
2024 Pakistan elections report: Election watchdog barred from briefing Senate panel
ISLAMABAD: The government on Thursday stopped an election watchdog from briefing a Senate committee, under the pretext of cancelling the group's registration over a report critical of the 2024 general elections.
The Ministry of Parliamentary Affairs told Senate Standing Committee on Parliamentary Affairs that the Pattan Development Organization could no longer be invited, citing the cancellation of its registration.
Pattan's chief, Sarwar Bari, has been under pressure since the group released a report alleging widespread irregularities and vote-rigging in the controversial 2024 general elections.
Pattan was expected to offer suggestions on improving election transparency, but its removal overshadowed the committee's discussion on electoral reforms.
Led by Senator Dr Mohammad Humayun Mohmand, the committee reviewed proposals to move away from the current first-past-the-post system. Lawmakers discussed switching to proportional representation, aiming to better reflect the public's vote.
The panel also debated internet voting for overseas Pakistanis. While concerns remain over security and trust, some members said the idea is worth exploring – with the right safeguards in place.
Lawmakers agreed that any digital system would face serious legal and technical challenges but said reforms are needed to strengthen the country's democracy.

President signs bill criminalising child marriages into law
ISLAMABAD: President Asif Ali Zardari has signed the Child Marriage Restraint Bill into law, criminalizing marriages of individuals under 18 years of age. The bill, previously passed by both the National Assembly and the Senate, was introduced by Sharmila Faruqui in the National Assembly and Sherry Rehman in the Senate. The new law imposes strict penalties to curb child marriages and protect minors. Under the legislation, marriage officiants are prohibited from conducting ceremonies involving anyone under 18, with violations punishable by up to one year in prison and a PKR 100,000 fine. Men over 18 marrying girls under 18 face up to three years of rigorous imprisonment. Forcing a minor into marriage carries a penalty of up to seven years in prison and a fine of up to PKR 1 million. Additionally, facilitating or trafficking for child marriage is a non-bailable offence, punishable by up to seven years in jail and fines, while abetting such marriages incurs up to three years' imprisonment and a fine. The law mandates courts to conclude related cases within 90 days and classifies cohabitation with a minor under 18 as abuse. It also requires authorities to intervene if they become aware of a planned child marriage. However, the Islamic Ideological Council has previously declared the bill and its penalties 'un-Islamic,' raising concerns about its alignment with religious perspectives.

Panel suggests review of USC sell-off decision
ISLAMABAD: The 9th meeting of the Standing Committee on Privatisation held Friday under the chairmanship of Muhammad Farooq Sattar, here at Parliament House. After confirmation of the minutes of previous meeting, secretary Privatisation Division briefed the committee on the implementation status on the recommendations of the previous meeting and stated that the committee had recommended that the decision to privatise Utility Stores Corporation (USC) should be reviewed. He stated that the Cabinet Committee on Privatisation/Cabinet is the competent forum for inclusion of SOEs in the privatisation programme and the recommendations of the Standing Committee will be brought before CCOP/Cabinet. The committee showed its serious concern over unannounced and heavy load shedding and directed to ensure to minimise the load shedding duration. The committee also expressed its displeasure on non-cooperation and not attending the phone calls of the public representatives and directed to ensure and prioritise the parliamentarian's telephone calls and to resolve their matters. The representative of the Ministry of Finance briefed the committee on the status of Rs48 billion promissory notes and the interest acquired thereon. He informed the committee that in 2021-22 Rs14 billion provided to Postal Life Insurance Company Limited (PLICL) and government of Pakistan stand committed to pay the remaining amount. On the other hand, the representative of the PLICL informed the committee that Ministry of Finance is not paying sufficient amount to meet the clients claims that is why the number of clients have been dropped up to 50 per cent. After thorough deliberation on the subject, the committee observed that the PLICL stance is justified and recommended that an amount of Rs8 billion must be provided to PLICL latest by September 2025. The committee also recommended that PLICL must ensure to protect the policy holders rights.
