ASEAN 2045: APSC Strategic Plan Strengthens Cooperation In Addressing Transnational Crime

KUALA LUMPUR, May 27 (Bernama) -- Strengthening cooperation in addressing and combating transnational crime and other emerging issues in the ASEAN region is one of the strategic measures outlined in the ASEAN Political-Security Community (APSC) Strategic Plan.
The measure under the fifth of the nine Strategic Goals of the APSC's Strategic Plan, among others, aimed to strengthen ASEAN's efforts to combat transnational crime, covering terrorism, illicit drug trafficking, trafficking in persons (TIP), people smuggling and illicit trafficking of wildlife and timber, arms smuggling, sea piracy and armed robbery against ships, money laundering, international economic crime, cybercrime and online scams, by enhancing cooperation with ASEAN's external partners as well as the implementation of relevant work programmes, such as through increased information exchange, experience sharing, joint training and other relevant activities.
APSC Strategic Plan is one of the three pillars of the ASEAN Community Vision 2045, aimed at ensuring long-term regional stability and cooperation, as part of its broader vision under the ASEAN 2045: Our Shared Future masterplan.
The plan, which builds on the achievements of the APSC Blueprint 2025, underscores ASEAN's commitment to shaping an inclusive, resilient and rules-based regional order amid intensifying geopolitical dynamics.
The APSC Strategic Plan will be implemented through a whole-of-ASEAN approach, supported by enhanced institutional capacity, cross-sectoral coordination, and greater public engagement to ensure its long-term relevance and success, as well as part of institutional strengthening and enhancing the role of ASEAN as a whole.
Under the first Strategic Goal of the APSC, ASEAN aims to foster a peaceful, stable and secure region anchored in the principles of the ASEAN Charter, the United Nations Charter and international law, subscribed to by ASEAN member states.
The strategic measures include promoting legal and judicial cooperation, strengthening the rule of law, and enhancing crime prevention frameworks.
The second Strategic Goal focuses on strengthening ASEAN Centrality by reinforcing the role of ASEAN-led mechanisms such as the ASEAN Regional Forum (ARF), East Asia Summit (EAS), and ASEAN Defence Ministers' Meeting-Plus (ADMM-Plus), while fostering new and meaningful partnerships with external actors.
To ensure that ASEAN speaks with one voice on regional and international issues, the third Strategic Goal seeks to enhance the bloc's ability to project common positions in multilateral challenges and respond collectively to global developments.

'We started considering it, after seeing the encouraging performance of our Federal Territories athletes upon returning from the Malaysia Games (Sukma) in Sarawak. 'Based on that, we had a discussion at the senior management level and came up with the idea to build a sports complex with Putrajaya being the ideal location,' she told Bernama after presenting Madani aid worth RM278,000 to 27 sporting bodies based in Kuala Lumpur and Putrajaya. Dr Zaliha added that the complex would focus on high performance sports and would help every national and Federal Territories athlete. The facilities at the complex were being fine-tuned with several stakeholders, she said. 'We will meet with the Prime Minister's Department's Public-Private Partnership Unit and discuss the matter further.' In her speech earlier, Dr Zaliha said she had instructed the Federal Territories Sports Council to introduce a star ranking system for sporting bodies in the Federal Territories to ensure that they were managed well. The elements considered for assessment in the ranking system include document management and governance, efficient financial management and achievements as well as success at national and international level. 'I'm confident that with this ranking system, sports bodies will be more competitive and disciplined to ensure performance in the Federal Territories remain at an excellent level.'

In discussing bilateral cooperation between Malaysia and the United Kingdom, Ahmad Zahid said he expressed Malaysia's commitment to become the Asean Hub for Technical and Vocational Education and Training (TVET) Certification and Excellence. "The focus will be on high-value industries such as semiconductors, electric vehicles (EV), aerospace and green energy. "I also conveyed Malaysia's intention to expand collaboration with UK academic institutions and industries to enhance TVET training, certification and the employability of Malaysian graduates," he told reporters during a working visit here on Monday. On rural development, Ahmad Zahid said the country is keen to learn from the UK's approach in transforming rural areas into sustainable economic growth zones. "We also discussed matters related to disaster management, access to clean water and the use of new technologies to strengthen resilience against global climate change," he said. Several issues concerning the environment were also discussed, especially on ways to overcome the problem of polluted rivers. "Malaysia needs to learn how the UK dealt with rehabilitating polluted rivers. "We need to take heed of how polluted rivers have become a thing of the past in the UK as we are still facing the same problem. "The first step to learning from them is to raise public awareness of the problem with polluted rivers," he said. Ahmad Zahid said both him and Reed agreed that sustainable programmes to preserve the environment were vital to moving forward. "Both of us concurred that leaders come and go but such programmes must continue," he added. The meeting also touched on renewable energy cooperation, including a proposal to reactivate the Asean Power Grid and explore investment opportunities in solar and green energy, he said. "The UK's establishment of GB Energy, a national clean energy company, was noted as a positive signal of its strong commitment to the green agenda. "I expressed Malaysia's readiness to be a strategic partner in this development," he said. In addition, Ahmad Zahid said he highlighted the potential of Islamic financial instruments such as sukuk to support climate finance and sustainable development cooperation. "This includes bolstering the global halal industry through the establishment of a World Halal Council and a unified halal logo, which aims to reinforce international consumer confidence in Malaysia's standards," he added. Ahmad Zahid said both countries reaffirmed their commitment to strengthen trade ties, including through frameworks such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, and increasing business-to-business (B2B) engagement between the private sectors of both nations. "I believe this meeting has opened new avenues to elevate Malaysia-UK cooperation to a more strategic level, especially in building a more inclusive, sustainable and resilient future," he said. On Monday night, Ahmad Zahid hosted a gathering for Malaysians including 60 Mara-sponsored students based in the United Kingdom. He advised the students about giving back to the country once they have finished their studies. "While the salaries here (UK) might be substantially higher, returning and helping to develop the country further is priceless and much more meaningful." Govt sets aside RM7mil for rice irrigation during drought
BAGAN SERAI: The government has allocated RM7mil for infrastructure upgrades to minimise the impact of drought on key rice production areas, according to Datuk Arthur Joseph Kurup. The Deputy Agriculture and Food Security Minister said the focus will be on irrigation systems, the primary water source for crops. 'It is mainly done to ensure that the water channels are functioning and can deliver water to padi plots, even if the water volume is slightly lower than usual. 'This is also one of our ways to minimise the potential negative effects on farmers' income, especially during the drought season,' he said after launching the 2025 Perak state-level Agricultural Machinery and Equipment handover ceremony at Dewan Dato' Zainal Abidin Zin here yesterday, Bernama reported. On Monday, the Meteorological Department said six areas in Peninsular Malaysia would be at Level 1 status for three days due to the ongoing hot weather. The affected areas include Larut and Matang, Kuala Kangsar, Perak Tengah in Perak; Machang and Kuala Krai in Kelantan; and Bandar Baharu in Kedah. In a separate matter, Arthur said that his ministry will strengthen collaboration with relevant enforcement agencies to curb cattle smuggling activities from Thailand, which are believed to threaten the country's food security. He said enforcement actions against individuals involved in unethical activities are under the jurisdiction of the respective state governments. 'Therefore, a comprehensive engagement session between the state and federal governments is essential to harmonise laws and prevent conflicts, which could undermine the nation's food biosecurity,' Arthur said.
