ASEAN Leaders Want Malaysia To Continue As Mediator In Thailand-Cambodia Conflict

KUALA LUMPUR, Aug 7 (Bernama) -- All ASEAN member state leaders have agreed that Malaysia should continue playing the role of mediator in resolving the border conflict between Thailand and Cambodia, said Home Minister Datuk Seri Saifuddin Nasution Ismail.
He said Prime Minister Datuk Seri Anwar Ibrahim had earlier this morning contacted all ASEAN leaders before receiving a courtesy call from the Thai and Cambodian delegations in Kuala Lumpur for the Extraordinary General Border Committee (GBC) Meeting at the Malaysian Armed Forces' Wisma Perwira.
Saifuddin Nasution said all the ASEAN leaders or heads of state contacted expressed their support for Malaysia's role in mediating the conflict between the two neighbouring ASEAN countries.
'All agreed that the current bilateral mechanism is sufficient for now, while also agreeing that there will be another round of discussions after today's meeting,' he told a press conference after the meeting.
Also present were Deputy Defence Minister Adly Zahari and Chief of Defence Forces General Tan Sri Mohd Nizam Jaffar.
Saifuddin Nasution said Malaysia appreciates the determination and willingness shown by the leaders of Cambodia and Thailand in seeking a resolution to their conflict.
"In today's meeting, the heads and members of the delegations from both countries truly upheld the principles long practised at the ASEAN level, namely consultation and dialogue based on trust and mutual respect," he said.
He said the meeting reflects the shared understanding that a ceasefire is not merely a pause, but a promise to protect lives, to uphold dignity and to prevent further suffering.
"That promise must be honoured through our commitment, effective monitoring and sincere political will from both sides. We are proud to see that both sides have given this commitment throughout the meetings in the last few days.

KUALA LUMPUR: Kuala Lumpur City Hall (DBKL) is open to gazetting specific locations in the city centre for the holding of peaceful assemblies and demonstrations in the future. Kuala Lumpur Mayor Datuk Seri Dr Maimunah Mohd Sharif said the proposal was being considered as the capital is often chosen as the venue for such events. However, she said the designated sites must first be discussed in detail with the top management of the Prime Minister's Department (Federal Territories). "We need to have comprehensive discussions (on gazetting designated locations for peaceful assemblies and demonstrations) as DBKL falls under the (jurisdiction of the) Prime Minister's Department (Federal Territories). "This matter will be brought up for further deliberation, and details of the location will be announced later," she said at a press conference after officiating the Asean Cultural Parade @ Kuala Lumpur Car Free Morning (KLCFM) here today. Yesterday, thousands gathered at Dataran Merdeka here to show solidarity with the Palestinian people through the Malaysia Bangkit for Gaza Assembly. On July 26, the opposition-led rally organised by Pas was also held at Dataran Merdeka, drawing an estimated 18,000 participants, according to the authorities. The event drew controversy after 20 tonnes of rubbish were reportedly left behind by participants, based on figures from the Solid Waste and Public Cleansing Management Corporation (SWCorp). Maimunah added that DBKL is also prepared to work with relevant parties to draft specific standard operating procedures (SOP) for peaceful assemblies and demonstrations in the capital. "I see that all gatherings already have existing SOPs, such as those related to safety. "This includes SOPs for booking event venues. "However, there is no specific SOP for peaceful assemblies (as of now), and this proposal may also be brought to higher-level discussions," she said. Separately, Maimunah said the KLCFM also marked the start of a series of key Asean-level conferences taking place in the capital this week, involving delegates from across the region. Among these, she said, is the Asean Sustainable Urbanisation Forum, which serves as a platform for city representatives to share experiences in smart technology adoption, green development, low-carbon solutions, and efficient resource management. She said the Asean Governors Mayors Forum will also gather governors and mayors from Asean member states. "These conferences aim to strengthen cooperation between cities through discussions on fair, inclusive, and responsive approaches to climate change and community needs. "The Meeting of Governors and Mayors of Asean Capitals will serve as an official gathering of capital city leaders in the region to discuss shared issues such as waste management, housing, public mobility, public health, and contributions to achieving development goals by 2045. "The combination of these three programmes cements Kuala Lumpur's position as a leading city actively driving development cooperation with a vision of being greener, more open, and ready to face future challenges," she said.

KUALA LUMPUR: Malaysia's move to pursue deeper nuclear cooperation with the United States (US) through the 123 Agreement reflects its recognition of the importance of working with partners that prioritise safety and cutting-edge technology, said US Ambassador to Malaysia Edgard D. Kagan. Kagan said the development, announced during the visit of US Secretary of State Marco Rubio to Kuala Lumpur in July, marked a positive step towards formalising peaceful nuclear collaboration through the legal framework required under US law. Malaysia and the US, represented by Foreign Minister Datuk Seri Mohamad Hasan and Rubio respectively, signed a Memorandum of Understanding on civil nuclear cooperation on July 10. During the signing ceremony which was held on the sidelines of the 58th ASEAN Foreign Ministers Meetings and related meetings, Mohamad said Malaysia is ready to begin negotiations on the 123 Agreement. "It's a very, very positive step that shows Malaysia's recognition that US technology remains cutting-edge, and that when it comes to nuclear, trying to have reliable partners who have a commitment to safety is really key. "This is a very significant step. We think that Malaysia is a good partner, and there we will need to negotiate. It will need to be ratified," Kagan told Bernama in an exclusive interview recently. A 123 Agreement, named after Section 123 of the US Atomic Energy Act, is an essential legal framework required by the US before any transfer of nuclear materials, technology or equipment for peaceful purposes can take place. The agreement must go through negotiation and ratification, to ensure adherence to international non-proliferation and safety standards. On whether a timeline has been outlined to conclude the agreement, Kagan said the next steps would depend entirely on Malaysia's internal energy planning. "Malaysia is going to need to make its decisions about how quickly it wants to go," he added. "We believe that it's very much in the interest of both countries to have a 123 Agreement. We look forward to working with Malaysia, but ultimately, this will be done at Malaysia's pace and in response to Malaysia's decisions about what it wants for its energy mix," he said. — BERNAMA
