Truck with disaster: Violations surge 46%

In July, trucks have been involved in two major fatal accidents in south Delhi, highlighting the menace of heavy vehicles on the roads.
According to Delhi Police data, so far this year, heavy vehicles were involved in 82 fatal accidents, causing 85 deaths and injuring 187 people. Last year, 87 fatal crashes ended up claiming 89 lives and injuring 205 persons in the corresponding period.
The data shows that during this period, traffic violations by heavy vehicles increased by 46 per cent from last year. While 17,776 challans were issued in the first six months of 2024, this year, 26,025 challans have already been issued.
Improper or obstructive parking, which was the most frequent offence, increased sharply from 10,147 cases in 2024 to 14,473 in 2025. Violations of restriction of time (no entry) also surged notably, from 4,108 to 7,326. Jumping traffic signal, while showing a slight decline, remained high, with 1,766 cases in 2024 and 1,401 in 2025.
The number of heavy vehicle drivers not using seat belts went up from 702 to 1,120, highlighting safety concerns. Vehicles operating without a pollution under control certificate (PUCC) were reported 686 times in 2024 and 914 this year. Violations related to disobeying lawful directions went up steeply, from 118 to 415. Trucks carrying sand or dust without proper covering (no entry) almost doubled, rising from 157 to 295. Vehicles operating without fitness certification decreased slightly, from 92 to 81, the data showed.
According to an officer, these violations mostly increase at night. Once the no-entry period ends, drivers of heavy vehicles tend to speed. Some also try to enter during no-entry hours, the officer said, adding that obstructive parking was another major problem, often causing snarls.
A senior police officer said teams have been deployed at various locations to curb violations by heavy vehicles and enforce compliance.
Rohit Baluja, president, Institute of Road Traffic Education, said heavy vehicles face a big challenge on Delhi roads, which are not engineered for mixed-traffic conditions, especially as two-wheelers wriggle their way in and around larger vehicles. Footpaths remain encroached upon by vendors, parked vehicles or other debris, forcing pedestrians to walk on the carriageway.

demand that where bus lanes are segregated and marking on roads or streets have been provided, all buses and goods carriages plying during permitted hours will be confined to the bus lanes, and no other motor vehicle shall enter that space. When accidents occur, heavy vehicles are always labelled as accused, said Baluja.
Anil Chhikara, a transport and vehicle expert, said the primary reason behind most of the fatalities involving heavy vehicles is excessive speed. According to him, the accidents could be significantly reduced if speed governor devices are installed and enforced in vehicles across the city.
A speed governor, he explained, is a specialised piece of instrument designed to regulate and control the speed of an electric motor or engine, preventing vehicles from exceeding safe speed limits.

The Special Cell of the Delhi Police has arrested a 22-year-old man linked to the banned terror group Babbar Khalsa International (BKI) and wanted in connection with a grenade attack in Punjab. The accused was identified as Karanbir alias Karan, said Amit Kaushik, Deputy Commissioner of Police, Special Cell/New Delhi Range. Karanbir was arrested in connection with the grenade attack at Police Station Quila Lal Singh, in Punjab's Gurdaspur district in April, the police said in a statement on Sunday. The accused was arrested in Gurdaspur, Punjab, under the Arms Act on Saturday. Confessing to his involvement in the grenade attack, Karanbir said that he was in contact with a person from Punjab, but based abroad and handling operations for BKI. The accused also shared that he facilitated the stay of two persons at his home before the attack, who had executed the task of launching the grenade at Police Station Qila Lal Singh. The accused revealed that his handler used to instruct him through social media applications to commit criminal and terror activities. Karanbir revealed that he also visited a West Asian country in 2024. Karanbir told the police that he received money from his handler for executing the said grenade attack. Karanbir's brother, Gursewak, who was also involved in the attack, has already been arrested in the case. Karanbir was arrested based on the leads provided by Akashdeep alias Bazz of Amritsar, an accused in a case registered under the Arms Act. Akashdeep, who was arrested in Indore on Tuesday, was also found involved in the grenade attack case at the Police Station Quila Lal Singh. Notably, soon after the attack, a social media post by Happy Passia, Mannu Agwan and Gopi Nawanshahria, affiliated with BKI, claimed responsibility for the attack and also extended a threat to Delhi. The National Investigation Agency is probing the case. Further investigation is underway.

