Ukraine's drone attack kills three, targets Moscow, Russia says

Three people were killed in Ukrainian overnight drone attacks in the Tula and Nizhny Novgorod regions and which also targeted Moscow, Russia's regional official and the defence ministry said on Monday.
Two people died and two were hospitalised following an attack before midnight on Sunday on the Tula region that borders the Moscow region to its north, Tula Governor Dmitry Milyaev said on the Telegram messaging app.
One person was killed and two others were hospitalized following a Ukrainian attack targeting an industrial zone in the Nizhny Novgorod region in western Russia, Gleb Nikitin, the governor of the region, said on the Telegram.
Russian air defence units destroyed a total of 59 Ukrainian drones overnight, including 12 over the Tula region and two over the Moscow region. The ministry only reports how many drones its units down, not how many Ukraine launches.

Reuters could not independently verify the reports. There was no immediate comment from Ukraine. Both sides deny targeting civilians in their strikes on each others territory.
But thousands of civilians have died in the war that Russia launched with a full-scale invasion on Ukraine in February 2022.

WASHINGTON: U.S. President Donald Trump said on Monday he was deploying 800 National Guard troops to Washington and temporarily taking over the city's police department, an extraordinary assertion of presidential power in the nation's capital. Trump's move, which bypassed the city's elected leaders, was emblematic of his second-term approach, which has seen him wield executive authority in ways with little precedent in modern U.S. history and in defiance of political norms. The president cast his actions as necessary to 'rescue' Washington from a purported wave of lawlessness. Statistics show that violent crime shot up in 2023 but has been rapidly declining since. 'Our capital city has been overtaken by violent gangs and bloodthirsty criminals,' Trump told a news conference at the White House. It is the second time this summer that the Republican president has deployed troops to a Democratically governed city. A federal trial began on Monday in San Francisco on whether Trump violated U.S. law by deploying National Guard troops to Los Angeles in June without the approval of California Governor Gavin Newsom. And Trump signaled that other major U.S. cities with Democratic leadership could be next, including Chicago, a city that has long been beset by violent crime, although it was down significantly in the first half of the year. 'If we need to, we're going to do the same thing in Chicago, which is a disaster,' Trump said at the White House, adding, 'Hopefully L.A. is watching.' During Trump's election campaign his law and order platform often had racial undertones. He singled out majority Democratic cities like Baltimore, Chicago and Washington - all cities with large Black populations - when he spoke about rampant crime in urban areas. Hundreds of officers and agents from more than a dozen federal agencies have fanned out across Washington in recent days. Attorney General Pam Bondi will oversee the police force, Trump said. The U.S. Army said the National Guard troops would carry out a number of tasks, including 'administrative, logistics and physical presence in support of law enforcement.' Between 100 and 200 of the troops would be supporting law enforcement at any given time. The Democratic mayor of Washington, Muriel Bowser, has pushed back on Trump's claims of unchecked violence, noting that violent crime hit its lowest level in more than three decades last year. Violent crime, including murders, soared in 2023, turning Washington into one of the nation's deadliest cities. However, violent crime dropped 35% in 2024, according to federal data, and it has fallen an additional 26% in the first seven months of 2025, according to city police. Bowser struck a diplomatic tone at a news conference, saying she and other members of her administration would work with the federal government, even as she again rejected Trump's claim of widespread crime. While Bowser said the law appeared to give the president broad power to take temporary control of the police force, the city's attorney general, Brian Schwalb, earlier called Trump's actions 'unlawful' and said his office was 'considering all of our options.' Trump ramps up rhetoric Over the past week, Trump has intensified his messaging, suggesting he might attempt to strip the city of its local autonomy and implement a full federal takeover. The District of Columbia operates under the Home Rule Act, which gives Congress ultimate authority but allows residents to elect a mayor and city council. Trump on Monday invoked a section of the act that allows the president to take over the police force for 30 days when 'emergency' conditions exist. Trump said he was declaring a 'public safety emergency' in the city. Trump's own Federal Emergency Management Agency is cutting security funding for the National Capital Region, an area that includes D.C. and parts of Maryland and Virginia. The region will receive $20 million less this year from the federal urban security fund, amounting to a 44% year-on-year cut. Trump also vowed to remove homeless encampments, without providing details on how or where homeless people would be moved. The federal government owns much of Washington's parkland, so the Trump administration has legal authority to clear homeless encampments in those areas, as President Joe Biden did while in office. But the federal government cannot force people to move out of the city because they lack shelter, advocates for the homeless said. The president has broad authority over the 2,700 members of the D.C. National Guard, unlike in states where governors typically hold the power to activate troops. Guard troops have been dispatched to Washington many times, including in response to the January 6, 2021, attack on the U.S. Capitol by Trump supporters, and during 2020 protests over police brutality.

