CSA appoints new Investor Advisory Panel Chair and Vice-Chair Français

CALGARY, AB, July 31, 2025 /CNW/ - The Canadian Securities Administrators (CSA) today announced changes to the CSA Investor Advisory Panel's (the Panel) membership. The CSA is pleased to announce the appointment of Jason Alcorn as the new Chair of the Investor Advisory Panel, effective on September 1, 2025. Mr. Alcorn has served on the Panel since 2022.
The CSA is also pleased to announce the appointment of Sophie Jean as the Vice-Chair of the Investor Advisory Panel. Ms. Jean has been a member of the Panel since 2023, and this appointment took effect on November 4, 2024.
Eric Spink, who served on the Panel since September 2022 and was appointed Chair in September 2023, concludes a successful term on August 31, 2025.
"On behalf of the CSA, I would like to express my sincere gratitude to Eric Spink for his leadership and invaluable contributions to the CSA Investor Advisory Panel during these foundational years for the Panel," said Stan Magidson, Chair of the CSA and CEO of the Alberta Securities Commission (ASC). "Thanks to his stewardship, the Panel has emerged as a pivotal body representing the interests of retail investors across Canada."
Additionally, four members were reappointed to the Investor Advisory Panel:
Susan Milburn and Millie Acuna have both been reappointed for three-year terms effective September 1, 2025.
Cristie Ford has been reappointed for a one-year term effective September 1, 2025.
Neil Gross has been reappointed for a three-year term effective as of November 1, 2025.
The Panel's mandate is to represent the interests of retail investors across Canada by providing advice to the CSA on its policy and rule-making initiatives that have impact on retail investors.

The CSA, the council of the securities regulators of Canada's provinces and territories, co-ordinates and harmonizes regulation for the Canadian capital markets.

A U.S. subsidiary of GardaWorld, the Montreal-based security giant reportedly helping staff the Florida detention site known as 'Alligator Alcatraz,' has been cleared to bid up to US$138 million on ICE contracts. GardaWorld Federal Services, a Virginia-based arm of GardaWorld, was among dozens of companies shortlisted by ICE (U.S. Immigration and Customs Enforcement) under an emergency procurement programme, government records show. ICE's agreement with GardaWorld's U.S. subsidiary sets a limit of US$138 million (CAN$190 million) on the value of contracts the company can compete for, The Gazette has confirmed. It was first reported by The Globe and Mail. The contracts are part of a sweeping effort by U.S. President Donald Trump to expand detention capacity across the country. GardaWorld was already contracted to provide security and correctional staff at 'Alligator Alcatraz, ' a remote facility in Ochopee, Florida. It is expected to house up to 3,000 detainees. The site has drawn growing criticism from rights groups, who warn of poor oversight, overcrowding and unsafe conditions. It gained notoriety after Trump visited in July and jokingly referred to its swampy surroundings by saying there were 'a lot of police officers in the form of alligators.' Homeland Security Secretary Kristi Noem said Monday that 'Alligator Alcatraz' would serve as a model for future state-run migrant detention centres. She also said she hopes to launch similar facilities in the coming months, including in airports and jails. According to the Miami Herald, GardaWorld was awarded a separate contract worth US$8 million to provide staffing for the Florida facility. In July, The Gazette reported that GardaWorld was seeking armed guards for 'a remote part of southern central Florida,' offering US$25 per hour, plus travel, meals and accommodation. The posting outlined strict requirements for applicants: candidates were required to hold Florida gun and security licences, have at least one year of armed experience, and legally own a registered semi-automatic handgun. GardaWorld provides a wide range of private security services in Canada and abroad, including airport screening, cash transport and personal protection. The company was founded by Stephan Crétier in Montreal, where he used a $30,000 mortgage on his house to launch the business. Today, it remains headquartered in Montreal, though Cretier is now based in Dubai. He is worth nearly $4 billion, according to The Gazette's Rich List. In 2022, Quebec's provincial investment agency, Investissement Québec, invested $300 million in GardaWorld. A provincial spokesperson has previously said the investment was unrelated to the company's U.S. contracts. Finance Minister François-Philippe Champagne says he and Foreign Affairs Minister Anita Anand will be travelling to Mexico City to look at strengthening Canada's economic partnership with Mexico. The meetings will be constructive in that respect — looking at markets, looking at diversification, looking at strengthening our partnership with our Mexican colleagues, Champagne told Radio-Canada in Trois-Rivières, Que., on Monday afternoon. The news was first reported Sunday evening by the Globe and Mail. Two senior Canadian government sources told CBC News the meetings are happening tomorrow and Wednesday. The ministers are expected to return to Canada on Thursday. The sources say the goal of the visit is to advance Canada's bilateral relationship with Mexico and strengthen trade ties. Champagne and Anand are expected to meet with Mexican President Claudia Sheinbaum on Tuesday morning. And if you look at the [U.S.-Mexico-Canada Agreement] as a trading bloc, that's the second-largest trading bloc in the world. So it is important for us to engage with our Mexican friends, the finance minister added. One source told CBC that the trip is all about relationship building and the two ministers' expected meeting with Sheinbaum will lay the groundwork for a future bilateral meeting between the Mexican president and Prime Minister Mark Carney. Carney and Sheinbaum have spoken at least four times since the prime minister came into office. In June, the two met at the G7 Leaders' Summit in Alberta. A press release posted on Carney's website (new window) said he and Sheinbaum agreed to deepen bilateral collaboration at the ministerial level and they looked forward to meeting again in Mexico in the coming months. Trump extends tariff deal with Mexico The Canadians' visit comes days after U.S. President Donald Trump announced he had agreed with Sheinbaum to extend an existing trade deal with Mexico for 90 days and continue talks over the period with a goal of signing a new deal. Mexico will continue to pay a 25% Fentanyl Tariff, 25% Tariff on Cars, and 50% Tariff on Steel, Aluminum and Copper, Trump said in a Truth Social post. Additionally, Mexico has agreed to immediately terminate its Non Tariff Trade Barriers, of which there were many. Trump signed an executive order raising tariffs on Canadian goods that are not compliant with USMCA to 35 per cent. The carve-out for USMCA-compliant goods means very few Canadian products will actually be subjected to the elevated tariff. The U.S. president criticized Canada's lack of co-operation in curbing the flow of fentanyl southward and for retaliating against his existing tariffs.
