Union Minister Shivraj Singh Chouhan reviews agriculture and rural development initiatives in Jammu & Kashmir
Speaking at a press conference later, Chouhan emphasised that a developed Jammu & Kashmir is crucial to Prime Minister Narendra Modi's vision of a 'Viksit Bharat'. Several important decisions were taken in the interests of farmers and rural residents of the region, he said.
During the interaction with the media alongside Omar Abdullah, Chouhan noted that agriculture remains the backbone of both the Indian and Jammu & Kashmir economies, with nearly 50% of the population depending on it for livelihood. He praised the state's initiative 'KisanKhidmatGhar' -- a one-stop center providing farmers access to all agricultural services under one roof.
Chouhan expressed satisfaction with the variety of horticulture crops grown in the region, such as apples, almonds, and walnuts. However, he also raised a critical issue -- imported plant materials often turn out to be infected after two or three years. To address this, a Rs 150-crore Clean Plant Center will be established in Srinagar under the Mission for Integrated Development of Horticulture (MIDH).
It will focus on clean, disease-free planting material for apples, almonds, walnuts, and berries. Private nurseries will also be supported to ensure high-quality, pathogen-free plants are made available to farmers.
He also stated that farmers in J&K who have received land allotments from the government but lack official documentation will be considered for inclusion under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme.
The government is also planning to launch the Restructured Weather Based Crop Insurance Scheme (RWBCIS) soon to ensure that horticulture crops are accurately mapped and included under the PM Fasal BimaYojana (PMFBY).
Commenting on the demand for a Regional Horticulture Center in the Jammu region, Shri Chouhan announced that ICAR would support Jammu Agricultural University with the required infrastructure. The minister further said that the current storage limit in CA (Controlled Atmosphere) facilities would be extended from 18 months to 24 months.
For the horticulture mission, subsidies will be provided for up to a storage capacity of 5,000 metric tons, and even those who have constructed facilities with 6,000 MT capacity will be eligible for subsidy up to 5,000 MT. An MoU will also be signed between ICAR and the university to facilitate cooperation.
Highlighting 'saffron' as a symbol of Kashmir's identity, Shri Chouhan announced that the central government would establish a tissue culture lab and nursery to boost saffron production. He said the National Saffron Mission would be revised to suit local conditions, and an expert team of scientists would be formed to improve productivity and reduce losses.
For improving soil health and fertilizer regulation, Quality Control Labs will be set up in Kathua, Baramulla, and Anantnag. Under the RKVY scheme, efforts will also be made to enhance irrigation by bridging gaps from canal to field.
Chouhan recalled Prime Minister Narendra Modi's visit to the region, where he had announced over Rs 4,200 crore under Phase IV of the Pradhan Mantri Gram Sadak Yojana (PMGSY) to improve road connectivity in rural areas. He appreciated the fast-paced work of the J&K government and said that road construction for remaining areas will begin soon.
He noted that 93% of houses under the PM Awas Yojana have been completed, and the remaining eligible beneficiaries--identified from a pool of 500,000 applicants--will be allotted homes after verification. To alleviate rural poverty, women are being empowered through Self Help Groups under NRLM, with many becoming Lakhpati Didis and even Millionaire Didis earning Rs 10 lakh annually.
Regarding employment, he said that targets have been set to ensure job availability through MGNREGA, and training programs for youth will also begin shortly. The government will also ensure that no eligible farmer is left out of the Kisan Credit Card scheme.
In conclusion, Chouhan said that the government is proud of its achievements and committed to implementing central schemes effectively. Echoing Prime Minister Modi's vision, he assured that all efforts will be made to accelerate the development of Jammu & Kashmir. He thanked the Chief Minister and reaffirmed the commitment to work together for the region's progress. (ANI)

Centre working on framework to help panchayats become financially-autonomous
New Delhi: The government is working on a framework to help village councils (panchayats) generate their own revenue and become financially autonomous, carrying out development works without relying on funds from the Centre or states. The Union Panchayati Raj ministry has set up a panel, consisting of senior officials from various state governments, which is tasked with formulating a blueprint that can act as a guide for states and Union territories (UTs) in creating and amending their model OSR (Own Source of Revenue) rules. "We have constituted a committee comprising senior officials from various state governments, to prepare a model OSR framework of panchayats, which can serve as a benchmark for the states in formulating and amending their OSR rules," Vivek Bharadwaj, secretary, ministry of panchayati raj, said. The template, to be shared with states and UTs, aims to plug the gaps in existing regulations and guide local bodies in mobilising revenue, which mainly comes from taxes, fees and other charges. The development assumes significance, as nearly a dozen states and UTs don't have OSR rules. The 22 states and UTs that have already formulated the rules need to update them, said Bharadwaj. Own Source Revenue (OSR) refers to the revenues that panchayats generate on their own, from sources such as property tax, water charges, market fees, trade licence fees and building permit fees. OSR rules help regulate, standardize, and empower panchayats to collect and manage the revenues efficiently. The OSR rules are crucial to panchayat as they empower them to function