ISLAMABAD: The workforce requirement of Belarus from Pakistan will not exceed 10,000 and it largely needs skilled labour. This was revealed in the Senate Standing Committee on Overseas Pakistanis meeting held under the chairmanship Senator Zeeshan Khanzada. The secretary Ministry of Overseas Pakistanis has clarified that right now the total workforce requirement of Belarus is around 164,000. For these vacancies, Belarus will give first preference to its own people. He said 150,000 jobs will be offered all over the world, out of which, Pakistan might get a share of 5,000-10,000 jobs. He said Belarus largely needs skilled human resource and knowledge of Russian and Belarusian languages is a prerequisite for the jobs. He said in late 2024, Pakistan and Belarus agreed, in principle, to facilitate labour migration. During Belarusian President Aleksandr Luashenko's visit to Pakistan on 26 November 2024, the countries signed a Roadmap 2025-27 for comprehensive cooperation that included labour mobility. He stated the finalised draft MoU concurred during the Belarussian Expert Delegation's visit has been shared by the Ministry of Overseas Pakistanis and HRD with all relevant stakeholders for their No Objection Certificates (NoC). Upon receipt of responses, the document will be submitted to the Federal Cabinet for formal approval prior to signing. Moreover, as informed by the expert-level delegation, the MoU is expected to be formally signed during the visit of the interior minister of Belarus to Pakistan anticipated by the end of August 2025. During the briefing, it was revealed that a total of 17,236 Pakistanis are currently detained in prisons across various countries, with the majority located in the Middle East. The committee was further informed that 85 Pakistani prisoners are being held in Afghanistan; however, the Ministry of Foreign Affairs failed to provide details regarding the nature of crimes for which these individuals are detained. Expressing serious displeasure over the non-provision of this critical information, the committee directed the ministry to furnish comprehensive data on all overseas Pakistanis convicted or under trial worldwide including the nature of their crimes within 15 days. It also directed the ministry to submit a list of countries that have policies to inform Pakistani authorities about such cases, as well as those that withhold such information, for discussion in the next meeting. The chairman committee directed the ministry to expedite efforts to finalise Prisoner Transfer Agreements with various countries to facilitate the repatriation of innocent Pakistanis trapped in legal cases abroad. Senator NasirMehmood further recommended verification of the citizenship status of the 85 Pakistanis detained in Afghanistan. Community Welfare Attachés (CWAs) from various postings briefed the committee on the status of under-trial and convicted Pakistanis in their respective jurisdictions. The CWAs from Dubai, Doha, and Kuala Lumpur reported 3,523, 619, and 499 detainees respectively. The committee reviewed the functioning of CWAs and directed the ministry to submit the evaluation procedures for assessing their performance, along with detailed information on all convicted and under-trial Pakistanis in each jurisdiction. Senator Shahadat Awan raised concerns over the inadequate formatting and incomplete information provided in the working papers submitted by ministries. He stressed the need for presenting complete and accurate information in a professional manner before such a prestigious forum. The chairman committee also observed a significant lack of coordination and data sharing between the ministries of Foreign Affairs, Interior, and Overseas Pakistanis. He emphasised the importance of improving inter-ministerial cooperation for the welfare of overseas citizens. Senator Raja Nasir Abbas highlighted the illegal detention of his relative, Ghulam Hasnain, who had proceeded for Umrah, and urged the concerned authorities to resolve the matter on a priority basis. He also drew attention to the difficulties faced by Pakistanis traveling to Iraq, including passport confiscations and low wages for Pakistani workers. NEW YORK: A landmark trial kicks off on Monday over the use by Donald Trump's administration of National Guard forces to support its deportation efforts and quell protests in Los Angeles, in a legal challenge to the US president's break from long-standing norms against deploying troops on American streets. The three-day non-jury trial before San Francisco-based US District Judge Charles Breyer will determine if the government violated a 19th century law that bars the military from civil law enforcement when Trump deployed the troops in June, as the state of California claims in its legal challenge. Los Angeles experienced days of unrest and protests sparked by mass immigration raids at places where people gather to find work, like Home Depot stores, a garment factory and a warehouse. The administration denies that troops were used in civil law enforcement and plans to show that they were protecting federal property and US Immigration and Customs Enforcement (ICE) agents. Many of the troops have been withdrawn, but California's Attorney General Rob Bonta said on Monday that 300 National Guard members are still going on immigration raids and restricting civilian movements in the state. 'The federal government deployed military troops to the streets of Los Angeles for the purposes of political theater and public intimidation,' Bonta said in a statement. 'This dangerous move has no precedent in American history.' California and Gavin Newsom, the state's Democratic governor, have asked Breyer to prohibit the troops from directly participating in domestic law enforcement activities. California and Newsom say the National Guard is accompanying ICE agents on raids and assisting in arrests, in violation of the Posse Comitatus Act of 1878 and other laws that forbid the US military from taking part in civilian law enforcement. The Republican president ordered 700 Marines and 4,000 National Guard troops to Los Angeles in June against Newsom's wishes. California's lawsuit ultimately seeks a ruling that would return its National Guard troops to state control and a declaration that Trump's action was illegal. The trial before Breyer will have limited impact, however, on Trump's plan to deploy hundreds of National Guard troops to Washington as part of a crackdown on violent crime in the US capital city despite statistics showing that violent crime there hit a 30-year low in 2024. 'I'm deploying the National Guard to help reestablish law, order and public safety in Washington, D.C.,' Trump said on Monday. 'And they're going to be allowed to do their job properly.'
