Australian EV drivers to get hit with new tax, if goverment gets its way
Treasurer Jim Chalmers has flagged the development of a new road-user charge across Australia for drivers of electric vehicles to ensure EV drivers are contributing a fair share to road upgrades.
The Treasurer has made no secret of his support for a shake-up of the current system before the election, raising the idea with business leaders in February.
But the debate over road-user charges (RUC) for electric vehicles is now set to be reignited as a result of his speech to the national press club.
'We will also continue to work with states and territories on the future of road-user charging,'' Dr Chalmers said.
'All of this represents a big agenda on the supply side of our economy. None of these reforms are simple.'
How does fuel excise work?
The current rate of fuel excise is 50.8 cents in excise for every litre of fuel purchased.
For a typical household with a car running on petrol, the tax costs more than $1200 a year.
But the flat sales tax isn't paid by drivers of pure electric vehicles, who simply need to plug in their cars to recharge.
While registration and driver's licence fees go to state and territory governments, fuel excise is collected by the federal government.
Australian motorists paid an estimated $15.71 billion in net fuel excise in 2023-24, and are expected to pay $67.6 billion over the four years to 2026-27.
However, governments have long-warned that a road-user charge will be required to fill the gap in the budget left by declining revenue from the fuel excise, as the petrol and diesel engines in new cars consume less fuel and Australians adopt hybrid and electric cars.
What does the AAA say?
The Australian Automobile Association (AAA) is calling for a national approach to road-user charging but wants a guarantee the revenue will be earmarked for road upgrades.
The AAA backs a distance-based road-user charging as a fairer and more equitable way to fund land transport infrastructure.
The 2024 federal budget forecasted a reduction in fuel excise receipts by $470 million over four years from 2024-25.
Roadblocks to reform
Currently, New South Wales is the only state with firm plans to introduce a road-user charge from 2027 or when EVs reach 30 per cent of new car sales.
Plug-in hybrid EVs will be charged a fixed 80 per cent proportion of the full road-user charge to reflect their vehicle type.
Western Australia has also stated an intention to implement a road-user charge.
Meanwhile, Victoria's electric vehicle levy had to be scrapped following a ruling from the High Court.
Two Victorian electric car owners launched a legal challenge on the basis the tax was not legal as it was an excise that only a federal government could impose.
They won with the High Court upholding the legal challenge.
There have been several false starts to enshrine a road-user charge including in South Australia, where the former Liberal Government planned to introduce a charge for plug-in electric and other zero emission vehicles, which included a fixed component and a variable charge based on distance travelled.
It was later pushed back to 2027 due to a backlash before the legislation was ultimately repealed.
'Gold standard' for reform
Some experts argue the gold standard for reform is a variable rate that factors in the vehicle's mass, distance travelled, location, and time of day.
But there's a big barrier to the Commonwealth imposing those charges because the Constitution prohibits it from imposing taxes that discriminate between states or parts of states.
State governments could impose those levies, but as the experience of the Victorian Government underlines, it is legally complex.

