
MOT to study more transparent mechanism on port charges
Transport Minister Anthony Loke Siew Fook said the current charge review is allegedly inconsistent and not transparent.
'So we want to create a more transparent and structured system where there is a periodic review, meaning there is a review of the charges annually, perhaps according to a lower formula.
'For example, if there is an increase in the CPI (Consumer Price Index), what is the annual inflation rate, let's say the annual inflation rate is two per cent, then the charge increase may be gradual and not sudden like today,' he said.
He told the media after the monthly assembly of the Ministry of Transport (MOT) and the Raikan Kasih MADANI 2025 event, here today.
Loke said the matter would be refined to ensure that all parties could receive fairer charges and the country's ports remained competitive.
'If we do not look at the increase or reassessment of these charges, the revenue of port operators will decrease, of course they will not invest to increase capacity.
'So we have to balance between the needs of the market and also the needs of building capacity development,' he said.
Regarding the Federation of Malaysian Manufacturers (FMM)'s call for the government to delay the implementation of the proposed 30 per cent increase in port tariffs, especially for container handling and storage, Loke said the Port Klang Authority (PKA) and the Johor Port Authority (JPA) had not submitted any documents for final approval or gazette.
Loke explained that the Port Authority would assess these charges from time to time when there is a request from operators and not according to a specific schedule.
'The increase in port charges is a tariff that is strictly controlled by the Port Authority, not at will,' he said.
According to him, the last review was carried out 10 years ago through two phases, namely 15 per cent in 2015 and another 15 per cent in 2018.
'Last year we had a process to reassess the charge. The charge went through various consultation processes with stakeholders, through a consultative committee at the port level.
'The proposal for a 30 per cent increase this time will be implemented in phases over three years, not all at once, but will increase by 15 per cent in the first phase, 10 per cent (second phase) and the third phase (five per cent),' he said.
On March 8, Bernama reported that the FMM) requested that the government postpone the implementation of the proposed 30 per cent increase in port tariffs, especially for container handling and storage.
This is because the increase will have major implications on the cost of doing business for manufacturers and transport companies.

FMM: Restricting foreign worker quotas risks weakening Malaysia's competitiveness
KUALA LUMPUR: The government's decision to limit the reopening of foreign worker quota applications to just three sectors could weaken Malaysia's economic competitiveness, said the Federation of Malaysian Manufacturers (FMM). Its president Tan Sri Soh Thian Lai said while the move to reopen applications was welcome, labour shortages were not confined to only those sectors. "We welcome the government's decision to reopen applications, but shortages are not confined to just these sectors. "They are widespread across almost all industries. "The most foreign labour-reliant remain manufacturing, construction and plantation," he said in a statement. His remarks came after Home Minister Datuk Seri Saifuddin Nasution Ismail announced that applications for foreign worker employment quotas in three main sectors, namely, agriculture, plantations and mining, as well as in 10 selected subsectors on a case-by-case basis, are now open until Dec 31. Saifuddin said that for the agriculture, plantation and mining sectors, applications for foreign workers would be allowed for all subsectors under these categories. Soh said within manufacturing, subsectors such as furniture, rubber products, food processing and electrical and electronics (E&E) support services were facing the most urgent manpower needs. He said surveys among FMM members had found labour shortages were putting significant pressure on business growth and the long-term viability of operations in Malaysia. "These shortages are not limited to the sectors announced by the government, but cut across almost all economic industries. "It is therefore highly concerning that existing manufacturers have been excluded from consideration. "Many are facing critical manpower challenges due to workers returning home at the end of their contracts, the inability to replace workers because of the prolonged freeze, and, most critically, the increasing orders arising from strong domestic and export demand," he said. Soh said that excluding existing manufacturers from quota approvals risked undermining production continuity, deterring reinvestments and weakening Malaysia's competitive position in global supply chains. Currently, only manufacturing businesses involving new investments under the Malaysian Investment Development Authority (MIDA) are allowed to apply for quotas. He pointed out that the manufacturing sector grew 3.7 per cent in the second quarter of 2025, while manufactured exports rose 5.2 per cent to RM656.56 billion in the first half of the year. "This growth is powered not only by new investments but also by existing manufacturers who continue to expand capacity, fulfil export orders and reinvest in Malaysia, backed by strong demand for E&E, machinery, processed food and other goods. "Thus, excluding them from case-by-case approvals risks stalling momentum and undermining Malaysia's trade performance," Soh said. He also warned that restricting the supply of foreign workers would likely have cost implications. "If supply is restricted, operating costs will rise, projects may be delayed, and output reduced. "Malaysia's investment competitiveness could also be affected." Soh said that employing foreign workers was neither cheap nor easy, given rising recruitment costs, policy uncertainty and the need for compliance with stringent ESG and international certification standards. "The balance is crucial. Protecting local employment is important, but industries must also have timely access to foreign workers in jobs where locals are unwilling. "Malaysia's manufacturing sector remains a vital engine of growth.

Home minister Saifuddin Nasution Ismail said on Tuesday that the government had decided to reopen applications for foreign worker quotas, but only for agriculture, plantation and mining and their related subsectors, on a 'case-by-case' basis. Penang LRT Ceiling Raised To RM16.8 Billion On Land, Supply Costs
The revised RM16.8 billion ceiling for the LRT Mutiara Line project is not an uncontrolled escalation but an adjustment to reflect market conditions, Malaysia Rapid Transit Corporation Sdn Bhd (MRT Corp) said. The company explained the revision was based on 2024 market data, citing global supply chain inflation, higher land values and additional works at Macallum and Silicon Island. 'In December 2024, the Federal Government approved a project budget ceiling of RM16.8 billion and MRT Corp has been mandated to keep the cost lower. The actual project cost would depend on results of ongoing and upcoming open tender exercises,' it said in a statement. In January this year, MRT Corp awarded a conditional RM8.31 billion Civil Main Contract Package 1 to SRS Consortium Sdn Bhd. Following a value management exercise in April, the contract sum was reduced to RM7.93 billion. The company said the ceiling also covers land acquisition, now estimated at RM2 billion, while the remaining RM6.8 billion is allocated for Civil Main Contract Package 2, the Sungai Nibong depot, the systems turnkey contract, and consultancy and project management costs. The Mutiara Line will span 29.5 km with 21 stations from Silicon Island to Komtar and across to Penang Sentral in Butterworth. Its first phase, a 24 km stretch from Komtar to Island A, will feature 19 stations and supporting works. MRT Corp noted the original estimated cost for the Penang LRT Bayan Lepas Project in 2016 was RM10 billion for the alignment from Silicon Island to Komtar. After the federal government took over the project in early 2024, the alignment was extended to Penang Sentral, raising costs by RM3 billion to RM13 billion. Transport Minister Anthony Loke Siew Fook has said the project will be funded upfront from the Federal Government's development expenditure budget to avoid future liabilities.
