What we know about claim DOGE stopped payments to children whose parents died
On March 22, 2025, Barry Kaufmann, president of the New York State Alliance for Retired Americans, said (archived) at a rally in White Plains, New York, that Small Business Administration loans "discovered" (archived) by the Department of Government Efficiency paid to children 11 or younger were actually "survivor benefit annuities" — using the same SBA acronym — paid to children whose parents had died.
Kaufmann said (at 44:10):
As an example, DOGE claims to have found Social Security loans going to 11-year-olds and under. Not! SBA is not a loan, it's a survivor benefit annuity to young children whose parents have passed. That's the problem with IT programmers and billionaires without a clue doing jobs they don't understand. You can't find what you don't know.
Kaufmann's claim spread across Facebook (archived), X (archived), Threads (archived), Reddit (archived) and Bluesky (archived).
However, it was unclear how Kaufmann backed his claim about the confusion over the two different SBAs. While it is almost certain from his wording that he was referring to DOGE's SBA loan announcement on March 9, the claim of the funding belonging to the survivor benefit annuity — a benefit paid to eligible spouses, or sometimes children, of federal retirees — clashes with what federal officials have said.
The Small Business Administration confirmed the existence of more than "5,500 loans, totaling about $312M" to businesses "whose only listed owner was 11 years old or younger" on March 12 — 10 days before Kaufmann's claim. DOGE had said it was working with the SBA to "solve this problem."
We have reached out to Kaufmann and the SBA to further understand the claim and await their replies.
A survivor benefit annuity is a benefit available to federal employees under the Civil Service Retirement System and the Federal Employees Retirement System. The benefit is normally paid to surviving spouses or ex-spouses, but according to the Office of Personnel Management (OPM), the federal government's central human-resources agency, children can be eligible if they are dependent on the retiree who chose the benefit. "Dependent" in this context means that the deceased "made regular and substantial contributions to the child's support."
We reached out to the OPM, which manages the federal retirement plans, to ask how much money it paid to children 11 or younger under this benefit in 2020-21, when DOGE said the loans were paid out, and await a reply.
Meanwhile, the details surrounding the loans allegedly discovered by DOGE remained unclear. The @DOGE or @DOGE_SBA X accounts, the former of which is generally used for DOGE's public communications, had not posted more information at the time of this writing. The SBA had not provided further details about the loans at the time of this writing.

Trump and Musk: The 10 days that unravelled their relationship
The pairing of Donald Trump and Elon Musk, the leader of the richest country in the world with the richest person in the world, seemed a perfect match. But the last 10 days have seen the pair move from gentle disagreement to bitter acrimony. These are the public moments which brought their relationship crashing down. Speaking to CBS News, Musk criticises Trump's plans for a new bill on tax and spending - saying the planned legislation left him "disappointed". Trump later admits to reporters that he is "not happy about certain aspects" of the bill while at the same time being "thrilled" about some aspects, such as tax cuts. He doesn't comment directly on Musk's remarks, however. Musk announces he will be leaving the Trump administration after his scheduled time as a special government employee reaches its end. He had led a cost-cutting mission known as the Department of Government Efficiency (Doge). Trump praises Musk as the latter appears with a black eye in a press conference on his last day at the White House. Musk is "not really leaving", the president says, and will continue to be "back and forth" to the White House. Trump defends his "big, beautiful bill" in a post on Truth Social, claiming "many false statements" are being made about his landmark economic policy. Musk again attacks Trump's planned bill, calling it "massive, outrageous, pork-filled" and "a disgusting abomination" in a post on X. In US politics, "pork" refers to spending on projects in lawmakers' constituencies. It marks the start of an escalation in comments from Musk on social media. Musk calls for a new spending bill "that doesn't massively grow the [US government budget] deficit and increase the debt ceiling". Musk urges his followers to call their representatives to oppose Trump's bill. Musk quotes a series of old post on X by Trump, from 2012 and 2013, in which Trump criticises government spending. Speaking in the Oval Office alongside German Chancellor Friedrich Merz, Trump says he and Musk "had" a great relationship but "I don't know if we will anymore". He also says Musk is "upset" that subsidies for electric vehicles would be cut in his planned bill, affecting the billionaire's Tesla and SpaceX businesses. Musk responds in real-time to the broadcast from the Oval Office, dismissing Trump's assertions. Back at the White House, Trump tells reporters Musk knew "every aspect of the bill" and says he is "very disappointed in Elon". "False," replies Musk on X. "This bill was never shown to me even once and was passed in the dead of night so fast that almost no-one in Congress would even read it!" Musk resurfaces old Trump posts on X, highlighting moments when the president criticised America's budget deficits. "Where is this guy today??" he asks. Replying to another user on X, Musk says: "Without me, Trump would have lost the election." He goes on to say: "Such ingratitude". Still going, Musk claims on X that "the Big Ugly Bill will INCREASE the deficit to $2.5 trillion". Musk continues to quote old Trump posts on X about government spending. He asks: "Where is the man who wrote these words? Was he replaced by a body double!?" "Is it time to create a new political party in America that actually represents the 80% in the middle?" Musk asks in a poll on X. Trump starts posting on his Truth Social platform, saying Musk had been "wearing thin" so he asked him to leave