independently and also reduce over-dependence on central and state grants. Additionally, they support local development projects with locally-generated funds. According to Bharadwaj, there are 11 states and UTs that have not yet framed OSR rules. These include Arunachal Pradesh, Bihar, Jharkhand, Manipur, Nagaland, Sikkim, Uttar Pradesh, Andaman & Nicobar Islands, Dadra and Nagar Haveli and Daman and Diu, Ladakh and Lakshadweep. Twenty two states and UTs have already developed and implemented OSR-based regulations, allowing panchayats to levy and collect taxes, fees, tolls, or other local sources of revenue. Among these states are Andhra Pradesh, Assam, Chhattisgarh, Goa, Gujarat, Haryana, Kerala, Maharashtra, Tamil Nadu, and Karnataka. Some States have detailed guidelines on fixing OSR rates. In many instances across the states, it has been observed that much more efforts need to be made towards fulfilment of these requirements. "Financial rules related to OSR generation were prepared long ago in states, and hence have been suffering from various deficiencies like use of incomprehensible legal jargons and lack of updating," Bharadwaj added. Panchayats, which act as grassroots-level bodies to implement government programmes and for achieving the sustainable development goals, get grants from the Centre, state governments, as well as raise their own revenue in a limited way through internal sources like local-tax revenues and user charges. "Self-sufficiency is an ideal state for gram panchayats as they can have more funds to carry out developmental works. However revenue collection is conditional as it depends on economic activities in a particular area," said Sri Hari Nayudu, economist, National Institute of Public Finance and Policy (NIPFP), New Delhi. "Most of the time we are dependent on state government grants for developmental works, since most of us doen't know how to increase revenue. The proposed rules can guide us in that direction," said Gurcharan Singh, Panch-Charik Patti Sarkar, a rural local body in Moga district of Punjab. In 2021-22, the average per capita OSR collected by panchayats at all-India level was ₹ 100. Also, the average OSR for gram panchayat was ₹ 230,000 per year, with 42% of gram panchayats having less than ₹ 100,000 revenue per year. "The key reasons behind low revenue collection are over-dependence on grants, underutilization of tax powers, weak administrative systems and trust deficit with citizens which limit the revenue," said an economist who requested not to identified.

Foreign Secretary Misri calls on Nepal PM Oli, hands over invite for India visit
Kathmandu/New Delhi, Aug 17 (UNI) Indian Foreign Secretary Vikram Misri, who is visiting Kathmandu, called on Nepalese Prime Minister KP Sharma Oli today and formally handed over an invitation for his India visit. During the meeting with Oli at the latter's office in Singha Durbar, Misri handed him the invitation letter on behalf of Prime Minister Narendra Modi, according to the Prime Minister's Secretariat. "During the courtesy meeting with Prime Minister KP Sharma Oli, Indian Foreign Secretary Vikram Misri handed over an invitation letter from the Prime Minister of India, Narendra Modi, to Oli. Prime Minister Oli thanked him for the invitation," the PM's Secretariat told Nepalkhabar. The Indian side has proposed September 16-17 for Oli's India visit. However, the dates for the visit have not yet been finalised. Misri arrived on a two-day official visit to Nepal in the morning at the invitation of his Nepali counterpart Amrit Bahadur Rai. He paid courtesy calls on President Ram Chandra Paudel, Nepali Congress President Sher Bahadur Deuba, CPN (Maoist Centre) Chairman Pushpa Kamal Dahal 'Prachanda' and Foreign Minister Dr Arzu Rana Deuba. Misri called on President Ramchandra Paudel at the President's Office, Sheetal Niwas, today. On the occasion, Paudel said Nepal has benefitted from India's progress as a close neighbour and friend, and expressed hope for greater benefits in the future. 'As a rising international power, India's progress in socio-economic and technological fields has made us happy and encouraged. As a close friend and neighbour, Nepal has benefitted from India's achievements and seeks to gain more,' Paudel's Press Advisor Kiran Pokharel quoted him as saying. Highlighting the longstanding social, cultural, religious, spiritual, economic, and people-to-people ties between the two nations, President Paudel said Nepal-India relations are based on sovereign equality, friendly cooperation, mutual respect and trust. He added that Nepal has always placed high priority on its relations with India and appreciates India's 'Neighborhood First' policy. According to the President's Press Advisor, Misri said under PM Modi's policy of prioritising neighbouring countries, Nepal holds an important place. Misri also expressed confidence that his visit would provide an opportunity to discuss enhancing connectivity for mutual progress and development in the modern era, thereby further strengthening bilateral relations. Misri also paid a courtesy call on CPN (Maoist Centre) and former Prime Minister Pushpa Kamal Dahal at the latter's personal residence in Lalitpur, according to Dahal's secretariat. During the meeting, they exchanged views on various dimensions of Nepal-India relations. FS Misri and his Nepalese counterpart Amrit Bahadur Rai held a bilateral meeting this evening. During the meeting, the two secretaries discussed various issues of bilateral cooperation ranging from connectivity to trade, and development collaboration to bilateral partnership, reinforcing the robust bond between the two countries. "The discussions covered a wide range of issues, including connectivity, trade and development cooperation, underscoring the strong bond between the two nations," the Nepalese Foreign Ministry said. Earlier after his arrival in the morning, Misri performed a special puja at the Pashupatinath Temple in Kathmandu. Misri will return home on Monday, wrapping up his two-day visit to Nepal.
