Baliwag city hall: 'Ghost' flood control project did not coordinate with us

The local government of Baliwag, Bulacan on Thursday said the supposed ''ghost'' flood control project in Barangay Piel was not coordinated with city hall. ''Ang proyektong ito ay hindi dumaan sa Pamahalaang Lungsod, at wala ring kaukulang dokumentong isinumite sa City Engineering Office, maging ang koordinasyon o pakikipag-ugnayan sa alinmang tanggapan ng LGU,'' Baliwag City PIO said in a Facebook post, referring to the reinforced concrete riverwall project in Purok 4. (This project did not pass through with the city government, and no corresponding documents were submitted to the City Engineering Office, nor coordination or communication with any office in the LGU.) ''Gaya ng Pangulo, mariin din naming tinututulan at kinokondena ang anumang 'panlolokong proyekto', lalo na't malaking pondo ng bayan ang nasayang at inabuso rito,'' it added. (Similar to the President, we stress that we are against and condemn all 'ghost projects', especially when substantial government funds were wasted or abused in connection with this.) President Ferdinand ''Bongbong'' Marcos Jr. personally inspected the supposed flood control project, and he was very angry when he learned that it was never completed despite records stating otherwise. Marcos said the SYMS Construction Trading, the firm involved in this project, would be blacklisted from the government's roster of contractors. The local government, meanwhile, ensured that it would strengthen its coordination with concerned national agencies as regards any projects being implemented in the locality. ''Sinisiguro ng Pamahalaang Lungsod na mas paiigtingin pa natin ang pakikipag ugnayan sa mga ahensya ng pambansang pamahalaan sa anumang proyekto na isasagawa sa ating lungsod, upang agad na matukoy at maaksyunan ang mga kahina-hinalang proyekto, bago pa man masayang ang pondo ng bayan,'' it said. (The city government assures that we will strengthen the coordination with national agencies in whatever project that would be undertaken in our city, in order to identify and take action anomalous projects, even before taxpayer's money is wasted.) The Baliwag City PIO also guaranteed that it would fully support the President with his aim of holding accountable those involved in anomalous flood control projects. ''Buong suporta ang Pamahalaang Lungsod sa hangarin ni Pangulong BBM na palabasin ang katotohanan sa mga ma-anomalyang proyekto ng gobyerno hanggang mapanagot ang mga opisyal na may sala,'' it said. (The city government fully supports the efforts of President Marcos to uncover the truth of these anomalous government projects in order to bring the erring officials to justice.) — Anna Felicia Bajo/RF, GMA Integrated News

Imee Marcos takes drug test

Senator Imee Marcos and her staff underwent drug testing following reports of alleged marijuana use by a Senate employee inside the premises of the upper chamber. According to her office, all of Marcos' 38 staff, including her security personnel, were instructed to take a 5-panel drug test for cocaine, shabu, ecstasy, marijuana, and opium. 'Natapos na lahat ng staff ko. Inobliga ko sila at wala namang pumalag. Eh nakakahiya naman, dapat ako nauna eh kaya nga nandito na 'ko,' the senator said in a video posted on her Facebook page on Wednesday. (All of my staff have finished drug testing. I obliged them to do so and no one refused. It's a shame, I should have been the first to take it, but I'm here now.) Aside from Marcos, Senators Juan Miguel 'Migz' Zubiri and Raffy Tulfo, as well as their staff, have also undergone drug testing. Senator Loren Legarda also mandated the same for her staff in a bid to ensure a drug-free office. The test of Tulfo and his staff all yielded negative results, while the results of others have yet to be released. Senate President Pro Tempore Jinggoy Estrada, meanwhile, said that he is also willing to undergo a drug test and may ask his staff to voluntarily do the same. Some senators decided to do so after reports circulated that a Senate staff member from the office of Senator Robin Padilla allegedly smoked marijuana in the building. Actress Nadia Montenegro was named in an incident report, but she denied the allegation and eventually resigned as Padilla's political affairs officer. Senate President Francis 'Chiz' Escudero also previously said that the Senate plans to conduct a mandatory random drug test for all officials and employees this 20th Congress. —VAL, GMA Integrated News

PEZA, AstraZeneca partner to boost pharma investments in PH

The Philippine Economic Zone Authority (PEZA) and AstraZeneca Pharmaceuticals (Phils.) Inc. have formed a partnership to boost the country's position as a destination for pharmaceutical and healthcare investments. In a news release on Thursday, PEZA said its Director General Tereso Panga and AstraZeneca Philippines country president Lotis Ramin signed a memorandum of understanding (MOU) on August 19. Under the MOU, PEZA and AstraZeneca agreed to further enhance the country's investment promotion initiatives, making the Philippines a priority destination for healthcare-related investments. In particular, AstraZeneca Philippines will help attract both local and foreign investors by facilitating business forums, investment briefings, B2B matchmaking sessions, and international delegations. PEZA will help AstraZeneca Philippines in identifying viable locations for its healthcare projects within ecozones, providing guidance on regulatory requirements, and linking the company with support industries and potential joint venture partners. Both parties agreed to position the Philippines as an ASEAN hub for health-related production, distribution, and research and development collaboration. Moreover, the accord will push for the establishment of AstraZeneca's Multi-Stakeholder Health Innovation Hub in the Philippines—the first of its kind in the PEZA ecozone network. PEZA said the hub is seen to position the country as a regional center for digital health technology, research and development collaboration, and patient-centered healthcare solutions. The investment promotion agency said the first project under the Innovation Hub will be an Oncology Innovation Center, which will harness artificial intelligence for early cancer detection, expand patient-support systems, build healthcare workforce capacity, and promote evidence-based policy development. AstraZeneca plans to model the hub after its prestigious pharma hub in the United Kingdom. 'We want to attract more companies that are into development, manufacturing, and research in the medical field in order to create a value chain that will lead to the lowering of the cost of medicines for Filipinos,' said Panga. AstraZeneca will invest over P7 billion in the Philippines from 2026 to 2028, Ramin said. 'This includes the vision of the country's first-ever multi-stakeholder health innovation hub in partnership with PEZA, signaling our long-term commitment to shape better health outcomes through collaboration in science,' she said. –VBL, GMA Integrated News