Top Aussie unis slip down global rankings
Australian universities have fallen down the international rankings. However, the prestigious tertiary institutes still leave Australia ranked as the fifth-best nation for higher study. Released on Thursday, the QS World University Rankings show only Hong Kong, Singapore, Sweden and Switzerland have more top-100 universities than Australia on a relative basis. The top-ranked University of Melbourne fell from 13th to 19th spot, while the University of NSW, The University of Sydney and ANU also slipped. Australia has 36 universities in the total list of 1501 THAT QS ranked this year. Nine Australian unis made the top-100, a fifth place result. federal opposition education spokesman Jonno Duniam, called a slip in the rankings a 'disappointment'. 'The government must take note of our constant slide down the rankings and implement policy and funding solutions to get our universities to where they need to be,' he said. 'It is simply not good enough.' Analysis of the rankings show 70 per cent of Australian universities have reduced their academic staff-to-student ratio. 'We want education policies that meet the 21st century skills that our economy demands, not just funding injections from which Australian taxpayers cannot see a reasonable return on their investments – not to mention our university students who deserve better,' Mr Duniam said. The University of NSW fell from 19th to 20th spot in this year's rankings. The University of Sydney came down from 18th to 25th, and ANU slipped from 30th spot to 32nd. Monash rose one spot to 36th, and the University of Queensland fell two spots to 42nd. UWA held steady at 77th. The unopened Adelaide University debuted in the 82nd spot. The University of Technology Sydney fell from 88th to 96th. The Group of Eight is a combined body representing Australia's top eight universities; chief executive Vicki Thomson said Australia punched above its weight. 'At a time when global collaboration underpinned by quality has never been more important, the ranking result for Australia and in particular the Go8 is impressive,' she said. 'This comes against a backdrop of global uncertainty and mixed messaging from our largest research partner, the United States, which threatens our very capacity to deliver on our mission of education and research. 'And yet despite these headwinds, Australia continues to punch above its weight, ranking fifth overall as the best higher education system in the world.' The strong showing was testimony to the quality of our universities and academic and research staff, Ms Thomson said. 'That we have two Go8 members ranked in the top 20 and six in the world's top 50 is an outstanding result and must not be taken for granted but rather leveraged in these contested times,' she said. 'Singularly impressive is the debut of the new Adelaide University at 82. This result confirms that Adelaide University will create quality at the scale needed to deliver far-reaching benefits for Australia's research and higher education.' Adelaide University, set to open in 2026, is an amalgamation of the University of South Australia and The University of Adelaide.

WA the fastest growing state or territory in Australia, as population tips over three million
The population of Western Australia has officially tipped over three million people, with the state having the fastest growth rate of anywhere in the country last year. The Australian Bureau of Statistics (ABS) has put Australia's population at 27,400,013 as of the end of 2024, with 445,900 people added to the tally in the year. The ABS releases population data about six months behind, with the latest set of numbers showing the annual natural increase — considering births and deaths — was 105,200 and net overseas migration was 340,800. There were a total of 292,400 births in Australia in 2024, an increase of 2.6 per cent on the previous year. That was offset by 187,300 deaths, an increase of 3 per cent on 2023. The ABS said all states and territories had positive population growth over 2024. WA had the fastest rate of growth at 2.4 per cent and recorded a major milestone, with 3,008,697 people now living in the west. Tasmania posted the slowest growth rate, although it still recorded an incremental uptick in population. The island state added just 1,600 people to its population, mainly through net overseas migration, while 2,447 moved away from Tasmania to elsewhere. The ABS noted net overseas migration was the "major contributor" to change in all states and territories, with most people moving to New South Wales (106,730) and Victoria (100,503). There was also a significant amount of internal migration between the states and territories, with Queensland adding another 25,940 people via net interstate movements. More people moved away from New South Wales in 2024 than anywhere else, with the state losing 28,118 people to other places. The data estimates resident population based on all people who usually live in Australia, regardless of nationality, citizenship or visa status.

Peter Cain resigns from Canberra Liberals shadow cabinet over concerns about leadership
Canberra Liberals MLA Peter Cain has resigned from the shadow cabinet, citing concerns about the party's leadership. In a statement, Mr Cain said his resignation was "effective immediately". "This decision follows ongoing concerns regarding the direction of the current leadership team and the processes through which key decisions have been made," he said. Mr Cain was first elected to the Legislative Assembly in 2020 and represents the electorate of Ginninderra. He has most recently held the shadow ministries of attorney-general, planning and environment and housing services. Soon after the 2024 ACT election, Leanne Castley was named leader of the party, replacing Elizabeth Lee, and Jeremy Hanson was elected as her deputy. In the statement, Mr Cain said the decision to resign was not one he had "taken lightly". "I believe I can best serve the Canberra community and the people of Ginninderra from the backbench." He also alluded to issues around workplace culture being among the reasons for his resignation. "I also have a duty of care to my hardworking staff, who deserve to work in a safe, supportive, and respectful environment," he said. He said he would remain on the backbench as a member of the party and "continue to work hard, speak up and advocate for policies that reflect the best of what a Liberal philosophy has to offer". "I am proud of the work I have done and the advocacy I have led across the portfolios I have held, always with a focus on delivering better outcomes for Canberrans," he said.
