Mizoram governor, BRO discuss fast-tracking strategic border roads and Aizawl bypass

Mizoram governor Gen. Vijay Kumar Singh and chief engineer of Project Pushpak, Border Roads Organisation (BRO), GP Singh, on Tuesday discussed critical infrastructure projects aimed at enhancing border security and improving connectivity in Mizoram, an official statement said on Tuesday.The chief engineer briefed the governor on crucial ongoing projects and proposals to which the latter assured his commitment to facilitating coordination with relevant central and state govt authorities to ensure swift approvals and funding for their timely implementation.The discussion highlighted six key projects, including the urgent need to upgrade the Kawnpui-Durtlang-Aizawl (K-D-A) road linking Aizawl with Cachar in Assam, and the necessity for securing funds from the ministry of home affairs (MHA).The need for fast-track disposal of land acquisition and forest clearance cases related to international border road works and fencing works under MHA to ensure timely progress was also emphasised. The proposal for the Kawlchaw-Serkawr-Tuipang road , located in the southern part of the state bordering Myanmar, emphasised the need for the state govt to issue an NOC promptly to commence this strategic work.For the sanctioned Old Tualcheng-Pamchung Road, a request was made for the state govt to issue an NOC without conditions related to the exchange of the K-D-A Road, along with permission from the deputy commissioner of Champhai district bordering Myanmar to start the work.The allocation of a package under the Kaladan Multi-Modal Transit Transport Project (KMMTTP) to the 71 RCC (GREF) unit in Lawngtlai was discussed to ensure effective supervision and completion of KMMTTP, highlighting its potential to boost development.The proposal to assign certain packages of the Aizawl Bypass project to Pushpak/BRO to facilitate its smooth and efficient completion, which is critical for decongesting traffic in the capital city, was also discussed during the meeting.These points were presented to the governor through a detailed presentation, underscoring their importance for Mizoram's infrastructure and security.

Woman deported to Pak. after Pahalgam attack to return home on visitor's visa
The Centre has informed the Jammu and Kashmir and Ladakh High Court that it has decided to grant a visitor's visa to a 62-year-old housewife who was deported to Pakistan post-Pahalgam terror attack. The court said the particular case should not set a precedent in any manner. The petitioner, Rakshanda Rashid, a Pakistani citizen married to an Indian, had been living in Jammu for the past 38 years on a long-term visa (LTV), which was annually renewed. She had applied for a citizenship in 1996 but the request is yet to be processed. After the terror attack on April 22, the Ministry of Home Affairs (MHA) cancelled the visas of all Pakistani citizens and asked them to leave the country by April 29. Ms. Rashid was deported despite the MHA directive that Muslim women who are married to Indian citizens and who have applied for LTVs are not required to leave the country. At the time of her deportation, her LTV application was pending with the Ministry. Solicitor-General (SG) Tushar Mehta, appearing for the MHA, informed the court on July 30 'that after much deliberations and considering the peculiarity of facts and unusual factual position in the matter, an in-principle decision is taken by the authority to grant a visitor's visa to the respondent.' Visitor's visas are only granted to Pakistan nationals to visit relatives or for any other legitimate purpose. The SG said the respondent could also pursue the two pending applications – to acquire Indian citizenship as also the LTV with the MHA. The Hindu was the first to report about Ms. Rashid's case on June 23. In distress Ms. Rashid's daughter, Fatima Sheikh, had told The Hindu that her mother had no relatives in Pakistan, and for the past three months she had been living alone in a small hotel and had run out of money. Ankur Sharma, Ms. Rashid's counsel, told The Hindu that they had appealed to the court for a remedy and did not want to take an adversarial position against the government. 'The writ petition has been withdrawn and we welcome the court's order. Ms. Rashid will have to apply for a visa at the Indian High Commission in Islamabad,' Mr. Sharma said. The woman's family moved the court in May. On June 6, Judge Rahul Bharti directed the Union Home Secretary to bring back the petitioner from Pakistan in 10 days. On June 29, the MHA appealed against the order stating that 'judiciary should not override' the executive's decision to deport a foreign national. It added that the HC order is constitutionally impermissible and unsustainable, as it directs the enforcement of a judicial writ beyond the sovereign territory of India to Pakistan, where she was deported and was thus ultra vires. The Ministry also said that the court's direction is 'legally unenforceable and diplomatically untenable'. The July 30 order by the Division Bench of Chief Justice Arun Palli and Justice Rajnesh Oswal said, 'The Solicitor General of India submits that once an in-principle decision is taken by the competent authority, there is hardly a room for any doubt that post compliance of the requisite procedure and formalities, the authority would not process and accord a visitor's visa to the respondent at the earliest.' It added, 'We may, however, hasten to clarify that an in-principle decision taken by the authorities centred upon the peculiar facts and circumstances of the present case, shall not constitute a precedent in any manner.'

Govt employees to get biometric cards for entry to CCS-3 building
The ministry of home affairs(MHA) has asked all central government employees who have shifted to the new CCS-3 building to get their biometric details for smart cards as part of the new security protocol for entry inside the building, according to an internal communication issued by the ministry. This will apply to all employees who enter the building, including those on contractual basis. Officials said that the old identity cards (without biometric) under the new security system will be invalid The new CCS-3 building, which houses at least 9 offices of different ministries and departments, is under the MHA's security cover. Officials aware of the development said that the old identity cards(without biometric) under the new security system will be invalid and that a new smart card along with biometric details will be issued to the employees soon. Dev Gupta, president of the Central Secretariat Service Forum, said, 'This is a new smart card system and is proposed to be in place. The Aadhar Enabled Biometric Attendance System (AEBAS) is installed inside the office buildings. This new smart card, which will replace the identity card will be used to authenticate Government officers entry inside the buildings, thereby is better for security purposes.' The biometric installed smart cards will be used to enter the tightly secured government offices, officials said. While biometric details of the central government employees working in the ministries were available with each department, it was used only for marking attendance and was placed inside their respective offices. The details were not used for authenticating the visitor's identity at the entry gates. The employees have now been asked to apply for smart cards, give biometrics, which will be synchronised to the smart card for entry. Gupta said that the seating space provided to CSS officers of various levels in the Central Vista are not in accordance with the prescribed norms of the Ministry of Housing and Urban Affairs, Government of India. He urged the Government to take due cognisance of this issue and address it appropriately. An internal communication sent by the MHA to the ministries said, '..It is to inform that this ministry will issue smart cards to all employees whose Ministry/Department housed in the CCS-3 building to facilitate access to the CCS-3 building, which is under the security cover of the MHA….All officials/non officials/contractual employees, who are having identity cards under the old system are requested to switch to smart cards at the earliest.' The employees have been asked to fill an online form, submit photographs and report to an office of the MHA for biometric authentication. The 9 ministries/departments that have already been allotted space within the CCS- 3 building include Ministry of Home Affairs(North Block), Ministry of External Affairs(South BLock and Shastri Bhawan), Office of the Principal Scientific Advisor(Vigyan Bhawan Annexe), Ministry of Petroleum and Natural Gas(Shastri Bhawan), Department of Personnel and Training(North Block), Ministry of Small& Medium Enterprises(Udyog Bhawan), Office of the Development Commissioner, MSME(Nirman Bhawan), Ministry of Rural Development(Krishi Bhawan) and Department of Land Resources(Nirman Bhawan).
