
Bihar ramps up anti-trafficking drive

Patna: In response to the growing menace of human trafficking in the state, the police, the social welfare department, and various organisations have intensified efforts to curb the crime and aid in the rehabilitation of victims.
While trafficking cases continue to rise, the increasing number of rescues offers a glimmer of hope.
According to the National Crime Records Bureau (NCRB) data for 2022, a total of 2,250 human trafficking cases were recorded across the country. Bihar ranked third in the country with 260 such cases. However, the state topped the chart in terms of the number of minors rescued.
Explaining the rescue mechanisms in place, social welfare department secretary Bandana Preyashi says that each district has an Anti-Human Trafficking Committee headed by the district magistrate, and an Anti-Human Trafficking Task Force (AHTTF) led by the DSP (headquarters).
"This task force conducts raids and rescue operations based on confidential inputs. In border areas, the Sashastra Seema Bal (SSB) carries out similar operations to curb trafficking," she says. Raids are often triggered by information from sources such as the Child Helpline, GRP, RPF and others.
"Rescued children are counselled and rehabilitated through the Child Welfare Committee, in line with existing regulations.
They are then placed in child welfare homes if required," she adds.
However, Preyashi noted that the lack of timely information often hampers rescue efforts. "Bihar's proximity to international borders poses a unique challenge. Traffickers frequently exploit this to escape enforcement," she says.
She also points to coordination challenges between stakeholder agencies and the difficulty in rehabilitating rescued children, particularly when families are unwilling to cooperate.
Currently, there are 101 child care institutions under the department, housing 3,380 minors.
To address these challenges, ADG, weaker sections, Amit Kumar Jain says the police have deployed ground staff across various levels, especially along road and rail networks, to help identify and rescue victims.
"Often, rescued victims are reluctant to return home due to the deep-rooted stigma associated with trafficking.
In collaboration with NGOs, we are working to raise awareness and sensitise communities so that survivors feel safe and accepted upon return," he says.
To observe the World Day Against Trafficking in Persons on July 30, Jain says a new initiative will be launched by Bihar Police. "We have proposed 'Naya Savera', a state-wide fortnight-long mission to rescue trafficked minors from July 31 to Aug 14. A state-level workshop on human trafficking will also be held at Sardar Patel Bhavan, Patna, on the eve of the day," he says.

In India, particularly, women and young girls are commonly trafficked under the guise of job offers or marriage proposals. The speakers called for a unified effort by the government machinery, police departments, voluntary organizations, and social activists to strictly enforce anti-trafficking laws, identify victims, and ensure proper rehabilitation. The program saw the participation of Legal Aid Defense Council members Mr. V. Rajender, Mr. B. Srinivasulu, Mr. D. Lakshman Swamy, representatives from the Railway Police, and various non-governmental organizations.

Chhattisgarh: Maoist killed in encounter in Sukma, 3 security personnel injured
RAIPUR: A Maoist was killed in an encounter with security forces in Chhattisgarh's Sukma district on Tuesday, while three security personnel sustained injuries in a pressure IED blast planted by Maoists during the operation, police said. The Chhattisgarh police said that the gunfight broke out in the forest along the Sukma-Dantewada inter-district border during a joint anti-Maoist operation. Inspector general of police, Bastar range , Sunderraj P said that during the search following the encounter, the body of a male Maoist was recovered along with a large cache of arms, ammunition, explosives, and other daily-use items. ' We are yet to identify the deceased Maoist,' the IG said. Three DRG personnel were injured when a pressure improvised explosive device (IED) planted by Maoists detonated during the operation. 'The injured have been safely evacuated and are being referred to higher medical centres for advanced treatment. Their condition is stable and out of danger,' the IG said. The IG further added that the operation is still underway and further details, including the exact location, cannot be disclosed at this stage to ensure the safety of personnel involved. With this latest encounter, the number of Maoists killed in Chhattisgarh this year has risen to 226. Of these, 208 were killed in the Bastar division, which comprises the districts of Bijapur, Bastar, Kanker, Kondagaon, Narayanpur, Sukma, and Dantewada.

Naxal killed, three security personnel injured in Chhattisgarh encounter
Sukma, July 29 (PTI) A Naxalite was killed and three security personnel were injured in an IED blast during an encounter in Chhattisgarh's Sukma district on Tuesday, a police officer said. He said a joint team of security personnel on an anti-Naxal operation and Maoists exchanged fire in the forest along the Sukma-Dantewada inter-district border. The operation, involving personnel of the Special Task Force (STF), District Reserve Guard (DRG) and Central Reserve Police Force (CRPF), was launched on Monday based on inputs about the presence of Maoists in the area, said Sukma Superintendent of Police Kiran Chavan. During the search of the encounter site, security personnel found the body of a male Naxalite along with a huge cache of arms, ammunition, and explosive materials. 'Three personnel belonging to DRG sustained injuries in a pressure IED blast during the operation. All injured personnel have been safely evacuated and are being referred to higher medical centres for advanced treatment. Their condition is currently stable and out of danger," Chavan said. He said that as the operation is still underway, other details cannot be discussed. With the latest gunfight, 226 Naxalites have been killed in separate encounters in Chhattisgarh so far this year. Of them, 208 were eliminated in the Bastar division, which includes districts of Bijapur, Bastar, Kanker, Konadagaon, Narayanpur, Sukma, and Dantewada.