the White House, and alleging that Musk "went CRAZY". Musk calls this "an obvious lie". "The easiest way to save money in our Budget," Trump continues in another post, "is to terminate Elon's Governmental Subsidies and Contracts". Musk alleges, without providing evidence, that Trump appears in the "Epstein files", referring to court documents and evidence collected by investigators into convicted sex offender Jeffrey Epstein. Posting on Truth Social, Trump says he doesn't mind "Elon turning against me" and continues to defend his bill. Responding to Trump's suggestion that he could terminate government contracts with Musk's companies, Musk says he will "immediately" decommission the Dragon spacecraft - a craft that is capable of travelling to the International Space Station. Musk appears to endorse impeaching Trump while quoting a conspiracy theorist who shared his Epstein files claim about the president. Musk attacks another of Trump's signature policies - his trade tariffs - by posting on X to say these "will cause a recession in the second half of this year". Musk appears to soften, replying on X "you're not wrong" to another billionaire Trump backer, Bill Ackman, who had called for the pair to "make peace for the benefit of our great country". Trump describes Musk as "the man who has lost his mind" in an interview with ABC News and says he is "not particularly" interested in speaking to him. The White House tells the BBC Trump does not intend to talk to the tech billionaire today, after reports they would speak on the phone later. It is also reported by CBS, the BBC's US partner, that Trump is considering selling his Tesla car - which he had purchased when he was trying to help Musk promote his company. Hedge fund titan Bill Ackman and controversial rapper Kanye West both called for President Donald Trump and Elon Musk to bury the hatchet after their feud exploded in spectacular fashion. Musk accused Trump of reckless spending, called for his impeachment, alleged that he was named in government files linked to the late convicted pedophile Jeffrey Epstein and floated the idea of forming a new political party. The president lashed out at his former 'First Buddy' with threats of retaliation and character attacks. The honeymoon phase of President Donald Trump and Elon Musk's bromance has been waning for weeks, and now their relationship appears torn beyond repair just as publicly as it started. The pair exchanged blows on social media on June 5, with Trump threatening on Truth Social to strip Musk's companies of subsidies, while Musk took credit for the 2024 GOP victory and took to X to accuse Trump of being on the Jeffrey Epstein list. This ridiculous escalation distracts from the real point at issue, though. Musk seems frustrated that Republicans used him in their charade to balance the federal budget, frustrated that Trump used him for his own end. But he really should be frustrated that he was so gullible – because he should have seen all of this coming. Opinion: Musk erupts, claims Trump is in the Epstein files. Who could've seen this coming? I'm frustrated that this is the only thing receiving attention, considering the amount of work that needs to be done with the budget. Republicans used Elon Musk as a political smokescreen Whether Musk genuinely believed himself when he promised to cut $2 trillion (before quickly tempering that estimate) is up for debate. If he did believe it, he was entirely naive about both the current state of the Republican party and our federal government. Republicans thought they could use Musk as a political win and distraction, allowing him to claw back government spending through DOGE, while congressional Republicans authorized massive deficit increases. Even after accounting for the economic growth that the Big Beautiful Bill would stimulate, the bill is projected to add $2.4 trillion (yes, with a T) to the federal deficit over the next decade. This figure stands as a mountain next to the small pile of $2 billion (yes, with a B) worth of verifiable budget cuts from DOGE. All the while, Republicans and Trump sang Musk's praises, knowing that they would turn around and spend money that we don't have. But Elon should have realized it was all a show. Trump skyrocketed the deficit in his first presidency, and every promise he's ever given for a balanced budget has been a lie. As much as MAGA likes to claim otherwise, Trump's GOP is no different than the swamp creatures they like to criticize. Opinion: Elon Musk is frustrated with Republicans wasting DOGE's effort to cut. So am I. Those who are actually interested in cutting government spending, which I think Musk at least somewhat seems to be, should not attach the idea to political parties because they will inevitably disappoint. There hasn't been a genuine effort to produce a balanced budget since 2001, and there isn't likely to be from either Republicans or Democrats anytime soon. Trump and Musk have too big personalities to work together I'm not the least bit surprised that these two narcissists' relationship flamed out so quickly. There was never enough room in Trump's White House for both him and Musk's personalities. Trump has never maintained an extended relationship with somebody who is willing to disagree with him publicly. During his first term, Trump had extremely high personnel turnover rates, both in his cabinet and his aides. Trump's 'you're fired' catchphrase really says a lot about his approach to relationships. He is quick to turn on people who disagree with him or even just publicly embarrass him. Musk has been loudly advocating against Trump's "Big Beautiful Bill" for its impact on the deficit. After a week of Musk criticizing the deficit spending in Trump's bill, the president has clearly had enough. He cannot tolerate a dissenting voice from within his ranks. Trump and the GOP are now likely to kick a powerful ally to the curb, all because Trump is so vain that he cannot handle differing opinions. This is why the GOP is now made up of yes men, because they have allowed Trump to push all the spine that he can out of the party. Now that the sideshow of Musk is gone, Republicans have one less thing to hide behind. I'm not sure that makes it any more likely they act responsibly, but at least it's more transparent to Americans now.