Sub-Inspector Jitendra Dogra, who leads the Delhi Police Dog Squad, said that their dogs are now being trained to stay quiet when they find explosives. This is because some explosives can go off if there's a loud noise, like barking. "Now, we teach our dogs to stay calm and show signs like wagging their tail or looking at their handler when they detect something suspicious," he explained. The Delhi Police Dog Squad has 64 dogs, 58 trained to find explosives, 3 to detect drugs, and 3 to track down criminals. These dogs are posted at important places like the Red Fort and Chandni Chowk to help keep everyone safe during the Independence Day celebrations. The 64 dogs belong to four different breeds: 22 Labradors, 17 Belgian Malinois, 16 German Shepherds and 9 Golden Retrievers. Around 40 per cent of the squad's dogs are female and the remaining 60 per cent are male. The Delhi Police is also expanding its dog squad. A plan is underway to add 30 more dogs. In 2024, 13 dogs were already inducted. While some dogs come from the Army, many are purchased through private tenders. Last year, each dog cost around Rs 5 lakh. The dog squad functions 24/7. Handlers and dogs are always on call to respond to alerts, check unattended bags, and sweep key locations. The dogs are also deployed at large public events throughout the year, such as Ram Lila, Janmashtami, and Eid. There are 121 personnel in the squad, including 1 sub-inspector, 28 assistant sub-inspectors, 53 head constables, and 39 constables--all trained as dog handlers. The main headquarters of the squad is in Model Town, with nine district units spread across East, Southwest, Dwarka, Northwest, Central, North, New Delhi and NortheastDelhi. Each unit has kennels equipped with air coolers and washrooms to ensure the comfort and well-being of the dogs. Assistant Sub-Inspector Ashok Kumar, a dog handler with Delhi Police, said, "The dog has to be raised like a child; the behaviour of any dog depends on its mood, but we come to know if our dog has any problem or not. In the morning when we take it out of its kennel, it starts playing, which means it is happy; otherwise, we understand that its health is not good, after which we do its checkup. If needed, we take it to the hospital as well. Every day we train and practice with our dogs, clean them, and feed them, and if we get a call, we take them to the spot."

