State government tells HC it is contemplating legislation to protect women sportspersons

The State government has informed the Madurai Bench of the Madras High Court that it is contemplating enacting a legislation to ensure the safety of women sportspersons during their training and participation in sports events.
State Public Prosecutor Hasan Mohammed Jinnah said that since enacting the legislation will take time, as an interim measure, certain guidelines had been issued for the safety of women sportspersons. Various protection measures and preventive steps had been taken by the government, and the duties and responsibilities of physical education teachers, coaches and other staff had been incorporated in the guidelines, he said.
Taking note of the submission, Justice K.K. Ramakrishnan observed that the government had acted swiftly in the interest of girl sportspersons, and issued detailed guidelines to be followed when they were taken for training and participation in sports events and competitions.
The court recorded its appreciation of the steps taken by the State Public Prosecutor and the Chief Secretary, and hoped the government would bring in suitable legislation in this regard as soon as possible.
In August 2024, the court had directed the Chief Secretary to address the issue of protection of women sportspersons from sexual harassment. In the interest of justice, and to achieve social justice, the court had directed the State government to provide accommodation at the State's cost for either the parents or the guardians of girls during sports events to avoid sexual harassment at the hands of coaches and organisers of such events.
The High Court had issued the direction while upholding the sentence imposed by a trial court on a physical education teacher for sexually assaulting a 17-year-old Kabaddi player whom he had accompanied for a State-level sports meet.
The High Court had observed that the State should take steps to prevent sexual harassment and sensitise the coaches since they, as 'gurus', were grooming and nurturing young talent into future champions. The right to enjoy a safe and supportive sports environment was a fundamental right of every woman sportsperson. Performance was linked to support and nurturing as much as it was to mental toughness, it had said.
The court posted the matter to July 21 for passing further orders.

New Delhi [India], June 7 (ANI): The Delhi High Court has granted interim bail to a woman whose condition is serious due to cancer. She is an accused in a drug case registered by the Delhi Police Crime Branch under the NDPS Act. Justice Tushar Rao Gedela granted petitioner Jyoti interim bail until June 15. The High Court will hear the application on June 13. While issuing notice to the state, the bench has asked the Investigation Officer to verify the medical documents and a status report be filed within 3 days. Keeping in view the extreme and terminal medical condition of the applicant and in view of the humanitarian medical crisis which has arisen, the court allowed the application seeking interim bail. 'The applicant is enlarged on interim bail on medical grounds till.15.06.2025, subject to the applicant furnishing a personal bond of Rs . 1,00,000 with one surety of the like amount, subject to the satisfaction of the Jail Superintendent/Trial Court,' Justice Gedela ordered on June 4. Petitioner is an accused in an NDPS Act and was granted interim bail on May 19, 2025 till June 5 on the medical grounds in view of her condition. However the trial court refused to extend the interim bail as her regular bail is pending before the High court. Thereafter, an application seeking interim bail was moved before the High Court. Senior advocate Amit Chaddh,a counsel for the applicant, submitted that as per the Diagnosis Report dated 02.06.2025 of the hospital, the applicant Jyoti, aged 39 years, is suffering from Chronic Lymphocytic Leukaemia. This is an uncommon and rare kind of cancer. It was further submitted that on an application seeking further extension of the interim bail, on 04.06.2025, the Sessions Judge was not inclined to extend it further and had rejected the interim bail application holding that he had no jurisdiction, since the regular bail plea is pending before this Court. A two-judge vacation bench of the Allahabad High Court has come down on the Uttar Pradesh government over a delay in disbursing ex-gratia compensation to the families of those who died in a stampede at the Maha Kumbh in Prayagraj on January a petition filed by one Uday Pratap Singh, a bench of Justices Saumitra Dayal Singh and Sandeep Jain said once the government had announced compensation, it was its "bounden duty" to ensure timely and dignified court also expressed concerns over the body of a stampede victim being handed over to her family without any autopsy or postmortem conducted in a state-run medical college. "It is alarming that the state authorities appear to have handed over the body of the wife of the petitioner to his son on February 5, 2025. Four months have passed and no part of the ex-gratia compensation announced by the state has been offered to the petitioner," the court chief standing counsel submitted that since the petitioner has not raised that claim, the stage has not arrived for it to be court said, "Prima facie, we find the stand taken to be untenable and smacking of apathy to the plight of the citizen. It was the bounden duty of the State to pay compensation to the aggrieved families with the utmost grace and dignity."advertisement"Once the identity of the family of the deceased was known to the state, it appears to be a pretence and an excuse on part of the state to ask the aggrieved family who had come from far-off places to beg for money from the state for the irreversible loss suffered by the petitioner, certainly not on account of any fault committed by the deceased," the court added."The state remains the trustee of its citizens. It is not only obligated to protect their lives and keep them safe from avoidable losses, it remains obligated and duty-bound to offer remedies and care where such unintended loss may be suffered. It is undisputed that the management of the Kumbh Mela was in the hands of the state and no other authority," the bench its order passed on Friday, the court directed the state authorities to file an affidavit disclosing full details of the total number of claims received for the payment of ex-gratia compensation; the number of claims decided and pending, together with the dates of receipt of such claims with minimal details of the claimants as also the date of their court directed for the impleadment of multiple medical institutions and authorities in Prayagraj as parties to the petition and asked them to file affidavits disclosing all deaths and the details of the medical handling of victims between January 28 and the conclusion of the Maha to the facts of the case, the petitioner's wife was injured in the stampede and was initially believed to be missing. Later, her body was handed over to her son from the mortuary of the Motilal Nehru Medical College in Prayagraj on February inquest report and the post-mortem or autopsy report were not prepared at that stage.
