Gov't to build 60,000 housing units for Alexandria residents of near-collapse buildings - Society
PM Madbouly gave these directions during his meeting on Monday with Governor Khaled, Minister of Housing, Utilities, and Urban Communities Sherif El-Sherbiny, and other senior officials.
During the meeting, Madbouly also directed that the project start immediately, describing the move as a life-saving measure for Alexandria's residents living in hundreds of near-collapse buildings.
Khaled said the governorate has developed a database for all buildings with standing demolition orders.
Located on Egypt's Mediterranean coast, Alexandria is the second largest city in the country after Cairo. The city's population has reached nearly 5.6 million as of 2024, according to the Central Agency for Public Mobilization and Statistics (CAPMAS).
In recent years, Alexandria has witnessed a sharp increase in building collapses, resulting in a tragic loss of lives. The causes are often linked to illegal construction, structural violations, and a long-standing failure to enforce demolition orders.
The latest incident on Sunday, when a residential building collapsed in the Al-Attarin area, killing two people and injuring four others, has underscored the urgency of addressing the problem.
In December 2024, the governorate formed 15 committees under the Public Prosecution's directives to inspect ageing buildings and initiate legal action where necessary.
Buildings at risk
In May, the crisis was highlighted during a parliament session, when Governor Khaled revealed that 24,108 buildings in Alexandria are at risk of collapse. Of these, 8,000 buildings already have demolition orders — some full, others partial.
Khaled noted that the governorate has compiled a comprehensive database of these buildings and is intensifying law enforcement and monitoring efforts.
These efforts include removing encroachments on state-owned and agricultural lands, cracking down on unlicensed constructions, conducting regular inspections, and enforcing immediate removal of new violations.
Earlier, Alexandrian MP Mohamed Gaber Gibriel submitted a parliamentary inquiry to Parliament Speaker Hanafy El-Gebaly calling for urgent action to confront the growing crisis of unsafe and illegal construction.
Gibriel stated that the most affected areas include Karmouz, El-Labban, Minyat Al-Basal, Moharam Bek, and the Western District, where many buildings are either leaning or structurally compromised.
"Some of these unstable buildings are only 10 to 15 years old," he said.
West Alexandria District alone has approximately 7,000 old buildings — around 90 years old — that have demolition orders, he added.
However, local authorities have largely failed to enforce complete demolitions. They often remove the hazardous structural elements only, leaving the rest of the buildings intact, he concluded.

Egyptians Abroad Conference kicks off in Cairo - Foreign Affairs
The sixth edition of the Egyptians Abroad Conference kicked off in Cairo on Sunday under the slogan 'From Everywhere… Egypt is the Destination,' with the participation of more than 1,200 Egyptian expatriates from 40 countries. The conference, held on 3-4 August, features several ministers, members of the House of Representatives and Senate, heads of authorities, and representatives of government bodies and the private sector. During the event, Prime Minister Mostafa Madbouly affirmed that caring for the Egyptians abroad is a top priority for the Egyptian state and its political leadership. 'President Abdel-Fattah El-Sisi places as great importance on Egyptians living abroad as on those inside the country,' Madbouly said. He highlighted the president's directives to exert every effort to defend the rights and dignity of Egyptians abroad and address their needs and demands. Madbouly also asserted the state's commitment to mobilizing all possible efforts by the relevant ministries and institutions to provide various services to Egyptians abroad. 'This includes intensifying communication with expatriates and strengthening their ties with their homeland,' the premier added. Moreover, PM Madbouly affirmed that Egypt is maintaining its security and stability despite regional unrest, thanks to divine providence and the awareness of the Egyptian people. He also commended the wisdom of the Egyptian political leadership, which remains committed to Egypt's foreign policy principles, particularly regarding the Palestinian cause. 'Egypt continues its efforts to ensure the Palestinian people obtain their legitimate rights, foremost among them the establishment of an independent state along 4 June 1967 borders, with East Jerusalem as its capital,' Madbouly said. Supporting expatriates "The conference reflects President El-Sisi's directives to strengthen communication with Egyptians abroad and provide them with necessary support and care," Minister of Foreign Affairs, Emigration, and Egyptian Expatriates Badr Abdelatty. Abdelatty also reviewed the ministry's extensive efforts to implement the recommendations of the conference's fifth edition, especially concerning the digital transformation of consular services. He highlighted investment opportunities and avenues for economic participation in national development projects, as well as mechanisms to transfer knowledge and expertise from skilled Egyptian expatriates back to their homeland. He further affirmed the state's commitment to maintaining direct communication with