The Sports Governance Bill proposes a National Sports Board to oversee federations, plus a Sports Election Panel and Tribunal.
The upcoming Sports Governance Bill, although shedding the term 'regulatory," is set to establish a National Sports Board fully appointed by the central government. This board will have extensive powers to suspend recognition of federations based on complaints or 'its own motion" for violations such as electoral irregularities and financial misappropriation.
The bill, scheduled for discussion in Parliament during the monsoon session starting Monday, makes a compromise on the contentious issue of age limits for administrators. It allows those aged between 70 and 75 to contest elections if their respective international bodies do not object.
The proposed National Sports Board (NSB) aims to create a rigorous system of accountability, likely diminishing the influence of the Indian Olympic Association (IOA), which has been plagued by factionalism and infighting.
The NSB will consist of a chairperson and members appointed by the central government from 'amongst persons of ability, integrity and standing." These individuals are expected to have 'special knowledge or practical experience in public administration, sports governance, sports law, and related fields."
As indicated in the draft released last year, the Board will have the authority to grant recognition to National Sports Federations and establish ad-hoc panels to manage individual sports if an NSF is suspended. It will also collaborate with International Sports Bodies for athlete welfare in India and issue guidelines ensuring compliance with international standards.
Currently, these responsibilities fall under the IOA, which serves as the nodal body for NSF-related matters. The Board can de-recognise a national body that fails to hold elections for its Executive Committee or commits 'gross irregularities in election procedures." Additionally, failure to publish annual audited accounts or misuse of public funds may lead to suspension, though consultation with the relevant global body is required before proceeding.
The IOA strongly opposed the Board during the consultation stage, labeling it as government interference potentially leading to sanctions from the International Olympic Committee (IOC). However, Sports Minister Mansukh Mandaviya has affirmed that the IOC was duly consulted during the drafting process. Maintaining a harmonious relationship with the IOC is vital for India's bid to host the 2036 Olympic Games.
What Is National Sports Election Panel?
The bill also proposes a National Sports Election Panel comprising retired members of the Election Commission or State Election Commission or retired Chief Electoral Officers of the states or Deputy Election Commissioners. NSFs would be permitted to appoint an electoral officer from this panel to oversee their elections.
What Is National Sports Tribunal?
To prevent sports-related matters from becoming litigation, a National Sports Tribunal is suggested to provide 'independent, speedy, effective, and cost-efficient resolution of sports-related disputes." The tribunal will have a chairperson and two other members, with the head being a sitting or retired judge of the Supreme Court or Chief Justice of a High Court.
The central government will appoint members based on the recommendations of a committee led by the Chief Justice of India or a Supreme Court judge nominated by the CJI. The government will also have the power to remove members in case of violations, including financial irregularities and actions detrimental to 'public interest."

The ongoing standoff over the conduct of Vallasadya, a ritualistic feast offered at the Aranmula Sree Parthasarathy Temple, is set to intensify with the Palliyoda Seva Sangham (PSS) threatening to launch protests against the Travancore Devaswom Board (TDB) if the event is held inside the temple premises on Sunday. According to K.V. Sambadevan, president of the PSS, both the organisation and devotees will stage peaceful protests if the Board proceeds with plans to organise the Vallasadya inside the temple compound, especially by collecting money from devotees and without the participation of palliyodams. The Sangham has already submitted a letter to the TDB, terming the move a serious violation of the temple's traditions and rituals. 'Despite registering our strong objection, we have yet to receive any response from the Board beyond a public statement. If the Board insists on conducting the Vallasadya without the presence of palliyodams, we will go ahead with our protest. If this is an attempt to challenge established customs, our response will be even stronger,' said Mr. Sambadevan. Earlier the other day the PSS had staged a sit-in protest in front of the Devaswom Assistant Commissioner's office. Meanwhile, the TDB has reiterated that it will go ahead with the advance booking system for the Vallasadya and remains open to further discussions with all stakeholders. The advance coupon system, they say, was introduced to ensure that devotees do not return disappointed due to limited seating. 'People across Kerala have long expressed a desire to partake in the Vallasadya within the temple premises. To fulfil this, the Board decided to organise a feast — featuring all traditional dishes — at the temple, with prior booking through coupons priced at ₹250,' explained TDB president P.S. Prasanth. He clarified that the entire amount collected from devotees is handed over to the PSS and the Board does not retain even a single rupee from the initiative. Mr. Prasanth also noted that both the Aranmula Temple Advisory Committee and the PSS were informed of the proposal at its inception. 'To now claim ignorance is unfortunate, especially since both parties were part of the initial discussions and a consensus had been reached,' he added.

