dialogue with investors, promotion of new policies, and active participation in international and national forums. The government is holding weekly meetings to update the strategy based on investor feedback. High-level meetings are also being held to generate new leads in collaboration with the Ministry of External Affairs (MEA). Adani Ports, others in race to set up Greater Noida Logistics Park
Gujarat-based companies Adani Ports & Special Economic Zone, Super Handlers, and Empezar Logistics are vying to set up a 174-acre multimodal logistics park in Greater Noida with an investment of at least ₹1,200 crore, said a minister in the Uttar Pradesh government. The Greater Noida Industrial Development Authority (GNIDA) had earlier invited bids to give the land on lease for 90 years for setting up the park. The facility will comprise cargo handling yards, warehousing centres, a skill development centre, and various logistics services for cargo terminal operations. "The project will create at least 5,000 jobs and speed up freight movement. We are examining all the proposals, and a decision will be taken soon," said Nand Gopal Gupta 'Nandi', minister for industrial development in UP, who also holds the portfolios of Export Promotion, NRI, and Investment Promotion. The proposed logistics park, Gupta said, is in line with the state's multi-modal logistics park policy 2024. The policy offers several incentives for investors. The logistics park is near the upcoming Noida International Airport and has easy access to the eastern and western dedicated freight corridors. It is also close to the CONCOR-operated dry port that handles container storage and processing. The 'Scheme for Allotment of Plot for Development of Multi Modal Logistic Park at Greater Noida' entails a minimum investment of ₹1,200 crore, excluding land cost. The project has been approved under the Greater Noida Master Plan 2041. The allotment of 174.1 acres of contiguous land at Kappa II sector in Greater Noida will be made on a leasehold basis for a 90-year period from the date of execution of the lease deed. The application, along with the requisite documents, will be scrutinised by a screening committee before it is finalised by an allotment committee. According to industry analysts, leasing activity in warehousing is likely to remain buoyant in 2025, driven by demand from ecommerce, third-party logistics firms, FMCG and retail sectors. Developers are also boosting supply in peripheral zones of major metros, backed by institutional capital and growing demand for compliant, efficient warehousing stock.