Much like monsoon floods had routinely triggered civic alarms in urban India, the spectre of Rohingya and Bangladeshi nationals casting votes illicitly had re-emerged with political intensity each time the nation approached a major election in any state. For example, in the run-up to the February 2025 Delhi Assembly elections, the issue had captured the attention of the administrative and political machinery. In the preceding weeks, enforcement agencies, particularly the Delhi Police and the District Foreigner Cell, had to intensify operations targeting undocumented immigrants across various neighbourhoods. These units conducted door-to-door verifications, inspected documents, and interrogated individuals suspected of illegal residency. The sweep had led to the identification of 175 individuals believed to be residing unlawfully in the national capital. More significantly, 16 Bangladeshi nationals had been deported during December following confirmation of their illegal status. Investigators had also uncovered a digital forgery racket that had "weaponised" India's identity authentication infrastructure. Operatives had used a fraudulent website to produce counterfeit birth certificates, which subsequently facilitated the issuance of Aadhaar cards and, by extension, voter IDs (identity cards). This network had exposed a systematic exploitation of institutional gaps. It had prioritised minors, exploiting the relatively lenient verification norms for those under 18 years of age. These illegitimately obtained Aadhaar credentials had then served as anchor documents to infiltrate electoral rolls. The individuals arrested included licensed Aadhaar operators and facilitators who had managed the digital transactions through platforms and overseen the distribution of fabricated identity materials. Recently, in a sweeping voter list audit under its Special Intensive Revision drive in Bihar, the Election Commission of India found that over 52 lakh voters in Bihar were either deceased, had permanently relocated, or were registered in multiple places. Based on early results from the ongoing Special Intensive Revision of the state's electoral rolls as of June 24, Bihar had 7.89 crore voters. The Commission has found 18.66 lakh dead entries, 26.01 lakh shifted voters, 7.5 lakh duplicates, and 11,484 untraceable individuals, amounting to 6.62 per cent of the electorate. Nearly one lakh booth-level officers, along with four lakh volunteers and 1.5 lakh agents from 12 political parties, were mobilised to conduct the sweeping voter verification exercise. While these developments have immediate legal and electoral implications, their deeper significance lies in the challenge they pose to the sanctity of India's voting system. The ability to vote in a democratic republic is both a right and a responsibility tied to citizenship. When foreign nationals gain access to this system through forgery or political negligence, it erodes not only the legitimacy of elections but also the integrity of governance. Parliamentary responses from prior years underscore the scale of the problem. In December 2017, the government responded to Rajya Sabha (Upper House) "Unstarred" (non-listed) Question No. 534 with an estimate of over 40,000 illegal Rohingya immigrants residing in India, primarily across states like Jammu and Kashmir, Telangana, Delhi, and Uttar Pradesh. The response acknowledged that these immigrants had entered the country without valid travel documents and were therefore classified as illegal migrants under the Citizenship Act, 1955. It also clarified that India, not being a signatory to the 1951 UN Refugee Convention or its 1967 Protocol, does not extend formal refugee protections to Rohingyas, despite its traditionally generous humanitarian stance. In a similar vein, a Parliamentary reply to Question No. 55 raised in Rajya Sabha during the November 2016 session estimated the presence of approximately 20 million illegal Bangladeshi migrants in India. Again, the clandestine nature of their entry made exact figures difficult to ascertain. The powers of identification, detention, and deportation of such migrants have been delegated to states under the Foreigners Act, 1946, and deportation is described as a continuous process. Together, these numbers paint a troubling picture – sordid indeed! When scaled against India's vast electoral rolls, even a small percentage of illegal inclusions can amount to hundreds of thousands of votes, eventually contaminate the electoral result. Electoral margins in urban constituencies, where migrant populations often concentrate, are frequently slim, making the influence of illicit voters potentially decisive. Political parties have accused each other of either condoning or enabling such inclusions for demographic or electoral advantage, fuelling a bitter contest over legitimacy and governance. The ECI, conscious of these threats, has initiated Special Intensive Revisions in high-risk states like Bihar, where officials reportedly found a sizable number of voters with suspected origins in Nepal, Bangladesh, and Myanmar. However, such revisions cannot remain episodic or selective. What is required is a comprehensive, nationwide voter list audit that integrates intelligence inputs, biometric verifications, and inter-agency coordination. The revision must detect and delete illegal entries and also fortify the procedural safeguards to prevent future infiltrations. Rigorous cross-referencing with Aadhaar, National Population Register, and law enforcement records should become standard practice. The consequences of failing to act decisively are manifold. On a practical level, it leads to distorted electoral outcomes and misrepresentation in legislatures. On a philosophical level, it compromises the idea of citizenship and cheapens the democratic compact between the state and its people. And on a security level, the unchecked presence of undocumented individuals, some potentially linked to insurgent activity or radical networks, poses risks that extend beyond the ballot box. India's democratic resilience depends not only on free and fair elections but also on the authenticity of the citizenry that participates in them. Voter list revision, in this context, is not a clerical necessity; it is a constitutional duty. The architecture of Indian democracy, vast and complex as it is, cannot afford to be built on compromised foundations. With elections looming, the time to clean the rolls and reclaim the integrity of the vote is now.