The ruling, issued by Judge Colleen McMahon of the US District Court for the Southern District of New York, halts the defunding of projects that had already been approved by the National Endowment for the Humanities (NEH). Many of the cancelled grants supported work in areas related to diversity, equity, inclusion (DEI), and controversial aspects of American history. Focus on DEI and history projects raised legal concerns According to the court documents, several grants were cancelled because they were perceived to support DEI-related themes or politically sensitive research. One such project involved a scholarly study of the resurgence of the Ku Klux Klan in the 1970s and 1980s. Internal government spreadsheets reportedly flagged such research under 'DEI' categories before terminating the funding. The termination notices also cited executive orders promoting 'biological truth' and aiming to eliminate 'radical indoctrination' — language Judge McMahon found problematic. She concluded that the government's actions appeared to be viewpoint-based discrimination, which is unconstitutional. Authors Guild and scholars challenge the defunding The Authors Guild filed a class action lawsuit in May, arguing that the defunding effort not only disrupted research but also threatened academic freedom and violated due process. The Department of Government Efficiency (DOGE), which led the defunding campaign, was accused of bringing federally supported humanities work to a 'screeching halt.' The Guild's case is one of several filed by national scholarly associations, including the American Historical Association and the Modern Language Association. While the judge declined temporary relief for some groups, she ruled narrowly in favor of the Authors Guild to preserve the current funding status until the case is resolved. Court defends academic freedom over political influence In her ruling, Judge McMahon acknowledged that a presidential administration has the right to set policy priorities, especially as the US approaches its 250th anniversary in 2026. However, she clarified that such discretion does not extend to censoring scholarship or punishing projects based on ideology. 'Agency discretion does not include discretion to violate the First Amendment,' the judge wrote. 'Nor does it give the government the right to edit history.' ET Online Crypto tax In India, avoiding taxes on bitcoin, cryptocurrencies, and other virtual digital assets is becoming increasingly difficult. The Income Tax Department is increasing its efforts to monitor transactions related to the virtual digital assets (VDAs) made by individuals. This is being done through the use of artificial intelligence (AI), machine learning, and other data analytics tools. According to the government's reply in the Parliament, the government has collected Rs 437 crore in taxes for FY 2022-23 from VDA-related income. The government implemented income tax rules for crypto and other VDAs from FY 2022- 23. In FY 2022-23, the government collected Rs 269.09 crore in taxes from VDA income. Check now Members of Parliament asked several questions regarding tax collection, potential revenue loss due to under-reporting/mis-reporting from VDAs' income and the technological tools being used to monitor crypto activity. ET Wealth Online breaks down the government's responses on the use of data tools, centralised systems for matching crypto tax data, and ongoing training programs for tax officers. Questions on income tax collection from VDAs, cryptocurrency Parliamentarians Lavu Sri Krishna Devarayalu and G M Harish Balayogi, Members of Parliament, Lok Sabha, asked the following questions and the government's response in the Parliament. a) The total revenue collected from income tax on VDA/cryptocurrency-related income during the last three years, year-wise; The government in the Parliament replied: The tax on income from transfer of Virtual Digital Assets (VDA), under section 115BBH of the Income Tax Act, 1961, was introduced from FY 2022-23. The collection of tax on income from VDA, for last three years is as under:Table (b) whether any estimates have been made by the Government regarding the projected revenue loss due to under-reporting/misreporting of income from VDA/cryptocurrency transactions; The government in Parliament replied: No such estimates have been made. (c) Whether the government is using AI/ML/data analytics tools to identify tax evasion in VDA transactions, if so, details thereof; The government in Parliament replied: The government is utilising data analytics tools to trace and detect tax evasion from VDA-related transactions. The analysis includes the use of Non-Filer Monitoring System (NMS), project insight and internal databases of the Income Tax department, to correlate available information on VDA transactions with the transactions disclosed in the return of income by the taxpayer.(d) Whether a centralised system has been established by the Government for real-time matching of VDA-related ITR filings with TDS returns filed by Virtual Asset Service Providers (VASPs), if so, the status of its implementation; andThe government in Parliament replied: Real time matching of VDA related transactions, filed in income tax returns, with information filed by Virtual Asset Service Providers (VASPs) is not being carried out. However, TDS returns filed by VASPs and income tax returns filed by the taxpayers are analysed to identify discrepancies in reported VDA transactions. The Central Board of Direct Taxes has initiated the NUDGE (Non-Intrusive Use of Data to Guide and Enable) campaign to identify such discrepancies for further action. Under NUDGE campaign suitable communications, to review and update their income tax returns, were issued to all taxpayers who did not report VDA-related transactions in their income tax returns, despite tax being deducted at source for such transactions by VASPs, where the quantum of such discrepancy was more than Rs 1 lakh. (e) Whether the Government has undertaken any capacity-building initiatives to equip tax officials for effective compliance monitoring and investigation in the VDA/cryptocurrency ecosystem, if so, the details thereof and if not, the reasons therefor?The government in the Parliament replied: Several capacity-building initiatives are being undertaken by the Government to equip officers for effective compliance monitoring and investigation of VDA related transactions. Training programs, specialized workshops, Chintan Shivirs and hands-on workshops are regularly conducted by various training institutes under the Income Tax Department. At local level, field offices conduct training sessions and webinars on digital forensics, blockchain analysis, legal frameworks, and handling of digital evidence. The officers and officials are also imparted short term training on digital forensics, in partnership with National Forensic Science University (NFSU), Goa, which empower them to identify and trace VDA related transactions from data captured during intrusive actions. Penalty for not disclosing crypto earnings According to a report in The Economic Times, the Income Tax Department has sent bulk notices to taxpayers who have either not paid the correct income tax amount or failed to report income from cryptocurrency in their tax returns. Income tax dept sending tax notices, conducting search undefined know your options If an individual taxpayer fails to report crypto transactions, they may be liable to pay a penalty under Section 270A of the Income Tax Act, 1961. Under this section, a taxpayer is liable to pay a sum equal to fifty per cent of the amount of tax payable on under-reported income. If the under-reported income is in consequence of any misreporting of income, then it is equal to two hundred per cent of the amount of tax payable on the under-reported income. N.R.