Egyptian communities abroad, whether through in-person meetings during his official visits or virtual gatherings. FM Abdelatty stressed the importance of close coordination with Egyptians abroad to listen to their suggestions and ensure they receive all necessary services. This includes ongoing efforts to open new labour markets for Egyptian workers abroad and to train and qualify Egyptians seeking employment in various countries. Middle East crises "Egypt is adopting an honourable foreign policy amid the unprecedented regional conditions. It exceptionally and consistently supports the Palestinian cause based on its historical responsibilities," Minister Abdelatty emphasized. He outlined Egypt's active role in supporting the Palestinian people on both the diplomatic and humanitarian levels, driven by the justice of their cause and the need to end the tragedy in Gaza. However, he condemned the recent systematic campaign against Egypt's role in supporting the Palestinian people as misleading and driven by suspicious motives. Egypt has provided 70 percent of the humanitarian aid that entered the Gaza Strip, he said, stressing the state's ongoing support to the Palestinian people's right to remain on their land and establish their independent state. Educational and social initiative The Ministry of Foreign Affairs and the Ministry of Education and Technical Education launched the Your School in Egypt Initiative during the event. It aims to provide quality educational services to the children of Egyptians abroad. It also facilitates their access to the Egyptian curriculum using the latest technological tools, while reinforcing their cultural and educational connection to their homeland. The initiative includes creating and operating interactive digital classrooms, providing accredited electronic educational content, and offering the necessary technical support to ensure a high-quality learning experience. The Foreign Ministry also signed a cooperation protocol with the Financial Regulatory Authority (FRA) under the Your Insurance in Egypt Initiative to develop an insurance policy for Egyptians abroad and their families. This insurance covers risks of death and total disability, includes all Egyptians abroad — not just those working, and increases the coverage amount from EGP 100,000 to 250,000. This cooperation marks a new step in the state's care for its citizens abroad and in its institutions' commitment to provide social and financial protection for all Egyptians. The conference serves as a national platform to enhance direct dialogue and interaction between the state and its citizens abroad. It featured many interactive sessions on key issues of interest to Egyptians abroad. These sessions discussed the state's efforts to support expatriates, new initiatives, and investment opportunities in housing, agriculture, and industry. National Council for Human Rights and CAPMAS sign cooperation protocol
The National Council for Human Rights (NCHR) and the Central Agency for Public Mobilisation and Statistics (CAPMAS) signed a cooperation protocol on Sunday at the CAPMAS headquarters to promote the use of accurate data and analytical methodologies to monitor and evaluate human rights issues. The move aligns with Egypt's Vision 2030 for sustainable development and the National Human Rights Strategy (2021–2026), which is rooted in the Universal Declaration of Human Rights and relevant international treaties and conventions. The protocol was signed by Ambassador Dr. Mahmoud Karem, President of the NCHR, and Major General Khairat Barakat, President of CAPMAS, in the presence of senior officials from both institutions. In his remarks, Ambassador Karem emphasised that the protocol represents a critical step toward enhancing the human rights landscape in Egypt through institutional partnership based on the use of precise statistical data in assessing and analysing the situation of human rights, particularly for vulnerable and at-risk groups. He noted that the agreement crowns years of constructive coordination and collaboration between the two institutions and will help integrate human rights considerations into public policies and development plans. For his part, President of CAPMAS Major General Khairat Barakat highlighted CAPMAS's central role as the governmental body responsible for providing accurate and reliable statistics on social, economic, and environmental conditions. He stressed the agency's commitment to working with various government entities to serve the needs of decision-makers, policymakers, civil society, media professionals, researchers, and the broader public, while ensuring high-quality and accessible data. Similarly, Dr. Ayman Zohry, NCHR member and liaison officer for cooperation with CAPMAS, explained that the protocol seeks to strengthen the role of data and statistics in supporting national human rights efforts through the collection, classification, analysis, and dissemination of data according to national statistical standards, with a special focus on marginalised populations. He added that the cooperation includes conducting joint studies and research, organising workshops and conferences addressing human rights issues, and exploring the social, economic, demographic, and environmental dimensions of human rights. Following the signing ceremony, both parties agreed to develop a joint action plan to implement the provisions of the protocol to ensure adequate follow-up and tangible impact.
