This initiative aims to revitalize Dayton companies and provide support and resources to untapped entrepreneurs.
The city first engaged Next Street in 2023 to conduct a deep assessment of Dayton's small business landscape — an effort that included over 30 interviews and focus groups with local business owners, stakeholders and community leaders. Last May, Next Street completed the IBROC Business Plan, offering detailed findings, data analysis and actionable recommendations.
Key conclusions emphasized the need for ecosystem infrastructure programming, tailored business support and increased coordination across resources.
The proposed Entrepreneurs Center's agreement with the city includes a sub-award agreement with the Miami Valley Urban League (MVUL), who will partner with the EC to provide services and achieve the program's mission.
The MVUL and Entrepreneurs Center will open the new center and serve as a convener and capacity builder in the small business ecosystem and ensure the strategic business plan adopted by the IBROC planning committee is implemented. The new center will work on raising awareness of existing local assets, creating access to tools for growth and ensuring long-term sustainability and shared success in the Dayton small business ecosystem.
The EC and MVUL partnership was selected through an RFP process led by Next Street.
The agreement — which totals $2.4 million — will commence upon execution and terminate on Dec. 31, 2028.
According to an RFP released by Next Street, the IBROC launch is anticipated for late spring this year.
The city of Dayton will convene on Wednesday, April 23 to discuss the agreement.

Three Tips On How To Share Your Business Plan
Business plan concept hand drawn on blackboard A business plan is a crucial part of starting your business or thinking about taking your business to the next level. Once you have drafted and polished your business plan, you're ready to share it with the world, but that can be challenging too. Here are some tips and tricks for doing so. 1. Review the plan with a mentor Find a business mentor to review your final business plan before sharing it with external groups. A mentor can be a former business owner or a professional who advises entrepreneurs. 2. Draft the perfect outreach email First impressions are everything and this includes any email outreach on behalf of your business. Work with your mentor or advisor to craft the perfect outreach email that can highlight important and interesting parts of your plan. You want to make sure that whoever you send it to is going to want to read it. 3. Keep a few printed copies on hand Be sure to have a few printed copies on hand in case you have a funding opportunity that arises unexpectedly. Having a physical copy for you and the potential investor also makes referencing items in the plan much easier. Business plans often contain sensitive financial information and market analysis and strategy. Be mindful of who you share this plan with, as you would not want it to be shared widely. In addition, the life of a small business is constantly evolving. Be sure to build in monthly or quarterly checkpoints to review and revise your business plan so it stays up to date as your business grows and adapts.

Petrobras Announces Substantial Dividend Payment After Strong Quarter
Brazil's state oil firm Petrobras will pay $2.1 billion in dividends for the first quarter after posting a jump in net income due to one-off items. Petrobras reported a net income of $6.2 billion (35.2 billion Brazilian reals) for the first quarter, up by 48.6% from a year earlier, due to one-off items and more favorable exchange rates. Without the one-off items, net income dropped by 12.1% year-over-year. Petrobras' board of directors approved the payment of interim dividends of $2.1 billion (11.72 billion reals), saying that the proposed payment is in line with the current Shareholder Compensation Policy. Under the policy, if gross debt is equal to or less than the maximum debt level in the Strategic Plan (currently set at $75 billion), Petrobras must distribute 45% of free cash flow to its shareholders. 'This distribution is consistent with the financial sustainability of the company,' the Brazilian oil giant said. Higher investments than initial guidance raised concerns among investors that Petrobras could limit shareholder distributions. Petrobras generated higher cash flows, mainly due to a 5% increase in production volume compared to the previous quarter, chief financial officer Fernando Melgarejo said in a statement. This production growth was reflected in adjusted EBITDA, which rose 46% compared to the fourth quarter of 2024, Melgarejo added. Despite the significant slide in oil prices at the start of the second quarter, Petrobras remains committed to executing its current Business Plan, the executive said. Investments were $4 billion in the first quarter of the year, representing 22% of the annual guidance. 'These investments are focused on pre-salt projects, with emphasis on the Búzios and Atapu fields. We are drilling and connecting more wells and advancing in the construction of new units that will support the growth of our production curve,' Melgarejo said. 'These are projects that generate value for our shareholders and will translate into revenue in the upcoming years.' Last week, Petrobras announced a new oil discovery in the pre-salt Santos Basin, identifying 'high-quality oil without contaminants' at an exploratory well in the Aram block.
